About this file
This document contains questions and answers regarding instructor pilot qualifications for the Advanced Helicopter Training System program. The Navy seeks contractor-provided aircrew training services for the TH-73A helicopter at Naval Air Station Whiting Field in Florida. Specifically, the document clarifies qualification requirements for new hire instructor pilots versus those with relevant experience as TH-57 instructor pilots, TH-57 standardization instructors, or flight instructor experience. New hires without such experience must have 20 hours of flight time in the TH-73 or equivalent aircraft, while prior instructors need only complete differences training to instruct in the TH-73 syllabus.

Control # Document Ref Proprietary Question Text Government Response RFP-0070 PWS Addendum A, Section 1.1.2.1 Based on the PWS, is it accurate the requirement above for
“20hrs of flight time in the TH-73 or equivalent T/M” only applies to “New Hire” CI’s that don’t fall into the category of having been any of the following?
• Former TH-57 CI
• Former TH-57 IP
• Former FRS IP
• a helicopter pilot with a minimum of 20hrs of AW/TH- 119/TH-73 flight time
The 20 hour requirement for paragraph 1 1.2.1.B applies to all new hires. New hires are defined as candidate CIs who are not current or previous TH-57 simulator instructors. To answer specifically the four situations:
1. Personnel who were formerly TH-57 Contractor Instructors are not considered “new hires” and would not be required to meet the requirements of paragraph 1.1.2.1.B.
Specifically, they do not need to meet the 20 flying hours requirement in paragraph 1.1.2.1.B. Per paragraph 1.1.2.1.C these CIs would be provided differences training so they could pass standardization check exams established by the Government for the TH-73 syllabus events.
2. Personnel who were formerly TH-57 standardization IPs, or TH-57 IPs who held a standardization IP qualification in their fleet aircraft, would meet the requirement for paragraph 1.1.2.1.A. If the candidate CIs have flown as a Naval Aviator within 10 years of hire date and meet the requirements of paragraph 1.1.2.1D, but are not a current or previous TH-57 simulator instructor, they would be defined as a "new hire” (paragraph 1.1.2.1.B) and be required to fulfill the requirement to be qualified in the TH-73A or equivalent type/model with a minimum of 20 flying hours.
3. Personnel who were formerly a standardization or check ride qualified rotary FRS IP
– the same requirements as #2 TH-57 IP would apply.
4. Personnel who were helicopter pilots with a minimum of 20 hours of AW/TH- 119/TH-73 flight time – This pilot meets the requirement of paragraph 1.1.2.1B but will also have to meet the requirement of having flown as a Naval Aviator within 10 years of hire date and paragraphs 1.1.2.1A and 1.1.2.1D.
