Question RESPONSE
34 Part 3, Chapter 6, ESR B10
UFC 4‐
010‐01 12 Dec 2018
Part 3, Chapter 6, ESR B10, states “in order to reduce required minimum stand‐off distances, i.e. from ATFP requirements, the exterior walls of the Paraloft must be non‐load‐bearing.”
Amendment 0010 dated 22 Aug 2019, PPI #12, utilizes the current ATFP UFC 4‐010‐ 01 12 Dec 2018. Per said UFC, the minimum standoff distances per table C‐1 for reinforced masonry is 28 ft for load bearing and 13 ft for non‐load‐bearing compared to the outdated UFC 4‐010‐ 01 version requiring 86 ft standoff distance for an explosive weight I load bearing cmu wall, which the site was unable to support.
Question is:
a) Based on the 2018 UFC and response to PPI #12 “Now the requirement is for a facility to be within an ‘installation perimeter’… this project is within an installation perimeter.” Are
Yes, Load bearing exterior reinforced masonry walls are allowed. Comply with current
UFC 4‐010‐01.
load bearing exterior reinforced masonry walls of the paraloft allowed due to the site ability to meet the 2018 UFC standoff distances for reinforced masonry load bearing walls?
39 Is there a limit to our pile length on this project?
There is no limit to the pile length. FAA Form 7460‐1 shall be submitted when equipment is expected to penetrate any of the surfaces described in Appendix B, Section 5, FAR Part 77.9.
40 What type of vehicle traffic is needed to drive up to and out of the OHD’s on Paraloft.
Standard 18kip axle truck.
41 Figure 3, Part 3, CH 3, Page 10
Can we make the 115’ dimension shown in Figure 3 from 6 th Ave more or less to aid in placement of the new hangar?
Yes, the 115’ dimension is not a requirement. Placement of the hangar shall meet clear space (50’), and fence line clear zones
From WING ORDER 5530.1 “9. Clear Zones
a. An unobstructed area or clear zone will be maintained on both sides of and between permanent physical barriers of restricted and non-restricted areas.
Vegetation in such areas will not exceed six inches in height.
b. An inside clear zone will be at least 30 feet.
Where possible, a larger clear zone should be provided to preclude or minimize damage from thrown objects such as incendiaries or bombs.
c. The outside clear zone will be 20 feet or greater between the perimeter barrier and any exterior structures, vegetation or any obstruction to visibility.”

Paragraph 3.2.2, Figure 3
P235
CS105,
CS 106
& CS129
Green space area shown in Figure 3 contradicts the P235 paving operations on Sheet CS105, CS106 & CS129 in Vol 2A. Vehicular aprons & intersections and gates look to be removed in the Conceptual Hangar & Sunshade Layout compared to the P235 project. Please clarify the limits of P235 paving operations and whether those intersections are to match the P235 drawings or the Figure 3 for P199?
P235 Drawings are based on existing conditions. BD KTR is expected to change limits of new work to facilitate design of the new hangar.
43 Part 3, Chapter 3
Figure 3 Provide more information on site feature identified in Figure 3 as "Ready Service Locker".
The ready service locker (RSL), will require explosive storage of C/D
1.3 & C/D 1.4 explosives. The RSL casts a 75 ft Inhabited Building Distance Arc if sited outside the building. The RSL (assume 6’ X 10’) used for the storage of small quantities of certain pyrotechnics, small arms ammunition, and minor hazard items of ammunition. The unit is purchase equipment and requires a concrete pad and grounding rod.
44 Part 3, Chapter 1

Paragraph
RFP requires one (1) explosive storage ready service magazine at the Paraloft facility. Please provide additional information and requirements on this feature including required setbacks.
The ready service locker (RSL), will require explosive storage of C/D
1.3 & C/D 1.4 explosives. The Paraloft building will be sited for explosive operations/storage. The RSL can be inside the building or outside the building. The RSL casts a 75 ft Inhabited Building Distance Arc if sited outside the building.
46 Part 6, Chapter B
The FFE of P199 hangar will stretch across existing hangar 1701 to the start of Facility 130 which have a difference in grade of about
0.87 feet. Extensive re‐ grading of the apron will be required to meet UFC minimum slopes that go beyond the limits of the temporary fence limits shown. Please confirm that we are to revise existing concrete apron grades to meet UFC minimum slopes.
