Question RESPONSE
12 Part 3, Section 2.3.6
ATFP
Part 3, Section 2.3.6 notes that the “Facility Site is not currently within a controlled perimeter.” UFC 4‐010‐ 01 dated 1 Oct 2013 Par.
2‐4.3.1 specifically states that “perimeter barriers are not required for controlled perimeters.
Controlled perimeters required physical boundaries that channel vehicles to access control points…” The existing base physical boundary has sufficient means to channel vehicles to the access control points with a demonstrated capability to search for and detect explosives.
The definition of controlled perimeters in UFC 4‐010‐01 dated 1 Oct 2013 Pg. 41 also defines the edge of controlled perimeters for shorelines. Question is:
a) Based on the
Based upon the final issue date of this RFP (utilize the 2018 version of UFC 4‐010‐ 01, chapter 3 standards.5 August 2019), the 2018 version of UFC 4‐010‐01 applies. This document no longer makes a distinction about controlled perimeters. Now, the requirement is for a facility to be within an ‘installation perimeter’, whose defined requirements are much simpler and less stringent than a controlled perimeter. This project is within an installation perimeter. Consider the standards in chapter 3 of 2018 UFC 4‐010‐01 for this

above definitions in UFC 4‐010‐01 dated 1 Oct 2013 is the site within a controlled perimeter?
13 Part 2, Section 01 33 10.05
20, 1.2
ATFP
Part 2, Section 01 33
10.05 20, 1.2 “Utilize the latest version of the publications at the date this RFP was issued.”
Questions are:
a) Please confirm the date of issuance is 7, May 2019 as shown on the RFP cover page.
b) Based on the Part 2, Section 01 33
10.05 20, 1.2 statement, please confirm the latest version UFC 4‐010‐01 dated 12 December 2018 shall be utilized.
a) Date of issuance and incorporation of UFC is based on the Phase 2 issuance which was 5 August 2019.
b) Utilize the 2018 version of UFC 4‐010‐01, chapter 3 standards.
14 Part 3 In Part 3 of the RFP, chapter 2 page 5, the RFP requires that, “The O1 and O2 spaces must, as a minimum, have internal noise levels lowered by at least 40 dB due to site’s location within the 85 DNL contour” In Part 3 room requirements, for example, Lobby 01 Level, indicates no special acoustics requirement.
However, in order to achieve the 40 dB reduction in noise, an STC 40 curtainwall is likely necessary.
Please confirm that the external envelop of the O1/O2 space must have acoustic characteristics to reduce external 85dB noise to 40 dB level in the interior. This would likely require OITC rating for roof/ceiling assemblies, STC ratings

15 Part 3 Chapter 4.5
In Part 3 – Chapter 4.5 a concept design floor plan was provided. Please provide scaled drawing of this layout for review.
See response to PPI #001 (Amendment 0008).
16 01 33 29.05 20 1.4.4.1 Is Third‐Party Certification required for both the Aircraft Maintenance Hangar and the Paraloft facility?
See response to PPI #002(Amendment 0008).
17 01 33 29.05 20 1.4.4.1 Referenced paragraph requires Third‐Party Certification of "GBI Green Globes for NC 2 globes, or Government‐ approved equivalent TPC sustainability certification or validation." Please confirm that any of the approved TPC listed in ECB 2014‐02 is acceptable.
See response to PPI #003(Amendment 0008).
18 Part 6, Chapter A
ECB 2014‐02 included in this section is out of date; the current version is dated Revised 20 December 2016. Should project teams use the version in the RFP or the most up to date version?
See response to PPI #004(Amendment 0008).
19 01 33 29.05 20 1.6.3 Referenced paragraph states to reduce modeled energy use by 20 percent compared to ASHRAE 90.1 baseline.
Please confirm this should be 30 percent in accordance with federal requirements.

