This lightning risk assessment is a simplied analysis for determining the risk of damage or injury due to lightning.
Per NFPA 780, a simplified risk assessment calculates the tolerable lightning frequency (N C) and compares it to the annual threat of occurrence (ND). The tolerable lightning frequency is a measure of the risk of damage to the structure, including factors affecting risk to the structure, to the contents, and of the environmental loss. It is calculated by dividing the acceptable frequency of property losses by various coefficients relating to the structure, the contents, and the consequences of damage.

DESIGN BRANCH
PUBLIC WORKS DIVISION
ELECTRICAL POLICIES & CRITERIA
Revised:
08 Mar 2022
Camp Lejeune Electrical Policies Design Branch, Public Works Division
8 Mar 2022
PREFACE
The purpose of this document is to provide key design guidance for electrical systems installed at MCB Camp Lejeune and MCAS New River. All electrical design shall be coordinated with the
Unified Facilities Criteria (UFC) requirements. The UFC is a planning, design, construction, sustainment, restoration, and modernization criteria that applies to all DoD activities.
Compliance with the UFC is mandatory for the design of electrical systems at all facilities and bases. Designs shall incorporate customer requirements, local past practices, and unified facilities criteria to deliver a fully functional, safe, code compliant, and effective project.
Engineering judgement must be applied to all designs and coordinated with the Design Branch of Public Works Division.
The UFC shall be employed to the maximum extent practicable in each design. The policies in this document are supplemental local directives that represent design requirements unique to the Camp Lejeune complex. These requirements 1) facilitate the construction of systems which are compatible with the existing electrical and control systems aboard the complex and 2) facilitate the ability to implement effective and productive maintenance throughout the life‐ cycle of the electrical systems. A system correctly designed for the unique requirements of the
Camp Lejeune area will greatly reduce maintenance expenditures and greatly increase the reliability and resilience of the electrical system.
Request for design deviations from these policies shall be submitted in writing via electronic mail. Requests for deviation shall be sent to the Electrical Design Branch and include the project title, contract number, designer name, drawings, UFC and/or Camp Lejeune policy reference, and reason for deviation.
DESIGN, DRAWINGS AND GENERAL REQUIREMENTS
Include electrical calculations with each design. Full load analysis and short circuit calculation summaries shall be provided for all projects and displayed on drawings. Also provide calculation summaries, at a minimum, for:
a. Protective device time‐current coordination
b. Arc flash analysis
c. Voltage drop
d. Lighting
e. Lightning Protection
f. ASHRAE 90.1
If applicable, other calculation and summaries may be required as listed in the reference.
Reference: UFC 3‐501‐01, section 3‐2.2
Apply the demand factors to load analysis to determine transformer size. Do not exceed a transformer size greater than 12 VA/SF of facility gross floor area or 70% of the total connected load on installations served by transformer 300 kVA or greater.
Reference: UFC 3‐501‐01, section 3‐2.3.1
Design the electrical system such that any fault in the system will be preferentially isolated by the selective operation of the overcurrent protective device closest to the faulted condition.
Reference: UFC 3‐501‐01, section 3‐2.5.1
The designer of record is responsible for the selective coordination of overcurrent protective devices, including protective relays and medium voltage protective devices, primary transformer protection, main secondary breakers, and secondary feeder protective devices. Ensure coordination between the new equipment and the existing distribution system.
The designer of record is responsible for providing to the contractor settings for relays, main secondary breakers, and related protective devices in the circuit.
Size service and feeder conductors for a maximum voltage drop of 2% at the circuits rated capacity. Branch circuits must be sized for a maximum 3% voltage drop at the circuits rated capacity.
Reference: UFC 3‐501‐01, section 3‐2.7
Select system voltage based on projected building loads. Unless there are specialty voltage requirements, base the facility system voltage on the interior load requirements as follows:
a. Apply 240/120V for facilities with only single‐phase loads.
b. Apply three‐phase, four‐wire, 208Y/120V systems for lighting and power demand loads less than 150 kVA.
c. Apply three‐phase, four‐wire, 480Y/277V systems for lighting and power demand loads greater than 150 kVA unless 208Y/120V systems are shown to be more cost‐effective. Use step‐down transformers inside the facility as required to obtain lower voltages.
Reference: UFC 3‐520‐01, section 2‐1
Provide pad mounted transformers for all new three phase installations of larger than 225kVA. Three‐phase pole mounted installations are limited to (3)‐75 kVA and single‐ phase pole mounted to (1)‐75 kVA pole mounted transformer. Deviations to this requirement due to space requirements or other factors must be approved by the Camp Lejeune Public Works Division.
Provide two pad mounted transformers in lieu of one 480Y/277V service if the required 208Y/120V load exceeds 40% of the 480 volt service transformer capability. Note that it is required by Camp Lejeune that whole‐facility engineering judgement and life‐cycle cost considerations be applied in the situation of installing two pad mounted service transformers on a single facility. If in doing so, additional, maintenance intensive equipment is required, such as a second emergency standby generator and automatic transfer switch, the use of two service transformers must be approved by the Camp Lejeune Public Works Division.
Reference: UFC 3‐550‐01, section 3‐5.3
The designer of record shall complete a detailed lightning risk assessment under NFPA
780 Annex L. The lightning risk assessment shall be considered when making determinations for lightning protection measures. The lightning risk assessment summary shall be included in the drawings or as an individual document in the project package.
MEDIUM VOLTAGE DISTRIBUTION
Specify narrow profile construction for pole top electrical distribution. Provide 60” steel cross arms for dead ends and where required. Minimize to the maximum extent possible the use of wood crossarms.
Specify #2, #1/0 or 394.5 kcmil all aluminum alloy conductor (AAAC) for overhead primary conductors, as appropriate. Provide a full neutral.
Specify aluminum duplex, triplex, or quadraplex for overhead secondary conductors, sized as appropriate. Do not specify open wire secondaries.
