SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)
The following have been added by full text:
PPI RESPONSES 18 - 116 AM 0007
018 00 70 00 c. Schedule Block 11 on the SF1142 states 2104 calendar days for the period of performance as does FAR 52.211- 10, which includes the 15 calendar days for bonds and insurance.
Attachment F – Price Proposal Form 1.3 f. states the performance period is 2089 and includes the 15 days for submission and approval of Bonds and Insurance. The Phased Construction Schedule in 00 70 00 identifies 2089 calendar days calculated from the Contract Award.
Please revised the Phase Construction Schedule and Price Form to include the 15 Calendar Days for submission and approval of Bonds and Insurance or advise that a Notice to Proceed will be given after the 15 Calendar from Notice of Award upon approval of the Bonds and Insurance.
The contract performance period is for 2104 calendar days (which includes the 15 days).
The award document serves as the notice to proceed.
019 Factor 4 Factor 4 identifies we are to include a site plan and floor plans for both P1800 and P1801 but states only a up to a total of 6 concept drawings can be included.
P1800 is a multi-story building and P1801 has multiple sites with multi-story buildings which would require more than 6 drawings to produce legible conceptual drawings. Please allow up to 11 conceptual drawings.
Pending
020 Factor 4 requires a technical narrative for both projects in this MILCON package. The Section states only 4 single-sided pages are allow for each MILCON project in the Package.
However, P1801 has 2 separate building in the MILCON project with different features.
Addressing all the systems identified in Factor 4 for both the 2nd MARDIV HQ and 2nd MLG HQ on 4 single sided pages will be very difficult.
Please allow up to 4 singled sided pages per Building not MILCON project.

Amendment 0006, PPI Question 2 notes that exterior cleaning and minor repointing of masonry is anticipated for Building 2
(MARDIV HQ).
Please provide additional information on cleaning and minor repointing scope of work and quantities or allowances to be included. We would recommend this cost be unit cost allowances for the project until a final inspection report is generated.

General System Requirements, 4th paragraph
RFP states “Economizer cycles must not be used”.
Economizers are required by ASHRAE 90.1 and we are required to comply with 90.1 –
Bid per RFP. Per Camp Lejeune Mechanical Design Guidance:
"Avoid use of economizers (dry bulb or enthalpy). High humidity and poor control reliability prohibit success with economizers except in extremely high internal load buildings." Extremely high internal loads are not applicable to how do we do that? this project.

BOILERS
RFP states to limit boilers to maximum 399,000 Btu/hr. This will require between 10 and 15 boilers.
Boiler room space will be large and maintenance cost will be large.
Could that limit be increased to 2,000,000 Btu/hr?
3 or 4 boilers for this size building will be a better solution both cost and maintenance wise.
Bid per RFP. This is a Camp Lejeune Design Guidance requirement due to different maintenance requirements of heating appliances (boilers up to 399,000 Btu/hr) versus utility boilers (400,000 Btu/hr and bigger).

Last Paragraph and Figure 1
RFP paragraph and Figure illustrate a cold mechanical room with an AHU on grade. Given the size of P-1800 it will likely require a multistory building. Please advise how these requirements can be met on the 2nd or 3rd floor? Does this require all cold mechanical rooms to be located at grade level?
Systems design and configuration of space outlined in the RFP is the responsibility of the Contractor.

DESCRIPTION
RFP requires a total enthalpy fixed plate heat exchanger section as part of each air handling unit.
Would a single energy recovery unit with similar technology be allowed to serve multiple air handling units with
Bid per RFP. Total enthalpy fixed plate heat exchanger must be used to treat outside air being introduced to the system. Having central (single or multiple) energy recovery unit fulfills this requirement and is acceptable.
flow control of the outside air as appropriate for each air handler served?
027 Part 3.2 – Chapter 6 and Part 3.3 Chapter
Section A1010 Part 3.2 – Chapter 6 and Part 3.3 – Chapter 6, Section A1010, states that the geotechnical tolerance for Slab-on-grade post construction total settlement due to permanent loads must be limited to ¼ inch. Previous RFPs for the Camp Lejeune specifically Hurricane Florence Recovery Package 3, 6 & 7 has the same requirement as ½ inch of total settlement for slab-on-grade. Please verify that it is Government’s intent to have the total settlement limited to ¼ inch for the RFP or can it be relaxed to ½ inch?
1/4" settlement limit may be relaxed to 1/2".

