Elevations A1 and A2 on IN301 show wall tile being installed in the Lounge “kitchenette” area but wall finishes in this room per the finish schedule on IN601 are all painted walls, not a split installation like shown on the flooring. Please confirm if wall tile is to be installed, and if so please confirm extent of wall tile – IN501 shows floor tile area as 13’ x 7’ which is the limits of the millwork/kitchen equipment, but A1 and A2 on IN301 show wall tile extending past this point.
Wall tile will NOT be provided in room 106 Lounge
The safety stripe signage locations in Storage 101 does not match between sheets IN101 and AE101 – please confirm correct areas
Provide both areas of safety stripping in the storage area.
AE101 does not show a wall type being installed around the columns along the exterior wall, however IN101 appears to show a wall around these columns, is this correct?
Both are wall type A2
Window and Louver schedule on AE603 is inconsistent with the window and louver types. The schedule shows a Type C with a quantity of 1, the types does not show a Type C but has details for a Type B. It is also unclear where these windows/louvers are located – if they are meant to be the thru-wall louvers at the exterior wall on AE101 then the quantity should be 4 and not 1.
See response to
RFI #59.
A1/AE401 appears to show a recessed box in the Janitors room (Plan West Wall) – what is this?
See drawing sheet PJ401 and
PJ601 for information for washing machine box.

f. If awarded, the FF&E modification will be awarded at least six months prior to the contract completion date. A minimum of six months is required for the Contractor to purchase, deliver and install the FF&E without impacting the overall completion date of the project. The Contractor's schedule must assume the award of the FF&E as an option. KTR's experience indicates the six month duration is not adequate if standard FF&E Design and Procurement practices will be employed. Will the NAVFAC required Design and Procurement process for FF&E occur outside of the referenced six month duration?
The award of the

MATCH WHITE COLOR PANELS
AND TRIMS. The CENTRIA P762 Cambridge White Color does not exist.
Paragraph 2.4.2 of Section 13-34-19 says that the color will be chosen from manufacturer's color charts and chips.
Please confirm that standard manufacturers' colors are to be chosen since there is not a Centria P762 Cambridge White.
Colors are to match building CEP 209 Tower Addition. The panel used on that project was Centra's
Cambridge White. Use the metal building manufactures standard colors to color match with CEP 209.
188 13-34-19 1.6.4
The specification states the erector for metal buildings has to be certified by the metal building companies. There is not a certification by the metal buildings manufacturer. They only provide training classes and our metal building subs have a proven history of successful projects.
Please clarify this requirement.
Many metal building manufacturers provide certifications for installation of their building products.
189 07-42-13 2.2.2.3
Please confirm that Plastisol coating on roof and wall panel is really required. It is very expensive and is not a normal application by the metal building manufacturer. Please confirm if this is required. Since NAVFAC is getting the manufacturer's warranty anyway, and this does not extend a warranty coverage in any way.
Specification Section 07 42 13 is for the metal wall panels only.
Paragraph
2.2.2.3 further describes the factor finishing process for the exterior finish coating. The parenthesis describes the requirement if
Vinyl Plastisol is used. Paragraph
2.2.2 requires a factory applied polyvinylidene floride finish.

Correct
192 13-34-19 1.10.2
Paragraph 1.10.2 of Section 13 34 19 states that “Repairs that become necessary because of defective materials and workmanship while roof panel system is under warranty are to be performed within 24 hours after notification, unless additional time is approved by the Contracting Officer. Failure to perform repairs within 24 hours of notification will constitute grounds for having emergency repairs performed by others and not void the warranty. Immediate follow-up and completion of permanent repairs must be performed within 10 days from date of notification.” The metal building manufacturer's standard warranty does not address any time of performance requirements. Please confirm these requirements can be removed wherever found in specification sections 07 41 13, 07 42 13, and 13 34 19.
The contracting officer has the authority to extend the amount of time for repairs for defective materials and workmanship.

Factor 1 - Corporate Experien ce
Sentence following
Notes
Factor 1 - Corporate Experience of the RFP states, "projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this RFP."
May projects submitted be ongoing?
Projects must be completed at the date of issuance of this RFP.

263 Page 11 Notes 1
In order for a project to be considered relevant as new construction/addition work, the value of the new construction/addition work must independently meet project size and scope/complexity requirements.
Likewise, in order for a project to be considered relevant as renovation work, the value of the renovation work must independently meet project size and scope/complexity requirements.
Do we take this to mean that a project must combine at least $5M in new construction/addition work and $5M for renovation work for a project total of $10M to be valid or $2.5M in new construction/addition work and $2.5M for renovation work for a project total of $5M to be valid?
The value of new construction and renovation cannot be combined to meet the size standard of $5M.
New construction and renovation portions of a project must meet the size standard independently.
Amd
Amendment 3 states "Submit […] both interim and final, completed CPARS." In some cases, especially for older projects, we only retain the Final CPAR in perpetuity. Please advise if any lack of Interim CPARs will be evaluated negatively.

