The crane classification is required to be CMAA 74 Class C in this paragraph; however, paragraphs 2.2.2 through 2.2.5, 2.3.8, and 3.4.5.2 permit designs or specify criteria in accordance with MHI MH27.1.
"These two documents (MMA MH27.1 and CMAA #74) use different design approachs and their analysis and criteria shall not be intermixed"
(NAVCRANECEN INST
11450.2A). Furthermore, the Navy Crane Center recommendes under running bridges cranes use a patented track type girder design per MH27.1. Does the government want a MH27.1 or CMAA 74 type design for this crane?
Crane is to be Service Class C in accordance with CMAA 74 and MH27.1 Provide patented track bridge girder in accordance with MH27.1. Provide either rolled steel runway system in accordance with CMAA 74 or patented track runway system in accordance with MH27.1.
NCC Instruction 11450.2A, 2-1.4 (c). as referenced in the PPI, refers to the actual design of components. For example, criteria, calculations, stresses, etc. of CMAA 74 should be used for the design of rolled steel and not for design of a patented track.
70 Attachment G

All groundwater extracted must be treated and discharged under the appropraite permit.
75 Is an independent archaeological consultant required for this project?
No.
76 Is a munitions and explosives discovery/ removal consultant required for this project?
No.
77 13 Factor 1 n/a Can you elaborate on Teaming Agreements. The only information on teaming agreements we see are the following "The offeror may utilize experience of a design contractor as the Designer of Record in order to demonstrate design experience under this evaluation factor. The Offeror must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment ....etc)". Is it acceptable for a small business to team with a large business, via an official teaming agreement, and share bonding capacity, corporate experience and past performance. Our bonding capacity of $15M/$40M, which is quite substantial for a SBA certified 8(a,) does not meet the "$100M" requirement. The $15M/$100M bonding requirement makes it difficult for a small business to partake in this small business solicitation. However, we do have a large business teaming partner local to the area that meets this bonding requirement. If allowed, we can utilize their bonding capacity in the event it is required. We would also combine our corporate
The agency views a “teaming agreement” or “letter of commitment” as establishing a prime contractor / subcontractor relationship between two entities. In such a situation, a small business offeror will not receive credit for the corporate experience of its large business team member. (The only exception to this rule is for a proposed Designer of Record as the agency realizes that most small businesses do not have in-house design capacity.) In order for a small business to receive credit for the corporate experience of a large business, the entities must enter into an SBA-approved Mentor-Protégé Agreement. Regulations governing SBA Mentor- Protégé Agreements can be found at 13 CFR 125.
experience and past performance. Please advise if this is acceptable.
78 On page 10 of the RFP, (9) Financial Statements, asks for the latest three complete fiscal year financial statements for the prime contractor.
Typically, these are submitted as a hard copy in a sealed envelope for security purposes.
Since this submission is only electronic, please advise if the intent is to have the financial statements uploaded within the Price Proposal document. If the intent is to upload the document, can a bond letter be used in lieu of the financial statements.
Financial statements should be submitted electronically.
The Government will regard the information as proprietary to the offeror and will not share the information with third parties.

Detail A5 on Sheet CU502 has been revised.
128 H-501 Please provide an estimated quantity of groundwater that is to be treated in the mobile groundwater contaminant removal system per detail D1/H-501, for bidding purposes. This will be required to provide a proper quote for the system.
The volume and usage of the FRAC tanks is dependent on means and methods selected by the contractor. The government cannot define means and methods; this quanitity must be determined by the contractor and included within the base bid.
129 GC002 Please verify if the contractor is to utilize the FRAC tank option per work keynote 7 on GC002, that the contractor will not need to provide treatment to the contaminated water other then the Ion exchange and carbon filters. If the contractor is to provide additional water treatment, please provide a detail or description of the system for the FRAC tank option.
Treatment of groundwater by a GAC and ion exchange will remove a significant amount of contaminants suspected within the site groundwater. Process improvements may be necessary to reduce TSS/TDS to allow appropriate performance of the treatment methods selected.
130 B-103 Please verify if the contractor will be required to remove/replace uncontrolled fill as shown in the test boring record per B-103, as the boring log does not state if this soils is unsuitable or is suitable for pavement and/or building backfill. If so, please verify that the excavation, removal from site, import material and backfill is included in CLIN 0001C.
The contractor is required to remove all soils within the planned limits of excavation.
If geotechnically unsuitable soils are encountered below the planned subgrade elevations as determined by the Government Geotechnical Engineer, then CLIN 0001C will be used to undercut and replace these materials and CLIN 0001E will be used to dispose of the undercut soils.
131 B-103 Please verify that the fill material required for the new elevations are to be included in CLIN 0001E. If not, please verify that the contractor is to include the cost of imported soils for the new elevations for the site.
CLIN 0001E does not include the cost of any imported backfill material for planned excavations or imported fill material necessary to achieve planned finish grades. The contractor is responsible for the cost of all planned imported backfill and fill material as part of the base bid.
132 B-103 Please verify that CLIN 0001C includes the excavation, removal, import and backfill of all unsuitable soils. Please verify that CLIN 0001E includes the removal and import of contaminated soil, but not the excavation and backfill. If both these items are true, please verify where the cost of excavation and backfill of contaminated soils will need to be included if contaminated soils that are not considered unsuitable soils sit on top of unsuitable soils. An example of this is the crushed stone under the pavement sits on top of uncontrolled fill. If the uncontrolled fill is unsuitable and the crushed stone is contaminated, please verify where the cost of the excavation and backfill of the crushed stone is to be included.
CLIN 0001E does not include the cost of any imported backfill material for planned excavations or imported fill material necessary to achieve planned finish grades. The contractor is responsible for the cost of all planned imported backfill and fill material as part of the base bid.
133 B-103 Please verify the depth of the unsuitable soils that will be removed per CLIN 0001C.
This is required as it is assumed if the unsuitable soils exceed the depth of the water table shown in the borings, then the contractor will need to provide dewatering and decontamination of the ground water. If this cannot be determined, please provide another CLIN for an estimated amount of water decontamination required for over excavation due to unsuitable soils.
For bidding purposes, it may be assumed that the depth of undercut excavation will not extend deeper than 3-feet below planned subgrade elevations.
134 B-103 Please verify the depth of the buried structures, pipes and debris that will be removed per CLIN 0001D. This is required as it is assumed if the unsuitable soils exceed the depth of the water table shown in the borings, then the contractor will need to provide dewatering and decontamination of the ground water. If this cannot be determined, please provide another CLIN for an estimated amount of water decontamination required for over excavation due to the removal of buried structures, pipes and debris.
For bidding purposes, it may be assumed that the depth of excavation to remove unforeseen buried structures/pipes/debris will not extend deeper than 5-feet below planned subgrade elevations.
135 AE503 Please provide the thickness of the solid surface panel located in the shower. Per specification 066116 2.1.1, the thickness is 1/4". Per detail A2/AE503, the thickness is 1/2".

143 GC002 Drawings Work Note #5 The government states to provide (2) 21000 gal Frac Tanks at a minimum. In the governments development of this project have they come to the conclusion that more tanks will be needed? Would the government provide a set amount of tanks and disposal for every bidder as to maintain an equal bidding approach to the project?
The volume and usage of the FRAC tanks is dependent on means and methods selected by the contractor. The government cannot define means and methods; the must be determined by the contractor and included within the base bid.
