Question RESPONSE

011 Part 3 Chapter 2,

2.6 Part 3‐Chapter 2‐2.6

"Special Design Challenges" note 5 says the structural steel must be surface‐prepared, primed and painted w/ HP coatings (epoxy primer and polyurethane coatings) in a SHOP setting, not in the field.

Please verify the joists and decking will only require to be prep'd and primed per the joist manufacturer specifications. The joist and deck manufacturers do not offer the HP coatings on their products and the cost to ship to another SSPC specialty coatings facility is extremely costly.

Update:

Provide Protective Coatings in accordance with UFC 4‐ 211‐01 Section 3‐3.4.3.

Primary and secondary steel framing is required to be shop coated.

14 Part 3 In Part 3 of the RFP, chapter 2 page 5, the RFP requires that, “The O1 and O2 spaces must, as a minimum, have internal noise levels lowered by at least 40 dB due to site’s location within the 85 DNL

The effort to design the exterior envelop of the O1 / O2 spaces to achieve a 40 dB reduction in exterior noise is important for this hangar since the F35 aircraft are particularly loud. The masonry / precast concrete walls for this space, as contour” In Part 3 room requirements, for example, Lobby 01 Level, indicates no special acoustics requirement.

However, in order to achieve the 40 dB reduction in noise, an STC 40 curtainwall is likely necessary.

Please confirm that the external envelop of the O1/O2 space must have acoustic characteristics to reduce external 85dB noise to 40 dB level in the interior. This would likely require OITC rating for roof/ceiling assemblies, STC ratings for walls, doors, windows, curtainwalls and other penetrations.

required by the RFP 1.0 Project Description, will help achieve this reduction. Note that the roof assembly above the O2 space must be designed with sufficient mass to absorb sound energy – insulation board over metal roof decking is not sufficient .

The windows in the O1 / O2 spaces are required to be glazed with laminated glass which will serve to dampen exterior noise.

An exception for the Lobby space is allowed since it will likely have more glass than other interior spaces and will have doors that open to the exterior; the laminated glass in the curtainwall assembly and acoustical gaskets for the interior vestibule door(s) will suffice to dampen the exterior noise in the Lobby space

26 Part 3‐ Chapter

6/ESR B10

In Part 3‐Chapter 6/ESR B10, B1010 notes a catwalk is required and it is to be galvanized. Please verify this and any other steel such a ladders and platforms do not require surface prep and paint per Part 3‐Chapter 2‐2.6.

B1010 FLOOR

CONSTRUCTION states that the steel bearing bar grating shall be galvanized, not its structural framing support, i.e. provide galvanized grating. The structural steel framing members of the catwalks will have the same coating as the rest of the exposed structural steel framing members in the hangar bay.

27 Part 3‐ Chapter 6

Please verify what SSPC steel prep is required for the structural steel along w/ primer and finish coat paint types. There are numerous available in the paint tree of MPI.

Requirements for Protective coatings can be found in UFC 4‐211‐01 Section 3‐3.4.3.

30 Per the RFP we are being asked to provide Vertical Lift Fabric Doors (VLFD).

Per the UFC we are in a windborne debris region.

Fabric doors to not meet

Bid per RFP, See Hangar Bay room requirement for door requirements.

windborne debris resistance requirements.

Please confirm if it is acceptable to use VLFD’s?

31 Table 7.1, UFC 4‐211‐

01 Spr 13, 2017; Part 3 rood data sheets

Per the UFC referenced the hangar clear height is 32.5’ and nothing is allowed to be installed below this elevation including cranes. Per the UFC the hook height needs to be 29.5 feet. The Room Data sheet for the hangar bay is asking for a hook height of 22’. 1: can the overhead crane structure be built below the 32.5’ elevation? 2:

What minimum hook height are you requiring?

22’ or 29.5’?

Follow criteria in UFC 4‐211‐ 01 Table 7‐1 for required hook height and clear height.

32 Part 3, chapter 6, d 509002

The RFP says we need to have one generator feeding emergency power for each squadron. Do you want two separate emergency generators feeding two separate emergency back‐up power systems in this hangar?

Bid per RFP Section D509002 Emergency Lighting and Power. Each squadron/module must have dedicated emergency/backup generator systems.

33 Is it your intention to award this project by 30 September 2019? Is this FY 19 money? If not, what date should we use for award when building our schedules for the Phase 2 submission?
