SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

PPI RESPONSES AM 0008

019 Factor 4 Factor 4 identifies we are to include a site plan and floor plans for both P1800 and P1801 but states only a up to a total of 6 concept drawings can be included. P1800 is a multi-story building and P1801 has multiple sites with multi-story buildings which would require more than 6 drawings to produce legible conceptual drawings. Please allow up to 11 conceptual drawings.

Submit site and floor plans for P1800 (II MEF) only.

020 Factor 4 requires a technical narrative for both projects in this MILCON package. The Section states only 4 single-sided pages are allow for each MILCON project in the Package. However, P1801 has 2 separate building in the MILCON project with different features.

Addressing all the systems identified in Factor 4 for both the 2nd MARDIV HQ and 2nd MLG HQ on 4 single sided pages will be very difficult. Please allow up to 4 singled sided pages per Building not MILCON project.

Technical narrative for P1801 is limited to 4 single-sided pages per building.

021 RFP Part 3.2-Chapter 1 – 2nd

MARDIV –

P1801

Amendment 0006, PPI Question 2 notes that exterior cleaning and minor repointing of masonry is anticipated for Building 2 (MARDIV HQ). Please provide additional information on cleaning and minor repointing scope of work and quantities or allowances to be included.

Remove requirement for repointing existing masonry. Existing masonry is to be sealed.

We would recommend this cost be unit cost allowances for the project until a final inspection report is generated.

041 Part 2 01 30 00.05 20 states 1 qualified Project Manager and 1 on-site superintendent per Construction site (not including demolition only sites). 01 35 26.05 20 and 01 45 00.05 20 do not note the same “Per construction site” language for the QC Manager and SSHO.1 – Please confirm the “Per construction site” is per building and not necessarily per MILCON project as P1801 has multiple sites.2 – Please confirm the Project Manager and Superintendent must be full-time onsite.

Please confirm the SSHO and QC Manager are also required “Per Construction Site.”

Confirmed; the requirement “per construction site” is per building. This would apply to the SSHO, QC Manager, and Superintendent. A single Project Manager for all buildings is acceptable.

070 Please consider granting a lead or self lead access to walk the H1, H1B, H17, H17N, H21, H21A, H22, H84, S770, S770A buildings as well as Building 2 so that selective demolition and demolition scope can be better defined. The as-builts accompanying part 6 are limited and the contractor needs to be able to review conditions which will reduce risk and contingency.

Bid per RFP.

076 In light of the fact that existing structural drawings for P1801 Building 2 have not been provided, it is not possible to know the existing roof diaphragm and roof framing nor is it possible to know the connections between roof framing or between roof framing members and the supporting building framing. Therefore we request that the

If necessary, the analysis of the exisitng structure is to be included in the base bid.

requirement for roof diaphragms , diaphragm connections to roof framing members and diaphragm-to-wall connections be evaluated and repaired in high wind regions be omitted from this scope of work or please provide us with a rough scope of work we can price.

077 In light of the fact that existing structural drawings for P1801 Building 2 have not been provided, it is not possible to perform a structural seismic evaluation and retrofit at this time.

Therefore we request that the requirement for a seismic evaluation and retrofit per Chapter 4 of UFC 3-301-01 be omitted from this scope of work or please provide us with a rough scope of work we can price.

If necessary, the analysis of the exisitng structure is to be included in the base bid.

087 Part 3.3, Chapter 4.1

Basing plumbing fixture quantities on occupant loads for egress per building code would result in large fixture quantities. Please confirm that required plumbing counts for the Male and Female Heads can be based on the number of seats shown in the Area Tabulation or the "Maximum Occupancy" listed in Part 3.3, Chapter 2.5.2.

Comply with NFPA 101 when determining building occupancy and UFC 3-420-01 when determining fixture count.

116 01 33 10.05 20 (Page 16)

2.2.2 Section 2.2.2 “b” identifies 2

Design Development in- Progress submittals, 35 percent and a 50 percent with a 21 calendar day review period per submittal. 2.2.2 “c” then identified a Design Development in-progress submittal with a 21 calendar day government review.

Please confirm how may design submittal submissions are required that have a 21 calendar day government review period (i.e. 35% - Design Development, 50%

There are four design submissions required each with a 21 calendar review period; 35%, 50%, 100% Pre Final and Final.

Design-Development Prefinal, and Final submission)

117 G205004 Sodding Centipede grass is required for all new lawn areas but does not handle foot traffic very well. The parade field have a lot of foot traffic; has there been any evidence, on other parade fields, of severe damage from events? How often will the parade field be used? Have you considered a grass that will handle foot traffic better than centipede

(ex. A Bermuda hybrid)

The frequency of Parade Deck usage is TBD. Bid ground cover per the

RFP.

