1 . Situation. Safety and security o f personnel and assets aboard Marine Corps Air Station (MCAS) Beaufort and Laurel Bay Family Housing Area is a primary concern of the Installation Commander. This Order prescribes necessary policy, procedures, and standards to ensure the good order and discipline of the Installation.
2 . Mission . To establish policy, responsibilities, and procedures for all persons seeking a ccess aboard MCAS Beaufort and Laurel Bay Family Housing Area.
3 . Execution . All personnel should b e made aware of , and shall comply with, the conte nts of this Order.
a. Commander's Intent and Concept of Operations
(1) Commander's Intent. MCAS Beaufort welcomes all personnel that are properly vetted and have a valid need for access . Vett i ng should be ef f icient, but must also be thorough to ensure the safety and security of a ll personne l, and installation assets.
(2) Concept of Operations

(a) Per the references, limit the access to MCAS Beaufort, and Laurel Bay Family Housing area to only those persons with a valid need for access.
(b) Per the refe rences, all individuals r eques ting access to MCAS Beaufort and Laurel Bay Family Housing a rea will be vetted in accordance with this Order, to include a criminal background check .
(c) All individuals granted access to the Installation will be i s sued a c redential that indicates the identity of the individual, access time duration, and any limitations of access granted.
1. This credential mus t r emain in the possession of the i ndividual, is not transferable, and must be presented upon demand of Installation security officials .
2. All vehicle temporary passes issued t o individuals will be p rominently displayed on the inside o f t he window or on the dash of the vehicle.
b . Tasks
(1) The Provost Marshal's Office (PMO) and the MCAS Beaufort Security Manager are accountable for the actions outline in this Order.
(2) In a ccordance with the r eferences, personnel aboard the installation will review and follow the guidelines for actions outlined in this Order.
4 . Administration and Logistics. This Order is applicable to all military, civilian, family members, contract personnel, and any individual or organi zation desiring t o gain access t o MCAS Beaufort, or Laurel Bay Hous ing area.
5 . Command and Signal a . Command . The provisions of this Order are applica ble to all units, military per sonnel, civilians, contractors, waterfall residents and visitors assigned to, employed at, or res iding on or visiting MCAS Beaufort or Laur el Bay Family Housing Area. All paragraphs in this Order are punitive in nature. Violations of these provisions are punishable in accordance with the Uniform Code of Military J ust ice (UCMJ) and Title 18 of the United States Code, Section 371 , 1382, and 1386.

Responsibi l ity
1 . Vehicle Registration Off i ce . In accordance wi th references , t he Vehicle Registration Off ice is responsible for issuing vehicle passes to individuals who have been granted access to the Ins talla tion .
2 . DEERS-RAPID ID Office. The Defense Enrol lment Eligibility Reporting Sys tem (DEERS)/ Real-Time Automated Personne l Identification System (RAPID) office is responsible for issuing Common Access Card {CAC)/Identificat ion (ID) cards. Specific respons ibilities include: The DEERS- RAPID ID Office will issue a CAC to military personnel , DoD civilian personnel , e ligible Nonappr opri ated Fund employees, and eligible contrac t employees requiring access to government computerized systems in the performance of their official duties .
3. MCAS Beaufort Security Manager Office. The Security Manager Office will conduct s ecurity screening of personnel requesting a ccess . The Security Manager Of fi ce has the p rimary responsibility for vetting personnel and review of background checks in determining eligibility for Insta llation access .
4 . Public Affairs Of fice. The Public Affairs Office is the point of contact f or any entities (e. g., Educator ' Workshops, JROTC, etc.) requesting access to the Installation for all tours . The Public Affairs Office will coordina te with the Security Manager Office a minimum of five days prior to any tour or visit.
5 . MCAS Beaufort Provost Marshal Office (PMO) . The MCAS Beaufort PMO is r esponsible for enforcing the provisions of this Order to include:
a. Ensure only personnel delegated by the Provos t Ma rshal perform access control duties . PMO will assist MCAS Beaufort Security Manger Office in receiving and processing requests for Installation access .
b. PMO will assist the Security Manager Office in rece iving and processing requests fo r Installation access .
c. PMO will assist the Security Manager Office to vet the claimed identi ty o f individuals . PMO wi l l also determine identity validity of the individual by using biographical information. This information may include, but is not limited to: the person's name , date o f bir th , and Social Security number .
d . Ensure al l visitors have been issued appropria te vehicle passes from the Vehicle Registration Office prior to aut horizing access.
e. Ensure visitors and delivery personnel who have been i ssued access passes undergo a vehicle inspection at the Installation entry control point.
Vehicle inspection site personnel will validate the pass to ensure the vehicle operators and all passengers in t he vehicle are l isted on t he pass.
f. Conduct r andom proofing of persons requiring access to the Installation, as determined by the Installation Commanding Office r.
g. Any deviation f rom the access s tandards established in this Order

