113 We are unable to find the following in part 6 of the RFP:
• Government Baseline Building Performance Rating
• Government Baseline Building Energy Model (input‐output) schedules
• Default simulation factors
• Utility Costs based on local unburdened PWD rates
• Whole Building Energy Simulation Templates
• Performance Rating Method Compliance Reports
Can you provide these quickly please? We need this information for our Factor 6 narrative.
The items requested are covered in Part 3, Chapter 6 ESR D30 of the RFP. Use the following rates for proposal preparation:
Electricity: 0.069 kwh Steam: $15.09/ 1000# steam Water: $1.87/Kgal Wastewater: $3.31/Kgal Ind. Wastewater:
$18.60/Kgal Natural Gas: $6.39 Dth [$3.55/Dth for gas (estimated) + $2.84/Dth for pipeline installation].
114 Currently the bid is due at 10am on the 15 th
Can you make the bid due at 2pm on the th ? Would be helpful for finalizing the numbers on bid day.
We will maintain this time;
however, PLEASE note that Amendment 0013 allows offerors to submit the price proposal (or portions thereof) electronically to Elizabeth.carmack@navy.mil
115 RFP Part 1 of 7, 3.0 Site Analysis, 3.1 Existing Site Conditions, 3.1.1 Site Location states “the purple outline area is a bid option in the early site demolition package.” Please clarify the end state condition of this particular footprint of the site if the bid option is to be exercised; is this area to be paved back with concrete partially, entirely or is this location to be left sodded or graveled?
The bid option was awarded as part of the Early Demolition Contracts. End state of construction is indicated in drawings included in Part 6 Chapter B.
116 RFP Part 1 of 7, 3.0 Site Analysis, 3.1 Existing Site Conditions, 3.1.1 Site Location; what is the end state condition of the demolished buildings “by others”. Meaning is the other contractor responsible for filling voids in the footprint of these buildings once foundations and slabs have been fully demolished?
End state of construction is indicated in drawings included in Part 6 Chapter B.
117 RFP Part 3, Chapter 2, Page 5, 2.6 Special An insulated reinforced
N4008518R0644 design Challenges, #13 and 4.4 Exterior Character; Please confirm that a typical base standard of brick façade with CMU back‐up and insulated cavity is the requirement for the hanger. Is an insulated precast panel made up of thin brick on precast acceptable?
precast panel made up of thin brick on precast is acceptable.
118 Amendment 12, RFI 29 states that Vertical Lit Fabric Doors are no longer allowed. Please confirm/deny this statement only applies to exterior doors Uniformat Section B203005 and that Uniformat C1010 still applies. If interior dividing partitions still apply, clarify quantity as (4) Max is very subjective. Is this 4 per squadron? It also references Max which leads to believe any number less than 4 is sufficient.
Confirmed, only the exterior Hangar door can no longer be Fabric due to new structural requirements, but the interior lift door between squadrons is acceptable to remain fabric.
Those between squadron fabric doors can be less than 4 as coordinated in the CDW design process.
119 RFP Part 3, 3.2 Site Development Requirements, 3.2.1 Site Demolition and F10 Special Construction, System Description;
where it states demolish entire concrete apron slabs disturbed for all utility installations and as required to construct and access the new hanger. Is the cost of demolition, concrete paving and electrical to be carried in CLIN 0001AB or is this part of the budget in CLIN 0011, planned modification 3, framed fabric structures?
Cost associated for all other site work should be included in CLIN 0001AB.
Procurement and installation of the Fabric Structures is under CLIN 0011.
120 RFP Part 3, Chapter 3, 3.3.16 Sunshades;
Please confirm that design for the additional sunshade for the wash rack is to be carried in the base bid, but that this sunshade is also a CLIN 0011 option like the other 28 to be provided on the Airfield.
Design services are to be included in the base bid for P199 under CLIN 0001AB.
Procurement and installation is under CLIN 0011.
121 Part 3, Chapter 1, 1.0 Project Description, Aircraft Maintenance Hanger references the project needs for hazardous material storage areas. Please clarify if replacement of any of the exterior hazardous storage areas slated to be removed under a separate contract are to be included under this contract. If part of this contract provide dimensions and requirements for any hazardous storage areas outside of the hanger’s internal room requirements.
FIO: Replacement of the buildings schedule for demolition is not required.
Project requirements includes RSL and interior storage areas identified in other portions of the RFP.
