About this file
This is a Solution Data Report RTM Narrative Response Template issued by the Washington State Department of Children, Youth, and Families (DCYF) as part of RFP No. 24-DCYF-CW-081 for the DCYF Enterprise Payment Solution (DEPS). The template requires vendors to provide detailed responses about their approach to meeting data and reporting non-functional requirements in four key areas: General Reporting, Querying, Visualization, and Administration and Management. Each section is limited to three pages, and vendors must use the provided template format without referencing external documents or including marketing materials.
The template includes specific instructions for vendors to document their technical approaches with references to requirements from Attachment E: Solution Data and Reporting Requirements Traceability Matrix (RTM). Vendors must also provide a table of assumptions related to their responses. All responses must be focused specifically on DEPS requirements rather than generic solution capabilities. The file does not contain information about pricing, set-asides, incumbents, or funding sources.

Attachment F:
DEPS Data & Reporting Requirements Traceability Matrix (RTM) Narrative Response Template
Unless otherwise directed, DCYF requires that Vendors use the provided mandatory response templates to prepare responses included in the proposal. DCYF requires that Vendors enter responses directly into templates, and not to insert “see attached file” (or similar statements) in the templates or worksheet to reference separate documents. Proposals not using the mandatory response templates will not be reviewed. Figures and tables must be numbered and referenced in the text of the proposal by that number. DCYF requests that Vendors do not submit marketing materials, product sheets, brochures, customer testimonials, or other pre-printed materials.

The following questions pertaining to Data and Reporting Non-Functional Requirements are a required portion of the RFP response and will be evaluated by DCYF.

Responses should, when necessary, reference requirements using the appropriate RFP Requirement Numbers from Attachment E: Solution Data and Reporting Requirements Traceability Matrix (RTM).
Responses in this section must be highly focused on DEPS-specific requirements and not simply provide generic or marketing descriptions of solution capabilities. DCYF also expects the Vendor to propose its approach for meeting the Non-Functional Requirements included in Attachment E: Solution Data and Reporting Requirements Traceability Matrix (RTM).
General Reporting Approach Instructions: The Vendor must describe its approach to addressing the General Reporting Non-Functional Requirements as listed in Attachment E: Solution Data and Reporting Non-Functional Requirements Traceability Matrix (RTM).
