Competition Library No We were expecting the RFP to be complete with Aircraft configuration information, and we have not come across any yet in the competition library or the RFP files… there are features that we “think” we know based on public press releases, but it seems prudent that the gov would provide this kind of information with bidders as we need to propose a simulator (FFP) that exactly matches the aircraft configuration
• Please Advise the government’s plan to provide aircraft systems and configuration information to bidders
Aircraft configuration information is available upon request as detailed in 16 Apr 2020 Notice posted on beta sam gov
RFP-0043 SF-33 Amendment 1, 93-94, Paragraph Section I
No Would the government consider changing FAR 52 216-19 to match the intent of 5252 216-9506 in the solicitation for the minimum guarantee?
Minimum Guarantee - FAR 52 216-19 states one minimum guarantee and 5252 216-9506 states another In order to properly bid and manage initial startup cost in performing as economically and efficiently as possible we are requesting the Government change FAR 52 216-19 to be in line with the intent of 5252 216-9506 as follows
Suggested Change: FAR 52 216-19 [excerpt]
(a) Minimum order When the Government requires supplies or services covered by this contract in an amount of less than CLINS 0001, 0002, 0003, 0004, 0007, 0008, 0011, 0013, 0025 and 0026, In addition, 52 216-19 currently can be interpreted as the maximum only being the base year up to CLINS 0026 however does not reflect the maximums to include the options Two possible suggestions:
(b) Maximum order The Contractor is not obligated to honor--
(1) Any order for a single item in excess of CLINS 0X01 – CLINS 0X26 ;
(2) Any order for a combination of items in excess of CLINS 0X01 – CLINS 0X26 ;
No, the clauses serve two separate purposes and FAR 52 216- 19 will not be updated
RFP-0044 SF-33 Amendment 1 - FAR 52 222-42, page 94-95, paragraph 1
No Would the government consider changing the Employee Class from 1300 Scheduler Maintenance to 01313 Secretary III?
As referenced in Clause H 1 (Service Contract Labor Standards- Price Adjustments) and more specifically FAR 52 222-42 references Employee Class 1300 Scheduler, Maintenance (GS-1603-4) Although we agree that a scheduler is required for this effort we do not believe the identified labor category of Maintenance Scheduler is appropriate for the complexity, roll or level of effort the scheduler will be performing on this program We believe 01313 Secretary III (GS-318) at $18 58 is more appropriate A Maintenance Scheduler is predominantly working on scheduling repairs while the scheduler being proposed is critically scheduling instructors, classes and students which is more complex and beyond the scope of a maintenance scheduler as shown below from the OPM standards
A GS-4 Maintenance Scheduler work involves:
• maintaining schedules for maintenance and/or repair of physical facilities;
• recording and maintaining information on safety certifications and inspections;
• collecting and recording budget information;
• tracking and adjusting work orders; and
• coordinating contract repairs Source:

Advanced Helicopter Training System TH-73 Ground Based Training System Acquisition Question and Response Tracker for RFP Release
RFP-0047 FSTD PWS Addendum B, Section 1 2 6, page 3, Paragraph 1 2 6 FTD Commonality
No The government’s Q&A, as well as the RFP suggests that the government is not going to provide aircraft information to bidders, which is critical information to submit a bid
Is this the government’s intent?
Additionally, FSTD PWS Addendum B, section 1 2 6 states “Cockpits for the devices shall reflect the current cockpit configuration of the TH-73A aircraft (as shown in Appendix B) and include all associated avionics equipment, circuit breakers, switches and knobs to ensure tactile learning transfer Simulated equipment is satisfactory; Aircraft Common Operational Equipment (ACOE) need not be installed
PWS Appendix B - is malfunctions and systems requirements – we have critically read through this document and find no Image or description of the current cockpit configuration of the TH-73A Aircraft
Will the government please confirm that we are looking at the correct Appendix B?
Will the government provide the cockpit configuration description (picture and functional description by console)?
How does the government expect for bidders to propose a configuration of the current TH-73A without knowledge of the current configuration of the TH-73A aircraft?
PWS Addendum B, section 1 2 6 has been edited to state: " Cockpits for the devices shall reflect the current cockpit configuration of the TH-73A aircraft and include all associated avionics equipment, circuit breakers, switches and knobs to ensure tactile learning transfer "
There is no cockpit configuration description in the PWS Addendums or Appendices
Aircraft configuration information is available upon request as detailed in 16 Apr 2020 Notice posted on beta sam gov

Section B
No In Section B, there does not appear to be a distinct CLIN to capture annual “fixed” Site Management and Program Management costs such as office supplies, copier costs, labor costs for Program Management (PM, SM, ASM, Quality, schedulers, subcontract management, financial management, etc ) Without such a CLIN, in which annual CLIN(s) does the Government want bidders to capture these “fixed” PMO costs? Since the COMS CLINs and CIS CLINs have multiple “options” it is important for the Government to clearly identify where these fixed PMO costs need to be captured
There is no distinct CLIN to capture "fixed" Site Management and Program Management costs The Government expects such costs to be reflected in the CLINs where they apply