will be approved by the Executive Officer, MCAS Beaufort.
h . PMO will incorporate the following Trusted Traveler procedure for use during Force Protection Conditions (FPCON) NORMAL, ALPHA, and BRAVO.
(1) The Trusted Traveler procedure allows a uniformed service member or Government employee with a valid CAC, a military retiree with a valid DoD ID, or an adult dependent with a valid DoD ID to present their identifica tion card for verification whi le simultaneously vouching for all vehicle occupants.
(2) Trusted travelers are responsible for the actions of all sponsored individuals and for me eting a l l security requirements for escorts as established by the Installation Corrunanding Officer.
5. Mission Assurance. Mission Assurance (MA) will verify that the monthly Random Antiterrorism Measures are implemented as directed by the Installation Corrunanding Officer.
a. Vulnerability Assessments conducted and submitted to the Installation Corrunanding Officer will be filed in the MA Office.
b. MA will maintain the current local Threat Assessment and ensure any Blue Dart reports are sent to PMO expeditiously to adjust the FPCON as needed.
c. MA wil l ensure FPCON measures pertaining to access control are exercised during the annual MA exercises.

Identity Proofing Document and Authorized Identif i cat i on
1. General. The DoD CAC is the primary form of identification that will allow installation a ccess. Reti ree and benefit recipient privilege credential (Teslin), and Uniformed Services Identification and Pr ivilege cards allow access to the Instal lation commensur ate with authorized privileges. Other U.S. federal agencies' Personal Identity Verificat ion (PIV) credential will grant access.
2. Acceptable Credentials and Identity Source Documents . Applicants wi l l provide a va lid and original form of identification from those listed below in order to determine identity or for issuance of visitor's pass . Pr ior to acceptance, personnel processing an appl icant wi l l screen documents for evidence of tampering, counterfeiting, or other alteration. Documents that appear ques t ionable (e. g. , having damage lami nate s) or otherwise altered will not be accepted. Altered documents will be held until appropriat e authori t ies are not i fied and dispos i tion procedur es a re provi ded . All documents must be current.
a. U.S. passport or U.S. passport card.
b. Permanent resident card or alien registration receipt card (DHS Form I-551) .
c. Foreign passport with a temporary I - 551 stamp or tempora ry I -55 1 printed notation on a machine-readable immigrant visa.
d. Foreign passport wi th a current arrival- departure r e cord CBP Form I - 94 bearing the same name as the passport and containing an endors ement of the alien's nonimmigrant status , if that status authorize s t he alien to work for the employer.
e. Employment authorization document DHS Form I-766 with current photograph.
f. In the case of a nonimmigrant alien authori zed t o work f or a specific employer, a foreign passport with Immigration and Naturalization Service, CBS Form I-94, or CBS Form I-94A bearing the same name as the passport and containing an endorsement o f the al i en' s nonimmi grant s t atus, as long as the endorsement has not yet expired and the proposed employment is not in conflict with any restriction or limitations i dentified on the for m.
g. A current dr iver 's l icense issued by a State or outlying territory of the United States, provided it contains a photograph and biographic informat ion such as name , date of birth, gender, height, eye color, and address.
h. A current identification card issued by federal, state, or local government agencies, provided it contains a photograph and biographic information such as name, date of birth, gender, height, eye color, and address.
i. A valid school identification card with a photograph .
j . U.S. military record (DD 214) .

