About this file
This is a Late Submission Determination document issued by the Arizona Department of Administration, State Procurement Office, regarding a late offer submission for Reference No. BPM005633, Foreign Language Interpretation and Translation Services. The document addresses the submitted offer from Southstar Translation and determines whether the late submission should be accepted based on procedural circumstances surrounding the offer submission process.
The procurement officer conducted a thorough review of interactions between Southstar Translation and the Help Desk for the State's eProcurement System. Based on this review, the officer determined that the offer would have been received by the required due date and time but for technical issues related to the State's eProcurement System rather than any fault of the offeror. This determination, made under authority of A.R.S. 41-2534 and A.A.C. R2-7-C307, concludes that the late submission should be accepted. The determination was documented in the procurement file and signed by Statewide Procurement Manager Stephanie Stevens on October 31, 2023.
