About this file
This document is a Functional Requirements Traceability Matrix (RTM) Narrative Response Template for RFP No. 24-DCYF-CW-081 issued by the Washington State Department of Children, Youth, and Families (DCYF) for their Enterprise Payment Solution (DEPS). The template outlines requirements for vendors to describe their approach to implementing various payment system functionalities including general activities, purchase order activities, accounts payable, payment issuance, garnishments processing, audit activities, reporting capabilities, and payment recipient management. Vendors must provide responses directly in the template with a three-page limit per section, without using external references or marketing materials.
The template focuses on technical response requirements rather than pricing or funding details. It requires vendors to detail their implementation approach for ten key functional areas, with specific emphasis on DEPS business processes rather than generic solution capabilities. Each section must reference specific requirement numbers from Attachment C and demonstrate how the proposed solution will meet DCYF's needs for payment efficiency, accuracy, and transparency in supporting vendors and service providers.

DEPS Functional Requirements Traceability Matrix (RTM) Narrative Response Template
Unless otherwise directed, DCYF requires that Vendors use the provided mandatory response templates to prepare responses included in the proposal. DCYF requires that Vendors enter responses directly into templates, and not to insert “see attached file” (or similar statements) in the templates or worksheet to reference separate documents. Proposals not using the mandatory response templates will not be reviewed. Figures and tables must be numbered and referenced in the text of the proposal by that number. DCYF requests that Vendors do not submit marketing materials, product sheets, brochures, customer testimonials, or other pre-printed materials.
