About this file
This document is a Pre-Proposal Inquiries (PPI) Response Notice for Solicitation N40192-25-R-9006, a Job Order Contract (JOC) for Naval Facilities Engineering Systems Command (NAVFACMAR) in their area of responsibility. The solicitation covers construction and maintenance services at various locations, with two contract options: Blue JOC and Gold JOC. Key points include requirements for design experience, project submissions, bonding capabilities (minimum $10 million per project, $25 million aggregate), and pricing based on RS Means Version 2025 Q1.
The document contains 23 detailed questions from potential contractors addressing various aspects of the solicitation, including design experience interpretations, proposal submission methods (electronic and hard copy), coefficient calculations, estimated volume of work, and Cybersecurity Maturity Model Certification (CMMC) requirements. The government provided responses to each inquiry, clarifying details about project references, bonding requirements, design experience definitions, and proposal submission procedures. The solicitation appears to be seeking comprehensive facilities maintenance and construction services with design capabilities, with proposals due by September 2025 and potential contract implementation in late 2025 or early 2026.

12 09/04/25 Completed RFP- N4019225R9006- JOC-Solicitation
Section 00 21
Instructions 12. Bonding Requirements
10 1.On the SolicitaƟon LeƩer paragraph 11. Bonding Requirements stated that the Offerors shall demonstrate adequate bonding capabilities of at least $ 10,000,000.00 per project and aggregate value of at least $ 25,000,000.00. and to be considered eligible for award for both Blue and Gold JOC’s, Offerors MUST submit surety certifying aggregate bonding capability of at least $ 50,000,000.00.
Just for clarification? If our bonding surety company has approved only $ 25,000,000.00, we can only Bid / Offer for (1) One JOC which we select (it’s either Blue JOC or Gold JOC) or The Government JOC assign to the Offeror.
It is the Offerors discretion to submit only one (1) price proposal (i.e. for one location). If such, the offeror shall clearly mark to which location the proposal is for. However, this does not preclude offerors with bonding capabilities of at least $10M per project and at least $25M aggregate from submitting proposals for both the Blue and Gold JOCs as the Government will make two (2) separate best value determinations based on the proposals received for Blue JOC locations and Gold JOC locations. The awards shall be made to the offeror(s) representing the best value to the Government as a result of the independent best value determinations of each JOC.
To be considered eligible for one (1) JOC contract, offerors MUST provide as part of their submission, a letter from surety certifying bonding capabilities of at least $10,000,000 per project and an aggregate value of at least $25,000,000.
To be considered eligible for award for both Blue and Gold JOCs, the offeror MUST submit a letter from their surety certifying aggregate bonding capability of at least $50,000,000. Inability to meet this requirement will render them ineligible for award for at least one location and the Government can proceed selecting the next best value proposal.

Section 00 21
Instructions 12. Bonding Requirements
10 For the submission of the Offer like ELIN, attachment C, Attachment D, attachment E, attachment F, do we need to fill up both BLUE JOC and GOLD JOC, or only one if our approved surety bond was $25,000,000.00 only.

Please clarify if our proposal should includes GRT. If so, please confirm if we should add it on-top of our derived coefficients.
Per paragraph 3.1.1 (last part), The Pre-Priced line items price is calculated by combining the R.S.

15 09/04/25 Completed RFP - Attachment C, Price Proposal Schedule
Attachment C Price Schedule N/A N/A Estimated volume of Work
(EVW)
Can we request a detailed breakdown of the provided EVW Amount to itemized costs per materials, labor and equipment?
The EVW does not have a detailed breakdown because it is not an individual project task order, rather it is only a historical estimated amount of the total cumulative work of task orders of the previous year. The provided EVW is only used as a basis so all contractors will consistently use the same numbers. The only real application that needs to be provided is each contractor's coefficient.

16 09/09/25 Completed RFP - JOC_Solicitation 00 21 00 Instructions 13 13 of 73 Item iii.
Coefficients for each ELINS
There is a conflict between the given formula in Excel Sheet of the Attachment C - Price proposal Schedule and the statement provided at item iii - Coefficients for each ELINS. As stated, "the Offeror shall provided each ELIN $ amount as $ = ((EVW x Coef) + EVW)" , whereas on the Excel sheet, the formula is "Calculated Amount = EVW x Coefficient". Please clarify and confirm what formula should be applied.
Refer to Amendment 0004 of the solicitation:
1. Price Factor, section iii, indicating in red font:
-The Offeror shall provide each ELIN $ amount as $ = (EVW x Coef)
2. Attachment D: Table 1. Sample ELIN Price Schedule - Blue
3. Attachment E: Table 2. Sample ELIN Price Schedule - Gold

17 09/10/25 Completed RFP - JOC_Solicitation 00 21 00 Instructions Factor 2 - 2. 15 of 73 Design Experience
Referring to the Design Experience Requirement, please clarify if the Government intend for "Design Experience" mean:
1. Design service only (preparation of plans/ specifications under Design-Bid-Build or Design-Build projects), or
2. Experience specifically as part of a Design-Build package, where Designer participated in both and construction delivery.
This clarification will help us ensure that we submit Designer qualifications in line with the Government's intent.
Relevant Design Experience means:
1. Design-Bid-Build experience for Design means design service only in preparation of plans/ specifications for DBB project where the AE served as Designer of Record (DOR).
2. Design-Build experience for Design Experience means design experience as part of a Design-Build Construction project, where AE served as the DOR sub-consultant for a Prime Construction Contractor.
