About this file
This is a cost proposal template from the Washington State Department of Children, Youth, and Families (DCYF) for their DCYF Enterprise Payment Solution (DEPS) RFP No. 24-DCYF-CW-081. The template provides a structured approach for vendors to propose costs associated with delivering DEPS requirements across multiple categories including Design, Development, and Implementation (DDI), Maintenance and Operations (M&O), Cloud Subscription Services, and Infrastructure costs. The template consists of seven worksheets covering total cost summary, labor rates, DDI and decommission services, M&O support, cloud subscription services, infrastructure costs, and cost assumptions.
The pricing structure requires vendors to provide fully loaded fixed hourly rates that cannot increase more than 2% per year, with composite rates for different staffing categories during DDI and M&O phases. For M&O enhancements, vendors must assume 15,000 hours of effort each year. If proposing a cloud-based solution, vendors must account for 3,250 total users. The template requires detailed cost breakdowns for initial setup, ongoing usage, production and non-production environments, and infrastructure components. All costs must be in US dollars and inclusive of all purchases, delivery, taxes, services, safety measures, licenses, travel, and per diem expenses. The proposal must represent the total firm fixed price that will not be affected by potential shifts in contract start dates.

Introduction

Introduction
This template provides a structured approach for proposing the costs associated with delivering the DEPS requirements. The Vendor must fill out all applicable worksheets and cells as described by the template and individual worksheet instructions. This template is the formal Cost Proposal for the Vendor's proposal package. The Vendor warrants that all costs associated with the services as requested in this RFP are included in this template. Failure to adequately represent all costs as requested in this RFP may be grounds for proposal disqualification at the sole discretion of DCYF and the State of Washington. All costs included must be in US Dollars.
Where costs are requested on an annual basis, the year refers to the appropriate year of the contract (i.e. Year 1 refers to the first year of the contract rather than calendar or Federal fiscal year). Vendors must complete the Cost Proposal with the expected cost rate based on the anticipated contract start date as stated in the RFP. However, should the contract start date shift for any reason, DCYF expects Vendors to honor the costs as stated in their Cost Proposal. DCYF understands that the contract will likely begin in the middle of a fiscal or calendar year. The awarded contract will be aligned to appropriate calendar and/or fiscal years during contract negotiations. The total bid cost is a firm fixed price proposal and the determination of the contract start date will not affect the total bid price.
All prices in the cost proposal must be fully loaded and inclusive of all applicable purchases, delivery, taxes, services, safety measures, licenses, travel, and per diem. They encompass all labor, materials, subcontracts, supplies, fees, taxes, and profit.
This workbook contains cost information required for submission of a proposal for the DEPS Services in this RFP. The worksheets within this Response Template are listed below. Please note:
> Worksheet 1 (Total Cost Summary) is automatically updated with the contents from other worksheets.
> Worksheets 2 (Labor Rates), 3 (DDI & Decommission), and 4 (M&O) must be completed.
> Vendors should complete Worksheet 5 (Cloud and Subscription Services) and/or Worksheet 6 (Infrastructure).
> Vendors should complete Worksheet 7 (Cost Assumptions) per their proposed solution and services.
Any proposals that do not provide complete cost information may be excluded from the competitive field.
> Cells requiring Vendor data entry are highlighted in light-green to clearly indicate which cells are available for data entry.
> Cells that contain titles and formulas are marked in dark blue and gray highlight.
> Cells that are not applicable are marked in black highlight.
> Do NOT add, edit or adjust cells unless specifically requested to do so.
> It is the Vendor's responsibility to validate the integrity of the Cost Proposal Template formulas and links.
Key Assumptions:
* Vendors must abide by the deadlines detailed in the RFP.
Instructions: Do not edit this worksheet.

The tables in this worksheet shall be used to provide Vendor hourly labor rates for the various classifications and grades of personnel.
The proposed staff for key project roles must meet the qualification and experience outlined in section 7 of the attachment B.
The labor rates must be loaded costs. Applicable purchase, delivery, tax, services, safety, license, travel, per diem, Vendor's staff training, facilities and any other expenses associated with the delivery of the proposed items and must be included in the Vendor's costs and fixed hourly rates. Use of the existing roles is appreciated, but not required. The Vendor may include additional roles to accurately represent the classifications it uses for describing the various classifications and grades of its personnel.
The total of the Composite Weight Percentage column must equal 100%. Individual and composite hourly rates shall not increase greater than 2% per year.
It is the responsibility of the Vendor to ensure spreadsheet calculations are correct.

If the Vendor is proposing the use of a PaaS/SaaS solution, the Vendor must specify all initial solution costs in the tables below, including: monthly, quarterly, or annual costs, for the life of the contract (e.g., additional seats, transactions, storage, etc.)
The table below is intended to be sufficiently flexible to meet a range of SaaS costing models. Vendors should use the "9. Cost Assumptions" tab, as appropriate, to clarify any assumptions related to their solution costing model. Yearly rates shall not increase greater than 2% per year.Vendors may insert additional rows as required. It is the responsibility of the Vendor to ensure spreadsheet calculations are correct.
Assumption: If the user count is needed to calculate the cloud subscription services cost, Vendors must assume a total user count of 3,250. This includes caseworkers, program, and operations staff at DCYF.

DCYF highly encourages a cloud based SaaS solution, however, acknowledges that a Vendor may propose a solution that is hosted in a commercial data center. If the Vendor is proposing a solution hosted in a “Commercial Data Center,” please include all hardware and software cost associated with a production environment in the first table. For any third party software which the Vendor's solution will leverage, the Vendor must include all one-time and anticipated recuring costs. Yearly rates shall not increase greater than 2% per year.
The second table describes the costs associated with various environment(s) required during the DDI phase. The number of environments may fluctuate depending on the phase of the project.

Cost Assumptions
The Vendor must state all assumptions upon which its pricing is being determined. Assumptions shall not conflict with the Terms and Conditions or Mandatory Requirements of this RFP, and shall not change the requested scope of the RFP as described in this procurement. Assumptions that conflict with the requested products/services, mandatory requirements, Terms and Conditions, or other language of the RFP or its supporting documents will be invalid and will be interpreted in favor of the RFP language. DCYF may disqualify the proposal if, in its discretion, it determines that assumptions stated here cause the proposal to inaccurately represent the costs for scope described in the Vendor's proposal, or meet the needs as described in this RFP. The Vendor must provide a clear understanding to DCYF of the cost impact to DCYF if any assumption is determined to be invalid; DCYF may use these values in consideration of the Cost Proposal.
Instructions: Complete the table below using as many rows as needed. Clearly describe the location of references to the RFP and/or proposal, description of the assumption, rationale for the need of the assumption, and the cost impact to DCYF should the assumption be invalid. Insert additional rows as needed.