Yes provide minimum slopes per UFC 3‐260‐01. DOR shall adjust temporary fence alignment as required.

48 Part 3, Chapter 3
Figure 3 UFC 3‐260‐01 Airfield Heliport Planning and Design refers to TSC 13‐2 for turning radius for pavement marking. This document has restricted access. Please provide turning radius for airfield pavement marking of F‐35.
Verify design based on FRD Requirements (available after under contract); base proposals on a minimum turning radius of 35’.
49 Part 3, Chapter 3
Figure 3 Location of the peripheral taxi lane line shown in Figure 3 does not meet UFC clear zone space to the existing access road on the left side of the figure. Please confirm the entire parking layout and temporary fence will have to be shifted to meet UFC clear zone requirements.
Correct, the DOR must provide layout that conforms to UFC requirements.
50 Part 3, Chapter 3
Figure 3 With the new wash area to be located in the old footprint of facility #130, and that foundation is slated to be removed, does the entire area around the new wash rack have to be concrete pavement or can there be green space or asphalt pavement on the landside portion?
Greenspace or asphalt is acceptable outside the footprint of the wash rack.
Final design should consider future of additional hangar and wash rack.
51 Part 3, Chapter 3
Figure 3 Airfield striping looks to extend beyond the figure 3 limits to the top of the image. Please provide an overall plan showing the limits of the new airfield striping.

52 BEAP
(3.2.3.2)
Please confirm if 6th and 7th Ave. are considered secondary streets. Will sidewalks and street trees be required per the BEAP (3.2.3.2)?
th Avenue is a Primary Street and will have sidewalks built on both sides of the road as part of the P‐235 project.
Coordinate P‐199 sidewalk connectivity with the P‐235 project. 7 th Avenue is a
Tertiary Road and has no requirement for sidewalks.
Due to proximity to Flightline, no street trees will be provided for either street.
53 BEAP 3.2.7 Are sidewalks required along 7th avenue per the BEAP? If so, is this considered a minor walk, i.e. 4’ or 6’?
th Avenue is a Tertiary Road and has no requirement for sidewalks. No sidewalk on the project will be less than 6 feet wide—others as defined in the RFP are wider. See PART 3
‐ CHAPTER 6 / ESR G20,
G2030 PEDESTRIAN PAVING
54 BEAP
3.2.3.2
Is lighting required on 6th and 7th Ave. per (BEAP 3.2.3.2)?
The lighting cited in this question would be included in the P235 Flightline Utility Modernization project or it would be existing.
55 Please confirm use of edging material for plant beds.
Encompass planting beds not used for bio retention filters with steel edging except where beds abut walls or sidewalks.
56 Is any grass allowed on the th Ave side of the hangar within the 50’ clear area around the building?
Due to BASH and maintenance concerns within the Level 2 restricted fence, grass should be limited to areas outside of the level 2 fence.
57 Does the indicated UPS sizing account for the 20% spare capacity for future loads?
The UPS size given in ESR D50 paragraph D501090 “Other Service and Distribution”, under Hangar shall be a minimum size only. Provide a UPS sized upon the actual loads designed into the critical systems with an appropriate spare capacity.
58 Does this facility require a separate and dedicated power supply for the hangar bay doors that is fed separately from the facility transformer or is fed ahead of the main service disconnecting means?
Provide the power to the Hangar Doors as part of the essential back‐up power system per ESR D50 paragraph D509002 “Emergency Lighting and Power” and UFC 4‐211‐01.
With our extensive backup power systems, it would be less reliable to connect the hangar doors directly to the service transformers.
59 Are there any areas within the facility that will require ordinance grounding?
o Per UFC 4‐211‐01, the following would require ordinance grounding:
Provide grounding as required in the seat, canopy, ordnance, and other maintenance shops as required based on user and room requirements in
? Seat maintenance for seats with explosives ? Canopy maintenance for canopies with explosives ? Seat storage for seats with explosives ? Canopy storage for canopies with explosives ? Canopy shop and storage areas ? Armament room accordance with UFC 4‐211‐ 01 sections 3‐7.8 and 7‐7.4.
NAVSEA OP5 will be available after award. Included for information only are selected grounding plans for similar hangar.