118 G205005 Plantings RFP requires a 6”x9” concrete curb between rock mulch and turf, and between turf and plant beds; previous RFP’s required the curb to be 6”x12”. Is the 6”x9” the new standard for the concrete curbs?

For landscape and planting applications, the 6" (width) x 9" (height) reinforced concrete curb/edging is the specification for related work covered by this RFP.

119 New Site Work

Parade Deck – what time of day will events typically be held at the parade deck? Is there any consideration for where the viewing stands are located with relationship to the direction the sun will be shining (ex. spectators looking into the sun)?

The schedule of Parade Deck events is TBD. The location of viewing stands will be discusses during the design phase.

120 V122-124 There is a straight line that runs west-east across sheets V122, 123, 124, and 127 in the middle of the site that is labeled “GIS Wetland Limits”. This does not appear to be a wetland line and does not match the Concept Plan which shows wetlands at south limits – not across the middle of site. Please confirm that this line is NOT a wetland limit line.

Reissue survey drawings V-122, V- 123, V-124, V-125, V-126, V-127, V-128, V-129, V-130, V-132, V- 133, V-134

121 3.1.2.3 Paragraph describes K-rated fence. Which K rating? K4, K8, or K12?

K4

122 RFP states that fence to be similar to fence at Wilson Gate at the Air Station.

Should that read Wilson Blvd Gate at Camp Lejuene?

Please clarify gate being referenced.

See response to PPI 099

123 The RFP mentions balcony walls consisting of concrete, masonry, or non-corrosive metal, built to withstand extreme weather conditions.

None of the Room Requirements in Part 5 call for exterior balconies, B201004 reads no exterior parapets are permitted, and G204008 reads that no Terrace or Perimeter Walls are to be used. Please confirm the project requires no exterior balconies; what interior rooms/areas of the building are to have balconies that require balcony walls? Please confirm these interior walls are not required to satisfy extreme weather requirements.

Neither exterior nor interior spaces require balconies. Interior partitions are not required to resist ext

124 C1 The Conceptual Site Plan for P1800 notes a Secured Loading Dock & a Unsecured Loading Dock (both uncovered) at the Southern end of the building.

The Affinity Diagram on C3.2 notes OH Doors for the support areas in the same vicinity that the Secured Loading Dock is shown, but doesn’t note anything in the area where the unsecured loading dock is F121shown on the site plan. In Part

3.1.2.3 of the RFP, it mentions that a loading dock is to be on the south side of the site, enclosed in a K rated security fence, and mentions WB-67 semi access only to the secured loading dock.

B201012 reads that a screen wall must be provided at the loading docks, and G202090

Secured loading dock to be located adjacent to LWTC and with access to the COC Watch floor. Unsecured loading dock to be located in best location for rest of building. All loading docks and truck access to be sized to accommodate WB-67 semi access. Drive surface for loading dock and area within fenced storage must have HD concrete. Loading docks to provide 12’ high overhead doors (min.). Provide all loading dock equipment referenced in ESR E103002. Dock floor to be 4’ higher than grade.

reads they must be HD concrete. Can a room data sheet or more details be provided about both the secure and unsecure docks for design purposes (Delivery Vehicle Size/Types, OH Door Size Requirements, Dock Lift Requirements, Door Stops/Bumpers, Are the dock floor slabs required to be elevated above grade and if so, how high (2’, 4’, other).

Please clarify what interior spaces the loading docks serve to better clarify the affinity diagram and circulation to/from the loading docks, etc.)

125 Part 1 Section 00 21 16

Section 00 21 16, Factor 4 – Technical Solution requires floor plans and site plans for both P1800 and P1801 within up to a total of six (6) conceptual drawings. If the Offeror presents one site plan drawing and one floor plan drawing page for each of the 3 buildings/sites all 6 drawing pages will be utilized. Several of the buildings have three floors and scaling all three levels on one drawing page will challenge ease of review.

Would the Government consider increasing the conceptual drawing page limit, or redefining requirement of buildings/floor level/sites drawings which are currently required for the Offeror’s to propose?

Submit site and floor plans for P1800 (II MEF) only.

126 Part 1 Section 00 21 16

Section 00 21 16, Factor 4 – Technical Solution requires floor plans and site plans for both P1800 and P1801 within up to a total of six (6) conceptual drawings to supplement their narrative.

Please clarify: must all 3 sites and all 3 building floorplans (including all

floors) be represented? If the Offeror is to select their preference of which floor plans/site plans to feature within the 6 sheets, please confirm the basis of the Government’s evaluation of the drawings to support the Offerors decision.