032 Part 3.1, Ch. 3 3.1.2.4 & 3.1.2.5
Note 1 & 2 states that this project involves a water and/or wastewater line that serves more than one building and that permit is required.
We believe this is incorrect for P1800
– the lines will serve a single building. Please confirm this interpretation and whether a permit is still required for a single line.
Single building services do not require an extension permit from
NCDEQ.
033 Part 3.1, Ch. 6, ESR G20
G204002 The RFP states that DOR must obtain building permits for retaining walls greater than 5’.
What entity would issue building permits?
NAVFAC? PWD?
Permitting is achieved thru the review/comment of construction drawings by NAVFAC, 034 Part 3.1, Ch. 3 3.1.1 RFP states that site layout must not encroach on wetland buffer.
However, the Conceptual Site Plan in Part 6 appears to show the layout encroaching

3.1.2.8. Can the
site layout encroach into buffer and/or into the wetlands?
035 Part 5, A.11 RFP includes a FEMA FIRMette which indicates flood level adjacent to MARDIV and MLG sites as Zone AE (Elevation 2).
Also included in that section is a "Preliminary" FIRM map that shows an Elevation of 8.
This is not a question.
036 Page 236 and 237 of 557, PDF 2of3
FEMA flood elevations in the area were revised June 19, 2020 and show elevation 8.
Please confirm we are to use Elevation of 8 as the BFE.
The draft FIRM maps are included to assist the Contractor in determining the minimum FFE as described in the RFP as it relates to rising sea level. The Contractor is responsible in determining the
BFE.

Site, para 3 The RFP states:
“The existing gravel pedestrian path along both sides of Julian C Smith Street within the project limits must be removed and replaced with an 8’ concrete sidewalk.” It is not clear from the site plan provided what the limits are for these new 8’ conc paths along Smith Street.
Reference Part 6, Chapter C.2.1, keynote 5.
039 Part 3.3 Chapter 3.1.1
Utilities The RFP states:
“Sanitary sewer exists on the opposite side of Gonzalez Blvd at the northwest corner of the adjacent barracks, but the depth and flow direction is unknown at this time.” Can the base provide location pipe size and pipe invert elevation on this sewer line?
Otherwise, should the possibility of connecting a gravity sewer here from the new building be ruled out?
An 8" sanitary line terminates between (barracks) buildings FC561 and FC565 outside the survey boundary found on Part 6, Chapter B.1 (Survey drawing V- 118). The sanitary sewer continues in a southern direction picking up buildings FC555 and FC 571.
Invert elevations are unknown.
040 Part 3.2 Para 1 The RFP states: “A storm system on the opposite side of Julian C Smith Street…generally appears to need attention and must be analyzed further to determine if improvements can be made accompanying this project.” It is not clear where this work is shown within the project’s limits on the site plan. Please clarify the scope of this analysis and the limits and scope of the improvements that are to be included as part of the project.

041 Part 2 01 30 00.05 20 states 1 qualified Project Manager and 1 on-site superintendent per Construction site (not including demolition only sites). 01 35 26.05 20 and 01 45 00.05 20 do not note the same “Per construction site” language for the QC Manager and SSHO.1 – Please confirm the “Per construction site” is per building and not necessarily per MILCON project as P1801 has multiple sites.2 – Please confirm the Project Manager and Superintendent must be full-time onsite. Please confirm the SSHO and QC Manager are also required “Per Construction Site.”