60 How many aircraft are assumed to be serviced at one time?
o At the hangar – is there a possibility that six aircraft could all be serviced at one time per squadron?
o At the sunshades – is there a possibility that 14 aircraft could be serviced at one time per squadron?
It is our understanding that all the Maintenance Bays could be utilized at one time. The Designer of Record (DOR) for the electrical power infrastructure should use an appropriate demand factor for the electrical design calculations. Each power supply and special equipment branch circuit must be sized to facilitate its nameplate continuous load, but the service and the switchboard sizing should reflect an appropriate demand factor.
The same situation can be said for the outdoor sunshades. Both the indoor bays and sunshades must be designed with the flexibility of maintaining the F35 and other older aircraft systems requiring 400 Hz. Where redundancy of 400 Hz and 270 VDC power supplies are provided, do not duplicate load in maximum demand situation that will never be utilized concurrently.
61 Part 3 D509002
In Part 3 of the RFP under D509002 under one of the calculation methods for the squadron generator, it indicates that a generator should not be provided that is greater than 500 kW.
Please verify that the maximum allowable
The sizing of each squadron’s on‐site generator for the life‐ safety and essential loads stipulated in paragraph 1 are left up to the DOR based upon the design loads. Each of these systems must be fed with its own Automatic Transfer Switch (ATS). We generator size is 500 kW. give a maximum size for the overall generator capacity in paragraph 2 that include those loads stipulated in paragraph 1 based upon experience with this type of Hangar to aid the DOR. Each of the two squadrons must not have a generator in excess of 500 kW based upon paragraph 2. The service and distribution for the remaining portions of the facility, including its transfer switch and feeder must be sized by the DOR to meet the requirements of their design.
62 What types of batteries are provided in the Battery Charging and Battery Storage areas?
o Please provide power requirements for battery chargers.
It is our understanding that the F35 weapon system uses multiple batteries for the 270VDC and 28VDC systems using lithium battery technology. The RFP contains the requirements for these spaces. The facility must meet the requirements of these areas in accordance with the Lockheed Martin – Facilities Requirement Document (FRD) and UFC 3‐ 520‐05, “Stationary Battery Areas”. It is our understanding that each battery charger draws 13 FLA at 120V AC input.
63 In Part 3 of the RFP under D501002, it states ‘system must be given the ability to fully exercise (load bank) each squadron’s emergency/standby generator without the use of portable or fixed load banks.
If not fully captured by each squadron’s internal electrical loads, the switchboard/switchgear must allow the power to back‐feed on the primary grid manually to the correct level to achieve this goal.’
Question 1 – It is the intent to provide the necessary load testing to the emergency power source (EPS) without the use of portable or stationary loadbanks. While we used the language of fully exercise, we basically want the ability to properly exercise the diesel genset without the use of loadbanks.
NFPA 110 8.4.2 stipulates the load testing requirements.
The RFP stipulates that the testing must be able to be performed using o Please confirm that it is the intent to exercise the generator set under full load without the use of a load bank.
o For purposes of these exercises, we are assuming that a load bank is an acceptable method of exercising the generator set until clarification is provided.
o If the intent is to back‐feed on the primary grid, the following is needed:
? Single line diagram of the primary service loop and loop power source.
? Size of the primary service loop (voltage & amps) ? Does Cherry Point have its own power plant? If not, the utility service will need to be broken at the service loop so that we do not feed back onto the utility.
cogeneration/peak shaving techniques. A single 500 kW genset, for example, should be able to be absorbed by the MCAS Cherry Point primary distribution system if administered during the correct time of day under supervision of the Public Works Department.
Question 2 – While your assumption is a perfectly fine way to provide load testing, it is not in accordance with the way the RFP is written. See response to question 1 above.
Question 3 – The electrical DOR will work with the Base Public Works Electrical Transmission and Distribution personnel in this design effort. Much of the information you are asking for is contained in the P235 Flightline Utility Modernization project which will also be performed by this Contractor. It is not the intent nor a requirement to modify the Base utility service agreement as part of this project. Bid the project as written. We are under the assumption that we can cogenerate on the 12.5 kV government owned side of the distribution system without disconnecting from the utility for the purposes of testing of life‐safety backup systems. It would give the Base the ability to provide a more “green” generator load banking technique and an enhanced ability to partially support the Base utility grid during a catastrophic outage island event.