Corporate Experien ce
Would the governement consider construction experience of a project that has been under construction for over 1 year (but not 100% complete), due to extensive governement delays, lack funding/government staffing and/or manufacturer delays?
Projects must be complete at time of RFP issuance.

Factor 1 - Corporate Experien ce
(ii) Basis of
Evaluatio n
Factor 1, Corporate Experience, Basis of Evaluation section of the RFP states, “Relevant projects that demonstrate the ability to perform multiple projects simultaneously may be considered more favorably than those who do not have experience performing multiple simultaneous projects.” However, the Factor 1, Corporate Experience, Notes section of the RFP states, “A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project and will not be considered.”
Is it the intention of the Government to receive program examples in Factor 1 – Corporate Experience “Data Sheets” that demonstrate Offerors capabilities to perform multiple concurrent task orders?
Or is it the intention for Offerors to include examples in narrative form in a separate section under Corporate Experience tab?
Where shall offerors provide information demonstrating Offeror's ability to perform multiple projects simultaneously?

Factor 2 - Safety -
Technical Approach to Safety
3.d
1. Factor 2, Safety section of the RFP states, that the Technical Approach to Safety narrative be limited to two (2) single side pages. The narrative requests a total of 8 subjects, listed below:
2.2.1 Approach to Implementing and
Executing a Safety Management System
(SMS)
2.2.1.1 Management and Leadership
Involvement
2.2.1.2 Employee Involvement
2.2.1.3 Hazard Prevention/Control
2.2.1.4 Worksite Analysis
2.2.1.5 Safety and Health Training
2.2.2 Evaluation Process Used to Select
Subcontractor
2.2.3 Process for Prime Oversight of
Subcontractor Safety Compliance The current page limitation greatly restricts Offeror's ability to respond to this section. Company Safety Programs are compromised of elaborate systems and processes that would be limited in detail when restricted to two (2) single pages.
May the Government please consider removing the page limitations for this section?

Factor 1 - Corporate Experien ce
2nd to last paragraph
Factor 1, Corporate Experience section of the RFP requires Construction & Design Experience Data Sheets be limited to two
(2) single side pages of an RFP attachment form provided - Attachment C - Construction & Design Experience Project Data Sheet. The requirement for projects over $5M and a single project with value of $10M is difficult to provide full descriptions of projects this size with the current page limitations. The project details are also required to be provided in Attachment C table format which also reduces amount of words available per page. A project's general information for the Title, Value, Performance Periods, Point of Contact Information, etc. take up the first page and a quarter of the second page. This data sheet requests project description and relevancy to the project requirements, description of design effort, identification/scope of each building system, unique features to be described in one quarter of second page.
In the second quarter of the data sheet the self-performance narrative is to be provided. And in the last quarter of the second page Other Information is requested, no description. This volume of information requested for projects valued from $5 - $10M will require more room to describe projects and is not achieveable within the current limitations. Offerors will be greatly disadvantaged with the current page limitations.
May the Government please consider removing the current page limitations for this section?

Factor 3 - Managem ent Approach
(i) Solicitatio n Submittal Requirem ents
Factor 3 - Management Approach requests a detailed Management Approach narrative to include the following 14 topics:
3.1 Strategy for Successful Execution of
Work Awarded
3.1.1 Management of Multiple Award
Concurrent Projects
3.1.2 Managing the Geographic
Coverage of the Contract Requirements
3.2 Plan for Accomplishing the Varied

3.2.2 Design Bid Build Approach
3.3 Roles, Responsibilities and

3.3.2 Organizational Narrative
3.4 Strategy for Quality Control
3.4.1 Compliance with Contract
Documents
3.4.2 Cost/Budget Management
3.4.3 Subcontractor Management
3.4.4 Schedule Requirements
The current page limitations greatly restrict Offeror's ability to properly respond to each of the above important topics without limiting each topic to a brief general response. There are 14 topics required to be addressed over a total of six (6) single sided pages. The current page restrctions will limit each topic to less than a half page per topic.
Offerors would not be able to sufficiently describe management processes and procedures for these integral project management systems for cost/budget management, subcontractor management, schedule management, multiple concurrent project management and design build approach within less than half of a page. Offerors will be greatly disadvantaged by the current page limitations.
May the Government please consider removing the page limitations for the Factor 3 - Management Approach section?