k. US Coast Guard Merchant Mariner Car d or Transportation Worker I dentification Credentials (TWIC) wi th a bill of lading, or other proof of purpose to access MCAS Beaufort approved by the Station Executive Officer.
1. Native American tribal identification document.
m. Those personnel under the age of 18 who are unable to present a document listed above can supply one of the foll owing f orms of i dentification in accordance wi th reference (a) :
(1) School record or report card.
(2) Daycare or nursery school record.
(3) Birth Cert ificate .
(4) Social Security card.
n. MCAS Beaufort i ssued Marine Corps Electronic Security System (MCESS) identity credential.
o. RAPIDGate Identity Credential with access to MCAS Beaufort.
p. Armed Forces Exchange Identification and Privilege Card (DD Form 2574). Marine Corps Community Services Human Resources Office will conduct the appropriate background check on personnel prior to issuing the Armed Forces Exchange Identification and Privilege Card . The background che ck wil l be comprehensive to identify the disqualifying factors for installation access outlined in Chapter 3 of this order. The Armed Forces Exchange Identification a nd Priv ilege Card will not exceed one year. At the complet i on of t he one year, the individual will be re-ve tted to obtain a new Armed Forces Exchange Identification and Privilege Card.

Chapter 3
Physical Security Access Contro l
1. Access Control. Access control is designe d to restrict and/or control access to the Installation to authorized personnel and their conveyances.
The Installation Commander will employ access control measures at the perimeter to enhance securi ty and protection o f personnel, and assets . The Instal lation Commander may authorize additiona l security requirements based upon the security level, category of individuals requiring access, FPCONs, and level of access to be granted.
2 . Identity Proofing and Vetting. The access control standards will include identity proofing, determining the fitness of an individual r equesting and/or requiring access to the DoD facilities, and vetting:
a. DoD issued CAC card holders and Federal Personal Identi ty Verification (PIV) credential holders require identity proofing and vetting prior to gaining access to the Installation .
(1) Per reference (c), individuals possessing a DoD i ssued card are vetted to DoD Personnel Securi ty standards and will be considered identity proofed .
(2) Individuals possessing a DOD-issued card per reference (b) are identi ty proofed at card issuance sites from f ederally authorized installations and will be considered identity proofed.
(3) Individuals possessing Federal PIV credentials that conform to ref er ence (c) are vetted a nd adjudicated by government security specialists on National Agency Check with Inquiries (NACI) or Office of Personnel Management Tier I standards, when implemented, and will be considered identity proofed.
(4) The Transportation Worker Identification Credential (TWIC) holders vetti ng, adjudication, and issuance process is comparable to the NACI and Office of Personnel Management (OPM) Tier I standard. TWI C holders will be considered identity proofed with a bill of lading or other proof of purpose to a ccess MCAS Beaufort approved by the Station Executive Officer.
(5) The MCAS Beaufort MCESS Credential/Rapid Gate Credential holders vetting, adjudication , and issuance process will be considered as identity proofed .
(6) Vetting and adjudication for individuals receiving government identification credentials as listed in paragraph 2a(l), (3), and (4) of this Chapter occurs prior to permanent card issuance. Per reference (e ), individuals in possession of these identification cards and/or credentials will be cons i dered vetted for access .
(7) Determination of fi tness and vet ting for DoD- issued identification and privilege cards (paragraph 2a(2)of this chapter) should not be required for unescorted access, as the issuing office verifies the individual's direct a ffiliation with the DoD, or a specific DoD sponsor, and eligibility for DoD benefits and ent i tlements.
b. Non-Federal Government and non-DoD issued card holders who request
3-1 Enclosure (1) unescorted access must be identity proofed and vetted to determine eligibility for access.