Discrepancy with the # of parking spaces required near Paraloft facility.
One part of RFP says provide parking per Figure 4 and any deviation requires Government approval.
See response to PPI #006(Amendment 0008).
Para. 3.2.12 There are 56 parking spaces shown in Figure 4.
Another part says a minimum of 50 spaces and yet another says provide a minimum of 30 POV spaces with 4 motorcycle. Please clarify the minimum required number of parking spaces.
21 Part 3 Ch. 6 ESR G30 Para.
G303090
Per the RFP, effluent of the oil/water separator serving the hangar bay must discharge to the storm sewer system. This contradicts UFC 3‐240‐01 Wastewater Collection Chapter 4 Oil/Water Separators (OWS) which says conventional pollutants such as oil or grease flow through an OWS prior to connection to a wastewater sewer.
Please clarify if it is acceptable to deviate from UFC's and discharge hangar trench drain oil/water separators into storm sewer and not sanitary sewers.
See response to PPI #007(Amendment 0008).

Part 3 Ch. 3 Para. 3.2.16;
RFP says to provide a rain water detection system for the wash rack pad but Part 3 Chapter 3 Paragraph 3.2.16 Sunshades says to provide a sunshade over the wash rack. Is the rainwater detection & diverter system still required if the pad is covered?

2.6 Part 3‐Chapter 2‐2.6
"Special Design Challenges" note 5 says the structural steel must be surface‐prepared, primed and painted w/ HP coatings (epoxy primer and polyurethane coatings) in a SHOP setting, not in the field.
Please verify the joists and decking will only require to be prep'd and primed per the joist manufacturer specifications. The joist and deck manufacturers do not offer the HP coatings on their products and the cost to ship to another SSPC specialty coatings facility is extremely costly.
See response to PPI #011(Amendment 0008).
26 Part 3‐Chapter
6/ESR B10
In Part 3‐Chapter 6/ESR B10, B1010 notes a catwalk is required and it is to be galvanized.
Please verify this and any other steel such a ladders and platforms do not require surface prep and paint per Part 3‐ Chapter 2‐2.6.

28 Solicitation Amendment
Amendment 0006 set the proposal due date as September 17, 2019.
This is only 6 weeks after
PROPOSAL DUE DATE IS
EXTENDED TO OCTOBER 8,

Amendment 0006 was issued. This project is EXTREMELY large and complex (there are almost 700 drawings and over 1,800 spec pages for P‐235 to review; and roughly 1,700 spec pages for P‐199). The P‐235 project involves a lot of time and effort to digest and understand all of the scope and project phasing. P‐199 requires a lot of design effort to turn the RFP into drawings and details for the marketplace to price.
In order to get a complete and competitive offer for the Navy, we respectfully request a 3‐4 week bid extension.
29 Part 3 Room Requirements
The RFP calls for vertical lift fabric hangar doors.
It has been mentioned lately that fabric hangar doors will no longer be allowed on DOD installations. Are vertical lift fabric doors allowed on this project?
Regardless of type, how many doors do you want per squadron?
UFC 3‐301‐01, with Change 4 is the applicable structural UFC in accordance with implementation instruction in UFC 1‐200‐01 with a date of RFP issuance of 5 August 2019. See Hangar Bay room requirements for required number of doors.
30 Per the RFP we are being asked to provide Vertical Lift Fabric Doors (VLFD).
Per the UFC we are in a windborne debris region.
Fabric doors to not meet windborne debris resistance requirements.
Please confirm if it is acceptable to use VLFD’s?

including cranes. Per the UFC the hook height needs to be 29.5 feet.
The Room Data sheet for the hangar bay is asking for a hook height of 22’.
1: can the overhead crane structure be built below the 32.5’ elevation? 2: What minimum hook height are you requiring? 22’ or 29.5’?
32 Part 3, chapter 6, d 509002
The RFP says we need to have one generator feeding emergency power for each squadron. Do you want two separate emergency generators feeding two separate emergency back‐up power systems in this hangar?

33 Is it your intention to award this project by 30 September 2019? Is this FY 19 money? If not, what date should we use for award when building our schedules for the Phase 2 submission?
