ESR A10
A10 Foundations states that the Parachute
Maintennace Facility piles must be driven to a minimum tip elevation of -25 feet NAVD88 or to a
Government approved refusal driving rate and pile tip elevation above the specified minimum tip elevation. How is pricing to be handled for piles that are found to need to go deeper as there is not a
CLIN set up for a LF of pile?
The contractor is responsible for all foundation costs if their designer of record determines that deeper or larger piles are necessary to achieve the design geotechnical and/or structural pile capacities.

D305006 The requirements for the parachute drying tower require that dry air packaged unit be sized "to provide appropriate air volume for a parachute dry time of 24 hours". This is not a quantifiable performance requirement. What size is the parachute and how much water does it hold when wet? Provide additional parameters so that this equipment can be sized properly.

Part 3 5.0 Room Requirements Parachute Drying
Tower notes the walls to be CMU finish. B201002
Exterior Wall Back-Up Construction notes to provide cast-in-place concrete or unit masonry wall systems w/ insulation. Typical veneer on the buildings is noted to be brick masonry, but the
BEAP does reference metal panel on page 111.
The Parachute Drying Tower is 70' high creating some structural design challenges. Based on the requirements referenced above, it appears the interior wall must be either cast-in-place or CMU
(back-up wall) and must be used the entire height of the drying tower. If the interior CMU height can be reduced to 10' high, a steel structure clad w/ a pre-insulated metal panels could be designed potentially creating savings. Can you please verify the height of the back-up wall for the Parachute
Drying Tower is full height? Please clarify if use of a non-cavity wall, insulated metal wall panel system is acceptable to used for the exterior enclosure of the Parachute Drying Tower.
Comply with the BEAP and heights identified in the RFP.

House, and Parachute Maintenance facility. With an additional 2 other ancillary facilities for the
Hazmat Storage and Wash Rack. If the offerors minimize to fit as much information as possible on a single page the team would still be over minimum
8 pages if this information is required for each facility.
1 - Please confirm the team should provide drawings requested (floor plans, elevations, & site plan) for each facility not just the base bid, Combined Electronics/Communications/
Vehicle/Boat Maintenance Facility?
2 - If drawings should be provided for all facilities both the base bid and options, please consider allowing up to 13 drawings.
Confirmed - The team should provide drawings for each facility.
Up to 15 drawings total will be allowed.

Sustainability eNotebook. Both the Interim Design
Sustainability eNotebook (1.5.3.2.b) and Final
Design Sustainability eNotebook (1.5.3.2.c) are listed as required to be submitted “with the final design.” Please clarify if both of these submittals of the eNotebook are required, and if so, when they are required to be submitted.
Interim Design Sustainability eNotebook should be submitted with the Design Development
Submittal (35% - 50%).The Final
Design Sustainability eNotebook
(1.5.3.2.c) should be submitted with the Final Design Submittal
(100%).

1.6.24.1.1
RFP 01 33 29, Paragraph 1.6.24.1.1, lists four acceptable Third Party Certifications (TPC) that the project may utilize. The 01 33 29 Attachment, NAVFAC HPSB Checklist – GOALS, list USGBC
Guiding Principles Assessment as the selected
TPC. Please confirm if USGBC Guiding Principles
Assessment is the required TPC for the project or if project teams may select any one of the TPC programs listed in 01 33 29, Paragraph 1.6.24.1.1 for the project.
PENDING RESPONSE
Chapter 2
Para. 2.3.1 RFP Part 3, Chapter 2, Para. 2.3.1, states that one of the standards the project must comply with is
ASHRAE 189.1 (as required by UFC 1-200-02).
Additionally, the Table following Para. 2.3.1 lists
ASHRAE 189.1 for various sustainability criteria.
Current issuance of UFC 1-200-02 replaced all
ASHRAE 189.1 references with IgCC 2018. Please confirm IgCC 2018 is the correct required reference throughout.
I find no mention in UFC 1-200-
02 Change 2 dated 6/1/22 discussing IgCC 2018.
RFP Part 3, Chapter 4, Space
Tabulation
RFP Part 3, Chapter 4, Space Tabulation, indicates total GSF for the Paraloft/Parachute Maintenance
Facility is 6,770 GSF. RFP 01 33 29, HPSB
Checklist – GOALS attachment indicates Third-
Party Certification is required for this building.
However, current UFC 1-200-02, Table 1-1, indicates that compliance with UFC 1-200-02
Chapter 4 for HPSB Tracking/Documentation and
Third-Party Certification are only applicable to buildings 10,000 GSF and larger. Please confirm that UFC 1-200-02 Chapter 4, HPSB Tracking/
Documentation and Third-Party Certification are
Not Applicable for the Paraloft/Parachute
Maintenance facility.
Only two facilities will need
TPC, the Supply Warehouse, and the Combined facility.
Part 3, Chapter 4, Space
Tabulation
RFP Part 3, Chapter 4, Space Tabulation, indicates total GSF for the Hazmat Storage Facility is 947
GSF. Please confirm that, per RFP 01 33 29, HPSB
Checklist – GOALS attachment (Hazmat storage facility) and UFC 1-200-02 Table 1-1, this building is not required to meet UFC 1-200-02 Chapter 4, HPSB Tracking/Documentation or Third Party
Certification, as the 10,000 GSF threshold is not met.
Only two facilities will need
TPC, the Supply Warehouse, and the Combined facility.
RFP Part 3, Chapter 2
Para. 2.3.1 RFP Part 3, Chapter 2, Para. 2.3.1, Table

Parachute
Repair Room
/ E102009
The square footage listed in the Space Tabulation sheet for the Parachute Repair Room is 230SF. The
Room Requirements call out that there are to be (3) sewing tables with a footprint of 30" x 72" with a
24" clearance (27 sf each) (3) Storage Shelving 3' x 6' with a 3' clearance (36 SF each); (2) Parts Bins
36" x 18"D with 24" clearance (10.5 SF each), (4)
72" x 24" tables on casters, and (1) 36" x 36" table.
Just these items alone occupy 261SF. That doesn't include any clearance space around the tables or the additional (3) task chairs and bookcase needed in this space. Please confirm that the 230 SF as called out in the Space Tabulation Sheet is correct and provide the items that are to be omitted from this space to stay within the allotted square footage requirement.
230 sf is the correct size for the space. Clearance space can overlap. Eliminate four tables
(24" x 72") and a bookcase from the FF&E listing. Contractor to validate during CDW.
