Page Section Paragraph
Part 3, Chapter 6, ESR D30
D30
Please confirm that the requirement of the RFP is to provide (1) chilled and heating hot water plant for each building that requires comfort cooling.
Each building with the exception of the Hazardous Materials
Storage Facility that requires conditioning is to be provided with a chilled water and heating hot water plant.
Part 3, Chapter 6, ESR D30
D30
The RFP states that all mechanical equipment shall be located outdoors. We assume that applies to all except condensing units and air-cooled chiller(s).
Please confirm.
Air-cooled chillers, condensing units, heat pumps, and other equipment with heat rejection coils must be located in an exterior equipment yard area. All other major HVAC equipment must be in mechanical rooms.
Part 3, Chapter 6, ESR D30
D30
Please provide the dehumidification outdoor conditions that should be used to size the mechanical system as this will most likely be the higher load than the sensible ambient air conditions as currently listed in the RFP.
Outdoor dehumidification conditions are provided in the
Outside Conditions table.
Part 3, Chapter 6, ESR D30
D30
There are conflicts within the RFP as to whether the Electrical Rooms are conditioned via heating and ventilation conditions or with a split system.
Please clarify what temperatures required and what type of mechanical system is required.
Electrical and Telecommunication
Rooms must be served by dedicated A/C split systems.
Part 3, Chapter 6, ESR D30
D30
Please provide the sensible heat rejection from any
IT equipment located within the Telecomm Rooms.
If this is not available, please provide guidance as to how to size the split systems serving the
Telecomm Rooms.
Heat rejection from any IT equipment will need to be coordinated with the IT designer during actual design.
Part 3, Chapter 6, ESR D30
D301002
The RFP states to size the natural gas piping to carry 15% ore flow than necessary. Please confirm if this 15% extra is for every pipe and component in the natural gas system, or the main only or somewhere in between.
The 15% extra capacity is for every pipe segment in the natural gas system.
Part 3, Chapter 6, ESR D30
D302001
The RFP states that the combustion air inlet for the boilers shall be stainless steel, but is silent on the requirements for the flue. Please confirm that the flue can be any material that is acceptable by the boiler manufacturer.
Boiler flue shall be stainless steel, multi-wall insulated per
D302001.
Part 3, Chapter 6, ESR D30
D304001 Please clarify where aluminum linear slot diffusers are required.
Air device type and placement will need to be coordinated amongst the design team during the actual design.
Part 3, Chapter 6, ESR D30
D304008
D30 of this section of the RFP states that a DOAS must be utilized to condition the OSA. D304008 states that the AH is to be designed to process the
OSA and provide all necessary dehumidification.
The HVAC UFC has other statements regarding when a DOAS can or cannot be used. Please clarify if a DOAS is required for this project or if can be omitted based on the UFC and D304008 of the RFP and have the AH handle all OSA dehumidification.
A DOAS must be provided as required per UFC 3-410-01, 3-2.
Part 3, Chapter 6, ESR D30
D3070 Please confirm that ALL duct in the project is required to be DALT'd.
All ductwork shall be DALT'd as indicated in the RFP. Refer to item 73 in the Camp Lejeune
Mechanical Design Guidance, Part 6, Chapter E.
Part 3, Chapter 6, ESR D20
D203003
The RFP requires a manual control valve after the trench drains. Please clarify the intent of this manual control valve. Is it a diverting valve that switches between the oil interceptor and normal sanitary? Is there a need for the ability to operate this valve from a remote location or is the intent to operate the valve manually at the valve itself?
The intent of the manual control valve is to isolate the trench drain line for containment. The valve must be able to be operated manually operated near the valve.
Part 3, Chapter 6, ESR D20
D209005
D209005 states for the Compressor Room to be in a dedicated, conditioned room. This is not detailed in the mechanical section of the RFP. Please provide the required indoor temperature of the compressor room and what type of mechanical system is required.
The Compressor Room must be maintained at a temperature and humidiy within the acceptable operating range of the equipment.
Make-up air must also be provided based on the compressed air system capacity.
Part 3, Chapter 6, ESR D20
D20
The room requirements state to provide garbage disposals for certain sinks and the D2o states that garbage disposals are not allowed. Please confirm which is accurate.
