About this file
This is a response template document titled "Solution Technology RTM Narrative" from the Washington State Department of Children, Youth, and Families (DCYF) for RFP No. 24-DCYF-CW-081 regarding the DCYF Enterprise Payment Solution (DEPS). The template requires vendors to provide detailed narrative responses about their technical approach across 11 key areas: Usability, Audit and Compliance, Performance and Availability, Interface List, Cloud and Remote Hosting, Interoperability, Scalability and Extensibility, Security and Access Controls, Business Continuity and Disaster Recovery, Solution Services Platform, and System Management and Monitoring. Each section is limited to three pages and must specifically address the non-functional requirements listed in Attachment G: Solution Technology-Related Requirements Traceability Matrix (RTM).
The document emphasizes that vendors must use the mandatory response templates provided and enter responses directly into them rather than referencing separate documents. Marketing materials, product sheets, brochures, and customer testimonials are discouraged. The template requires vendors to document any assumptions related to their responses in a table format. All responses must be focused specifically on DEPS requirements rather than generic solution capabilities.

Attachment H:
DEPS Technology-Related Requirements Traceability Matrix (RTM) Narrative Response Template
Unless otherwise directed, DCYF requires that Vendors use the provided mandatory response templates to prepare responses included in the proposal. DCYF requires that Vendors enter responses directly into templates, and not to insert “see attached file” (or similar statements) in the templates or worksheet to reference separate documents. Proposals not using the mandatory response templates will not be reviewed. Figures and tables must be numbered and referenced in the text of the proposal by that number. DCYF requests that Vendors do not submit marketing materials, product sheets, brochures, customer testimonials, or other pre-printed materials.