(1 ) Individuals requesting access will provide justification and/or purpose for access to DoD facilities.
(2) Individuals requesting access that are not in possession of an approved, Federal Government issued card will provide the documents l i sted in Chapter 2, paragraphs 3a through 3m. The documents presented will be reviewed by an authorized security representative for the purposes of identity proofing.
(3) The Installation Commander will determine the recurring requirement and frequency for additional checks of non-Federal Government and non- DoD issued card holders based upon local security.
(4) Security Manager/PMO wi l l query the following gove rnment authoritative data sources to vet the claimed identity, determine fitness, and deny access if found to be on the below list by using biographical information including , but not limited to, the person's name, date of birth, social security number, and passport information:
(a) The National Crime Information Center (NCIC) Database.
(b) Terror ist Screening Database.
(c) Other sources as determined by the DoD component or Installation Commander. These can include but are not limited to:
1. Department of Homeland Security (E-verify).
2. Department of Homeland Security (U.S. Visit).
3 . Department of State Consular Che ck (non-u.s. Citizen).
4. The Foreign Visitor System Confirmation Module (FVS-
CM) .
3. Vetting Process. The I nstallati on Commander rese rves the right to deny access to any person or conveyance when it is in the best interest of the government to do so. A denial for access may be based upon, but not limited to, an applicant's criminal history, poor driving record, or a combination of both , which s hows a clear pattern of disregard for t he law. Applicants may also be denied if they demonstrate an increased risk to the safety and security of the Installation.
4. Disqualifying Factors for Installation Access. The below list of criminal activities within an applicant's record are considered not in the best interest of the Marine Corps and will normal ly be grounds for automatic denial of access aboard the Installation.
a . Conviction of any felony offense.
b. Conviction of any misdemeanor offense, which was the result of a plea bargain of a felony offense .
c. Conviction of any offense involving a weapon.

d. Conviction of any drug offense involving manufacturing or trafficking.

e. More than one misdemeanor conviction of drug related offenses over the applicant's l ifetime or one misd emeanor drug related offense wi thin the last 10 years.
f. Conviction of any assault charge .
g . Conviction of any of fense involving theft or larceny.
h . Convi ction of any offense of domestic violence .
i. Conviction of any offense r e lated to the abuse/neglect of a child.
j. Conviction of any sexual in nature related offens e or registration as a sex o f fender.
k . Commission of any grievous c riminal offense/misconduc t while aboard any federal installation , including blatant disregard f or rules and regulations of the installation, but excluding minor tra ffic offenses .
1. Other than Honorable, Bad Conduct, and Dishonorable discharges from the US Military.
m. Those identi fied as undocumented ci tizens.
n . Those on the National Terrorist Watch List.
o . Any individual who at tempts t o hide or purposely fails to d isclose a ll past criminal history during the vetting process.
p . Any individual that PMO determines to pre sent a risk t o the security and safety of the Installation and whose access is deemed not in the bes t interest of the Mar ine Corps.
q . Any individual who has been debarred from the Installation by the Installation Commander or is current ly l isted as debarred from any other federal installation.
r. Any i ndividual with an outstanding warrant for their arrest or apprehension or criminal summons.
s. Membership within the previous 10 years in any organizat ion that advocated the overthrow of the US Government or af filiated with any active gang.
t . A prisoner on a work- r elease or currently on felony probat i on/parole .
u. Any individual with a pending criminal court case that, if convicted, would res ult in access denial in accordance with the cri teria listed above .
5. Appeals Process . Appl icants, who have been denied access aboard the Installat ion in accordance with this Order, will receive written notice from the Command. Appl icants may appeal this decision to t he Installation Commander (via the Station Security Manager Off i ce) within 10 calendar days
3-3 Enclosure (1) from the date of the wri tten notice. Appeals are submitted by the following process:
(a) Return the notice to the Station Security Manager Office, along with a typed or wri tten statement addressed to the Stat ion Executive Offi cer that s pecifically states t he reason for your denial and your justi fi cation for an approved appeal. Appeals should be mailed to the following address:

(b) Once a dete rmination has been made on an appeal , the appl icant wi l l receive written notification.

