EVALUATION PROCEDURES
Attachment 3 to Solicitation M67854-23-R-5202
1.0 EVALUATION OVERVIEW
Offerors may submit a proposal for one or more of the contract line items (CLINs) listed below.
The Government intends to evaluate proposals and award a contract or contracts without discussions. However, the Government reserves the right to conduct discussions if determined by the Contracting Officer to be necessary. The Government will evaluate offerors’ proposals to determine the Lowest Price Technically Acceptable proposal for each CLIN. The Government will award a firm-fixed-price contract to the responsible offeror whose proposal is determined to be the Lowest Price Technically Acceptable proposal on a CLIN-by-CLIN basis. The Government may award a single contract for all CLINs, or more than one contract if a single awardee is not selected for all CLINs.
2.0 EVALUATION METHODOLOGY
The lowest price proposed will be determined through the methodology in 2.1 below. Proposals will be evaluated to determine technical acceptability as defined in 2.2 below.
2.1 PRICE
As determined by the offeror’s submission of Attachment 2, Pricing Table in their proposal, the Government will evaluate the price of each CLIN separately to determine the lowest price proposed for each CLIN.
For CLINs for which all offerors submitted proposals providing for only partial quantities, award will be made in order of lowest price until awards are made for the full quantity. In this instance, highest price awardee may not receive an award for the entire quantity.
All CLINs are FOB Destination.
2.2. TECHNICAL
CLIN 0001: Proposal provides for supply of the complete quantity of brand name mandatory item, including delivery requirements.
CLINs 0002-0008: Proposal provides for the complete quantity of brand name or an equivalent meeting the listed specified salient characteristics, including delivery requirements.
For any CLIN that no offeror proposes a delivery date within 30 days of contract award, the delivery requirement for such CLIN(s) will be re-defined as the quickest time of delivery; i.e., the delivery date proposed that is closest to the desired 30 days (or less) delivery specification from the date of contract award.