Traffic Study by Kimley- Horn n/a There is a long access road along the western edge of the 1800 site in the Kimley-Horn study that provides 2 access points to the site and a connection to Parachute Tower Road and Holcomb Boulevard, with a roundabout in the middle. Will NAVFAC consider eliminating the roundabout since the layout options on the Kimley- Horn plan are considerably different than what is shown on the P1800 Conceptual Site Plan? On the Conceptual Site Plan, the one leg of the roundabout only serves the Container storage area and one loading dock.
These small areas would not likely generate the traffic volume to justify the roundabout.

wide exterior wall construction type.
065 Part 3 3.1.1 Existing Site Conditions
There are modular and shed like buildings inside of the existing PMO impound lot and loads of other trash left behind inside of this lot.
Nowhere in the RFP does it reference anything to be demolished in this area. What is the contractors scope with these items since they are not referenced in the RFP demolition responsibility.
Demolition of structures associated with P1800 are referenced in Part 6, Chapter B.6.
066 Part 3 F201008
EQUIPMENT &
FURNISHINGS
This section for II MEF states to "Refer to as-built drawings located in Part 6 “Attachments” for more information on existing equipment. The building has been cleared of existing furniture as the battalion has been relocated to mobile units until construction of the new HQ is complete." This section seems to apply to MARDIV HQ and not II MEF as H1 is still occupied. Please clarify what equipment is existing and what we are doing with it.
Any equipment and FF&E left behind when II MEF and 2nd MARDIV vacate the premesis is to be demolished. Note that II MEF and 2nd MARDIV will not move until their new facilities are complete; activities will not relocate into mobile units.

LIQUID FUEL
STORAGE
TANKS
All 3 HQ's state to "Provide aboveground storage tanks for fuel." please confirm that this section applies to only self-contained generator tanks and no other fuel tanks should be anticipated.
Above ground fuel storage tanks are for emergency generators only.
068 Part 3 G306001
LIQUID FUEL
DISTRIBUTION
PIPING
Please confirm that for all 3 HQ sites that Piedmont (Duke Energy) will be providing the natural gas service to the buildings and that the contractor owns the scope of work from the meter base inside the 5' line.
Refer to See D301002 Gas Supply System
069 Part 3 3.1.2.3 New Site Work & 1.0 Project Description
In part 3, the 2nd
MARDIV HQ
building has it listed in several areas that a minimum of 295 POV spaces is required. However, in 1.0 Project description it lists 279 POV spaces.
Which is correct 295 or 279?
The 2nd MARDIV HQ site must accommodate 295 POV parking spaces.
070 Please consider granting a lead or self lead access to walk the H1, H1B, H17, H17N, H21, H21A, H22, H84, S770, S770A buildings as well as Building 2 so that selective demolition and demolition scope can be better defined. The as-builts accompanying part 6 are limited and the contractor needs to be able to review conditions which will reduce risk and contingency.
071 Part 3 G102004
BUILDING
RELOCATION
Under this section of the II MEF HQ, it states to "Relocate building elements as indicated on the drawings in Part 6.
Refer to Section F2020, "Hazardous Component Abatement" for requirements related to removal of hazardous components."
Please confirm what components of the old site are relocated as this part F is a electrical section and the F2020 section does not exist.
Electrical componentry will not be relocated.
072 Part 3 G102004
BUILDING
RELOCATION
Under this section of the 2nd MARDIV HQ, it states to "Relocate building elements as indicated on the drawings in Part 6.
Refer to Section F2020, "Hazardous Component Abatement" for requirements related to removal of hazardous components."
Please confirm what components of the old site are relocated as this part F is a electrical section and the F2020 section does not exist.
Electrical componentry will not be relocated.
073 Part 3 4.3 Exterior Character & B301001 Steep Slope Roofing System
For the 2nd MARDIV HQ, the allowable roof slopes are stated between 4:12 and 6:12. With the massing of this building and the shape of the building it may be beneficial to allow a 3:12 slope to keep the building from having a giant roof and taking away from the exterior aesthetic.
Comply with Part 6, Chapter A.1, Camp Lejeune BEAP.
074 Part 3 4.3 Exterior Character & B301001 Steep Slope Roofing System
For the II MEF HQ the RFP states that low slope roofs are not allowed.
However it seems to allow for a 3:12 sloped roof or steeper. Please confirm that a 3:12 sloped roof or steeper in the Wallace Creek area is acceptable as this would be a efficient design.
