The purpose of this amendment is to extend the proposal due date, provide revisions to the General Requirements, provide revisions to Section 00 21 16 – Instructions to Proposers section 4. Evaluation Factors for Award, and provide PPI responses.
1. The proposal due date has been extended to 30 March 2023 at 1400 EST from 20 March 2023 at 1400 EST.

3. Basis of Evaluation and Submittal Requirements for Each Factor.
(a) Price:
(1) Solicitation Submittal Requirements:
Price shall be submitted on the Price Proposal Form included in the solicitation. The offeror shall submit one (1) electronic copy marked original via PIEE to include the one (1) hard copy marked copy and one (1) CD of the solicitation submittal requirements identified below. In case of variation, the original electronic copy proposal takes precedence over hard copies. Also, price information included in the non-price/technical proposal will not be considered. Likewise, non- price/technical information included in the price proposal will not be considered.
• Cover page with solicitation number, solicitation title, offeror name, address, phone number, fax number, SAM Unique Identifier Number, CAGE code, and Federal Tax ID, Point of Contact (POC), POC phone number, and POC email address;
• Completed SF 1442 signed with all amendments acknowledged;
• Price Proposal Form for the Seed Project;
• Copy of Representation and Certifications and proof of registration in System for Award
Management (SAM);
• Confirmation of filing of Veterans’ Employment and Training (VETS) VETS-4212 for the 2022 filing cycle;
• Bid Guarantee in accordance with FAR Clause 52.228-1, Bid Guarantee. Amount shall be at least 20 percent of the proposed price, but shall not exceed $3 million; and
• Responsibility Determination Information (see below).
In the event of a discrepancy between the original and copies, the electronic version marked “Original” of the proposal will govern. HARD COPIES NOR CDs WILL BE REQUIRED TO BE SUBMITTED. Additionally, hard copy proposals shall match the electronic version of the proposal. Also, price information included in the non-price/technical proposal will not be considered. The spec says that the activity will supply the contractor's interior designer with a complete list of all existing and new CEQ (Collateral Equipment), to include sizes, utility requirements, weight, etc. to be replocated or used in the new facility. The contractor's interior designer is responsible for incorporating this equipment in the FF&E plan. Can the activity provide the list of CEQ, GFGI equipment and GFCI equipment, prior to the bid date so the contractor and his interior designer can review the list to determine how much design time will be needed?

To help save on travel costs, can the contractor act in place of the interior designer at the 100% walk through and provide the update to the interior designer?
It is acceptable for only the Contractor to attend the 100% Final Punch walk through to ensure the punch list has been fully satisfied.

These spec section paragraphs detail requrirements for FAA Notice of Proposed Construction and Schedule of Work/Aircraft Operating Schedules. Please clarify if initial notifications to FAA have been completed. Also, please clarify if any long term shut downs will be required preventing tall equipment from working on the site.
Please note, we expect to have tall equipment (cranes and pile driving equipment) on site for much of the project. To accurately schedule the project, please confirm if any shut downs may be expected, or if the aircraft operating schedule may conflict.
No initial notification to the FAA have not been completed. Upon award of the project our Airfield Manager will begin the process. There will not be long term shut downs associated with tall equipment. All cranes and pile driving equipment will need to be cleared with Airfield Operations and the Airfield Manager. The Airfield Manager will inform all aircraft of temporary obstacles. The only known shut down would be for the 2025 Air Show (end of April).

General - Construction material costs have increased significantly in recent times, and the construction material market continues to be volatile and unpredictable. It is anticipated that construction material costs will continue to increase into the foreseeable future;
however, it is not possible to predict how much prices will increase by the time this project is awarded and ready to construct. To protect both the government and the contractor, would the government consider incorporating FAR 52.216-4 Economic price adjustment -inclusion of this clasue will protect and benefit the government because the offered prices will not need to account for the elevated risk of unknown future material cost escalations.

MCAS Beaufort has a front end server. The contractor should provide a fully functional Automated Logic DDC system at the building level with a current Automated Logic LANgate for communication with our front end server. Harris Integrated Solutions (HIS) will have to be the sub-contractor providing this system. They are our local Automated Logic franchised dealer. Local POC is Keith Hughes at (843) 321-1435.
The Columbia main office number is (803) 794-8808.
HIS will complete the system installation, programming and graphics. They support system startup and commissioning as well.
Once this is complete, HIS will merge the files for the new DDC system into our front end server. Please note that a fiber path will have to be in place for our front end to communicate with the facility.

Please confirm the material each no additional layers required highlight goes thru acts as the layer called out, ie insulation is colored yellow to act as the heat control layer and the exterior face of the precast is highlighted blue as the precipitation layer. Please confirm no additional materials beyond those detailed on other architectural drawings are required to make up these layers.