Chapter 4
Visitors
1. General. All personnel entering MCAS Beaufort or Laurel Bay Housing Area are screened t o ensure access is granted to only authorized persons.
Visitors are generally unknown persons. Screening and vetting of thes e persons prior to entry enhances the security of the Installation . All civilians shall be subj ect to military cont rol while aboa rd this Installation and can be prosecuted in a f ederal court for offenses committed while on federal property. Civilian visitors, while aboard the Installation, will be required to observe proper standards of personal conduct at all times.
Improper conduct wil l result in the visitor ' s removal f rom the Installation and may result in extended or permanent barment. Military personnel and their family members are responsible for any guest they host while aboard the Installation, and must assure that they are escorted, visit only unrestricted areas and buildings, and conduc t themselves in an orderly and lawful manner.
2. Visitor Screening . All Laurel Bay residents requesting approval for their guests must do so in accordance with their leasing agreemen t . In the event t hat the l easing agreement is silent on long-term visitor requests {greater than 14 days) the sponsor must obtain a visitor request form from the MCAS Beaufort Security Manager Office via the MCAS Beaufort Housing Office at a minimum of 14 days prior to the requested visit date. In the event that the MCAS Beaufort Housing Office is closed (e.g. hol idays, non duty hours) the resident can obtain a pass for their guests from PMO . The visitor pass should be valid until t he next business day of the MCAS Beaufort Housing Office. The following credentials are required for issuance of a temporary pass:
a. A valid federal or state government identification containi ng a photograph.
b. Current/existing state identification and other government issued ID's are both acceptable forms of credentials.
c. A current passport with photograph.
d. If operating a motor vehicle, the driver must fu r nish a valid driver's license, vehicle registration, and valid proof of insurance upon entry to the Air Station or Laurel Bay Family Housing Area .
e. Sponsors are required to identify names, dates of visit, and purpose to designated installation personnel when requesting to sponsor individuals aboard the Installation. Sponsors are responsible for the conduct of their visitors during their time aboard the Installation.
f. To further regulate access control, National Crime Information Center {NCIC) queries may be conducted of al l persons entering the I ns tallation.
These queries may include driver's license, wants and warrants, and/or criminal history.
3. Sponsorship
a. Active duty, retired DoD personnel, and their adult dependents with a valid DoD identification credential may sponsor guests (not to exceed 20 guests) aboard the Installation. For groups larger than 20 people, the
4-1 Enclosure (1) sponsor must coordinate with the Installation Security Manager Office at a minimum of 14 days prior .
b. DoD civilians may sponsor guests aboard the Installation.
c. All contractors and venders requiring installation access must be vetted in accordance with reference (j) prior to gaining installation access.
Requests for access should be s ubmitted to the MCAS Beaufort Security Manager Office at a minimum of 14 days prior to requested initial entry date .
Contractors and vendors may not sponsor personnel aboa r d the Installation.
d. Active duty and DoD civilians may sponsor off-base deliveries aboard the Installation (e.g. food or furniture). PMO will confirm sponsorship prior to granting installation access. Sponsors must be physically present a t the gate at the time of entry to sponsor deliveries.
e . Requests for al l command sponsored group visits or events must be s ubmitted to the MCAS Beaufor t Security Manager Office . The MCAS Beaufort Security Manager Office will furnish PMO with a list of personnel who have been vetted and granted access. PMO will allow access to only those in the group who are on the list of persons approved for access provided by the Security Manager Office.
f. Sponsors of foreign nationals wi l l coordinate wi t h the MCAS Beaufort Security Manager Office prior to installation access being granted . Sponsors should coordinate with the MCAS Beaufort Security Manager Office at a minimum of 14 days prior to the reques ted date of visit.
g . All sponsors are responsible for the actions of their guests a t all times .
4. Marine Corps Community Se rvice (MCCS). The MCCS Director shall ensure that all MCCS agencies' guests, college professors, speakers, workshop attendees and facilitators, and youth sport program participants (e.g .
coaches and referees) are vetted in accordance with Chapter 3 of this Order.
Additionally, the MCCS Director shall ensure that the MCAS Beaufort Security Manager Office is notified of any special events (e .g., weddings, reunions , guests staying in lodging facil ities , etc . ) that occur on the Installation at leas t two weeks prior.
5 . Department of Defense Education Activity (DoDEA). DoDEA (Laurel Bay Schools} will coordinate with MCAS Beaufort Security Manager to ensure that all volunteers, coaches, workshop attendees, facilitators, and guests are vetted in accordance with Chapter 3 of this Order .
6 . Religious Services. The Command Chaplain Office shal l coordinate with t he MCAS Beaufort Security Manager regarding the vetting of any non-DoD affiliated patrons or civilian organizations of the Station Chapel.
7. Star Base. The director of Star Base will coordinate with the Security Manager Office for all Star Base tours and Star Base employee access .
8 . Government Agencies. Government agencies (local, state , or federal agencies other than DoD) requiring installation access will coordinate with the installation organization being visited. The installation organization being visited shall coordinate with the MCAS Beaufort Security Manager Office for access. No non-DoD agency will be allowed unescorted access aboard the

