About this file
This is a non-functional requirements traceability matrix (RTM) narrative response template for the Washington State Department of Children, Youth, and Families (DCYF) RFP No. 24-DCYF-CW-081 for an Enterprise Payment Solution. The template outlines required sections for vendors to detail their approaches to project management, maintenance and operations, legacy systems decommissioning, and design/development/implementation. Each section has specific page limits and requires vendors to address topics including project management methodology, deliverables management, project scheduling, communication planning, risk management, quality assurance, organizational change management, testing, training, implementation, data management, and knowledge transfer.
The template requires vendors to document their assumptions for each major section and prohibits the use of marketing materials or external document references. All responses must be entered directly into the provided template format. The document emphasizes DCYF's interest in understanding vendors' implementation approaches and methodologies, particularly regarding an incremental roll-out of the enterprise payment solution. Vendors must demonstrate experience working with other state agencies on similar implementations and align their responses with DCYF's notional project schedule.

Attachment J:
Implementation and Performance Non-Functional Requirements Traceability Matrix (RTM) Narrative Response Template
Unless otherwise directed, DCYF requires that Vendors use the provided mandatory response templates to prepare responses included in the proposal. DCYF requires that Vendors enter responses directly into templates, and not to insert “see attached file” (or similar statements) in the templates or worksheet to reference separate documents. Proposals not using the mandatory response templates will not be reviewed. Figures and tables must be numbered and referenced in the text of the proposal by that number. DCYF requests that Vendors do not submit marketing materials, product sheets, brochures, customer testimonials, or other pre-printed materials.
