IN ADDITION TO THE SECURITY INFORMATION PROVIDED, DUE TO SECURITY CONCERNS, THE
ENTRANCE DOORS TO BUILDING Z-140 MAY BE LOCKED. OFFERORS WHO PLAN TO HAND CARRY
PROPOSALS AND ARE ABLE TO GAIN ACCESS TO NORFOLK NAVAL BASE ARE ADVISED THAT
THE CONTRACT SPECIALIST WILL BE AVAILABLE TO ESCORT YOU TO THE BUILDING. THE
MEETING POINT WILL BE IN THE LARGE PARKING LOT ON THE NORTHEAST SIDE OF BUILDING Z- 140/Z-144 AT NO LATER THAN 1:45 P.M. (EST). YOU WILL BE ESCORTED TO BUILDING Z-140, ROOM 225 TO DEPOSIT PROPOSALS. YOU MAY CONTACT ELIZABETH CARMACK AT 757-341-1654 (WORK) or 757-439-2501 (CELL).
OFFERORS WHO INTEND TO UTILIZE COURIER SERVICES (FEDEX/UPS/ETC) SHALL SUBMIT
TRACKING INFORMATION TO ELIZABETH.CARMACK@NAVY.MIL . THIS METHOD OF DELIVERY
IS ENCOURAGED.
Naval Station Norfolk Pass & ID Office is located on Hampton Boulevard across from Gate 5.
All potential offerors must adhere to this notice in order to avoid delay in submitting your proposal. The level of security at the Naval Station Norfolk may change at any time. As the level of security heightens, the amount of time required to gain access to the Naval Station also increases. Early arrival is advised. Submission of a pass request form is no guarantee you will be able to get on the base. If for any reason you get to the gate and are not allowed onto the base (even if you have submitted a request form), you will need to find another way to get your proposal delivered. Government personnel may not be able to sponsor you on base to deliver your proposal. Ultimately, it is the contractor's responsibility to ensure timely proposal submission to the specified location. Due to heightened security, it is recommended that you allow sufficient time to get into the building and turn in your proposal. The submitted pass request only allows access on the proposal due date.

– Instructions to Proposers RFP
Factor 3 – Past Performance
NA In a government design‐ build project where the prime construction contractor holds the design‐build contract, government clients are frequently not in a position to fill out PPQs for the contractor’s AE design‐partner, since there is no direct contractual relationship between that government client and the AE firm. And, of course, there is no ACASS provided to the design partner, for the same reason. Please clarify if a PPQ, filled out by the design‐build contractor, is an acceptable evaluation for the AE partner’s design past performance, since the contractor is a client of that AE firm.
No. See response to PPI No.

b. Non‐Price Factors:
(1) Solicitation Requirements
NA The solicitation requirements require the use of 12‐point font in our Phase 1 responses. In other recent Navy solicitations, we have seen either no minimum font requirements, or minimum font sizes below 12 point. The Factor 2 Construction & Design Experience Project Data Sheets (Attachment C) require us to provide detailed descriptions of our projects. We respectfully request that the minimum font size requirement for this Phase I proposal response to be reduced to 10 point, to allow for more detailed content.
A 10 point font is acceptable .

– Instructions to Proposers RFP
b. Non‐Price Factors:
(1) Solicitation Requirements
The RFP solicitation requirements instruct offerors to “include an electronic version of the price and non‐price proposal on one CD‐ ROM.” However, the RFP does not require a submission of price information in Phase I of this solicitation. Please confirm that the CD to be submitted with Phase I should only include an electronic version of our non‐price proposal.
For Phase I, non‐price factor (page 9 of RFP), the offeror shall submit a non‐ price binder which includes one original, one CD and six copies.