9. Civilian Law Enforcement Officers . Properly identified law enforcement officers r equesting access i n the performance o f t heir off icial dut i es s hall be gran t ed access t o the I nstallation. They shall be di rected to PMO , Staff J udge Advocate Of f ice , Lowcountry Counsel Off i c e, or Naval Cri minal I nvestiga tive Serv ice; whicheve r is appropriate for their bus iness. A vehicle pass is not required .
10 . News Media Representatives . Accredited news media r epr esentatives request ing access aboard the Insta l l at i on, in order t o photograph and/or r eport news for f eature events, s hal l contact t he Public Affairs Office (PAO) in advance for permis sion . When news media arrive on the approved date, they will be a sked to r emain at the Pass and Identification Office until they are escorted by PAO personnel . At no time wi ll media personnel be without an escort from PAO per sonnel .
11. Former Spouse/Guardian. If a fo r me r spouse of a service membe r or guardian of a military family member i s granted cus tody of a military child who holds a valid Uniformed Services Pr ivi l ege and Identification Card , they will be granted acc e s s and i ssued a t emporary vehicle pass. Vehicle passes will be issued f or t he i n t ended visit and shal l not e xceed 14 days . The child need not be present with t he former spouse/guardian ; however, they must present t he child' s Identif i cation Card and state the purpose for which access is requested .
12 . Speci al Events . The Ins tallation Commander may from t ime- to-t i me approve special events that are open t o the public. In these cases , civilian personne l (visitors ) without military a ffiliat i on will be admitted to the Installation without the use of a visitor pass . Visitors of these ~ special events" may be subjected t o various security meas ures by the PMO. At tending visitors will r emai n under military or sponsor's control whi le aboard t he Instal lation and can be prosecu t ed in a Fe deral Cour t for offenses commi t t ed while on Federal property . Special even t attendees will be required t o observe proper standards of personal conduct at all times, and imprope r conduct may result in removal from the Installation .
a. Requests to host a special event (Weddings , Reunions , Dinners, Sporting Events , e tc. ) aboard the Instal l a tion mus t be coordinated t hrough the MCAS Beaufort Security Manager Office at leas t two weeks in advance .
b . Unit-leve l special events require coordination wi t h the MCAS Beaufort Securi ty Manager , PMO, and an official representative of t he unit at a minimum o f t wo weeks prior to t he event.
13. Temporary Lodging Facility (TLF). In the event that non- DoD aff i liated civilians request lodging aboard MCAS Beaufort in s upport of attendance of a Recruit Graduations aboard MCRD Parris Island, the TLF Manager will provide a copy of the MCAS Beaufort Vi s itor Reques t Form. Al l c ivi l ians over t he a ge of 18, requesting l odging a t t he TLF , will complet e the MCAS Beaufort Visitor Request Form and submit the form to the MCAS Beau f ort Securi ty Manager Office at leas t two weeks prior. The TLF Manager will notify gues t s if they have been appr oved for installation access .
14. Col l ege Students . Non DoD aff i l iated c ivil i ans who are college s tudents of the universities and colleges l ocated aboard the Installa tion will be
4 - 3 Enclosur e (1 ) subject to security vetting. The Education Services Officer wil l ensure that each college or university office staff submits their non- DoD affiliated student's vis itor request form to the MCAS Beaufort Security Manager Of fice .
The MCAS Beaufort Security Manager Office wi l l notify each college or university regarding their student access.
15 . Funerals and Gravesite Access. In the event that a request is made to bury persons aboard the Installation , the funeral home will submit their request to the Installation Security Manager five days in advance.
