General
System
Requireme nts;
The RFP requires that the Supply Warehouse building be conditioned with a VAV AHU with chilled water and hot water and also a
DOAS. The RFP also states that the warehouse area of this facility is heated and ventilated only. The warehouse is the majority of the building, leaving less than 3K SF of conditioned area. An RTU is a more appropriate system type for this scale application. Shall a pad-mounted VAV RTU with electric reheat be used in lieu of the
VAV AHU, chillers, boilers, and DOAS?
REVISED RESPONSE: A heat pump DX unit with hot gas reheat
(no electric reheat) and supplemental hot water coil is acceptable for the warehouse building. It can be a packaged unit, but cannot be a RTU. If the duct is outdoors, must use phenolic duct.
Part 2, 01 30
1.7
01 30 00 states the the PAK may be held concurrently with the Design Presentation/Design
Devleopment Meeting or Concept Design
Workshop whichever is required. Paragraph 1.9 identfies a Design Presentation/Development. 01
31 19.05 20 identifies the Concept Dewign Work
Shop.
Confirm only the Concept Design Workshop is required and the DP/D requirements are not applicable.
Confirm the PAK and Concept Design Workshop can be held concurrently as a multiday meeting.

Note "f." for CLINS 5 & 6, Planned Mods for
FF&E and AV , states "No schedule extensions will be granted if the modification is awarded at least six months prior to the contract completion date."
With current market conditions and suppply chain issues especially for electronics, 12 months is required to procure and install FF&E and AV.
Please revise this from 6 months to 12 for award of these options in order to meet the schedule requirements.
For FF&E: Provide a Final FF&E
Package twelve months prior to contract completion date, rather than the original six months requirement.
Electrical or the CTS-D must still approve this change for AV.
Part 2, 01 30
1.11
1.11 notes partnering session must be schedule within 45 calendar days of the contract award.
1.11.1 notes within 35 calendar days after award and prior to the start of work a formal Partnering session is required.
Please confirm which time frame is required and confirm this can be coordinated concurrently with a multi-day PAK and CDW meetings.
The PAK shall be held within the first 35 days after award, with the
CDW starting either after the
PAK on the same or following day. Partnering shall be its own one day meeting, within 45 days after award. A separate Design

Paragraph
Part 3, Chapter 6, ESR G10, Page 1, Last
Paragraph - Wetland Impacts - Has there been any presence/absence surveys for Northern long-eared bat (NLEB) completed in the area within the past 5 years?
Surveys for NLEB have been conducted on base but no individuals have been identified.
Portions of this site have been clearcut so there should be minimal NLEB habitat within the limits of disturbance.

Paragraph - Wetland Impacts - Is there an existing
EA/EIS or is one being developed for the Project
(is there a NEPA component to this project with
NAVFAC as the lead federal agency?)
NEPA analysis for this project was documented in the 2009
Grow the Force EIS. Because design will limit impacts to less than ½ acre and 300lf of stream, there will be no additional NEPA analysis required to wetland/stream impacts. Any communication with agencies regarding 401/404 permitting must be coordinated with

CLIN 2 & 3 are not awarded.
If CLIN 2 and 3 are not awarded, sod disturbed areas only. Note that security fences for CLIN 2 and 3 areas are not installed if the associated CLIN is not awarded.
PPI #218
Response
The response to PPI 218 did not provide clear direction. The response appears to be directed to the government from HDR to provide the final response. Please clarify if the HVAC system for the Supply Warehouse should be as required per the results of the LCCA performed by the government. If the intent is to change the system, please provide clear direction as to what the revised HVAC shall be in order for a complete bid to be provided.
A heat pump DX unit with hot gas reheat (no electric reheat) and supplemental hot water coil is acceptable for the warehouse building. It can be a packaged unit, but cannot be a RTU. If the duct is outdoors, must use phenolic duct.