No Volume 5 section a 1 e states:
“Model Contract Documents: Documents such as Specification(s), PWS, SOW, etc that are provided for evaluation of the Technical Factor should be referred to here and provided only once The final document from the Technical Volume will be used when a model contract needs to be established vice creating a new document The model contract documents should be provided as a separate electronic file and as a separate section in this volume The Offeror shall provide the following documents within this section:”
Question 1: Is there missing text where the paragraph is highlighted in yellow?
Question 2: What is the government’s definition of “Model Contract Documents”?
RFP corrected to add a period after once so the reader knows to only submit documents for the Technical section and not the Contract admin section as well
Model contract documents are all documents contained in Volume 5 Subparagraph (e ) 1-5

RFP-0061 AHTS Section A-M Amendment 02 and CIS PWS Addendum A Amend 02, RFP page 3 and PWS page 7, RFP Section B and CIS PWS Addendum A (amend 02) Section 2 1 3 (I), No Section B currently defines a very specific time period for mobilization (CLIN 003) Not all new TH-73A CIs will be trained during this mobilization period Starting in Jan 2021 – the contractor will be executing O&M in accordance with the COMs and CIS CLINs that are funded annually New CIs will need to continually be trained during the first two years of this contract due to FTD deployment schedule
CIS PWS Addendum A section 2 1 3 (l) does allow for “Training, testing and evaluating CIs for certification and training standardization” as an authorized Collateral duty for CIs This PWS paragraph also states, “The COR may also task the Contractor to perform Additional Support Responsibilities within the exercised stepladder block of hours (i e , in place of instructing students) ” We read this PWS to allow for the contractor to utilize hours in the exercised ladder block of hours to train new instructors
Please confirm that the ladder hour CLINs put on contract annually will allow the contractor to use CI hours of currently qualified CIs to train new CIs and count these hours in our bi-weekly A001 (CIS CPSR)
PWS Addendum A, paragraphs 2 1 1, 2 1 2, and 2 1 3 are distinctly separate in relation to CLIN stepladder hours applicability
Para 2 1 1 CI Primary Responsibilities are chargeable against CIS CLIN stepladder hours
Para 2 1 2 CI Additional Support Responsibilities are chargeable against CIS CLIN stepladder hours as stated "The COR may also task the Contractor to perform Additional Support Responsibilities within the exercised stepladder block of hours (i e , in place of instructing students) "
Para 2 1 3 CI Collateral Responsibilities are not chargeable against CIS CLIN stepladder hours as stated "Contractor responsibilities that are not included in Addendum A paragraphs 2 1 1 and 2 1 2 are collateral responsibilities the Contractor shall meet and accomplish as part of doing business "

02 (RFP)
No For the CLINs associated with FTD Level 7 and FTD Level 6 COMs support (annual CLINs, is each separate CLIN (for example CLIN 004) meant to be priced as the cost for one FTD COM support at that specific availability?
For example: CLIN 004 is Level 7 FTD hours available for 16 5 hours/day (M-F) and 10 hours/day (Saturday)
Does the Government want bidders to price this CLIN for one Level 7 FTD only and then the US Navy would exercise this CLIN annually for the exact number of Level 7 FTDs they desire at this level of availability?
Or is the intent for bidders to price this CLIN for all forecasted Level 7 FTD for the annual option (IAW with RFP Section F (Deliveries or Performance), paragraph F 2?
The government's intent is for the bidders to price the CLIN for all forecasted Level 7 and Level 6 FTDs for the annual option (IAW with RFP Section F (Deliveries or Performance), paragraph F 2
RFP-0063 Attachment L4 Vol 4 Pricing Spreadsheet Amend 02, Sections A-M Amend 02 RFP; page number 133 and 134; paragraph 5 1(b), 5 1(c ) and 5 3 of RFP

Section 5 3 states “The Offeror shall provide a copy of Section B of the solicitation populated with the CLIN unit prices and CLIN total prices using each CLIN’s quantity value Provide the proposed price for each CLIN/SLIN using Section B
Question: Would the government please confirm that both Section B and Attachment L 4 are to be submitted as part of the proposal?
Yes

No The Pricing Spreadsheet provided with Amendment 02 shows 4 months for option year 7 However, RFP Section B shows Jan1 2028 to June 2028, which is 6 months Please clarify whether 4 months or 6 months is correct? If 6 months is correct, should the Pricing Spreadsheet be adjusted to match Section B?
Amendment 02 and L-4 spreadsheet are both correct reflecting 4 months In the "Delivery Schedule item for CLIN 07XX has been changed from: Jan 1 2028 to June 30 2028 To: Apr 1 2028 to Jul 31 2028." No further change required.
