DEFINITIONS AND ACRONYMS
Acute Hazardous Waste
Those wastes listed in the OEBGD Table AP1.T4 with a USEPA waste number with the “P” designator, or those hazardous wastes in Table AP1.T4 with Hazard Code H.
Biological Waste (BW)
Biological waste is any material that contains or has been contaminated by a biohazardous agent. Includes any human-derived biological or substance known, assumed, or suspected of being infectious to humans, plants, or animals before treatment that may cause harm to the general public if released into the environment.
Final Governing Standards (FGS).
A comprehensive set of country-specific substantive provisions, typically technical limitations on effluent, discharges, etc., or a specific management practice.
Environmental Permits
The facility environmental permits shall be obtained and held by the KO.
Hazardous Material (HM)
Any material that is capable of posing an unreasonable risk to health, safety, or environment if improperly handled, stored, issued, transported, labeled, or disposed because it displays a characteristic listed in Table C5.T1, “Typical Hazardous Materials Characteristics”, or the material is listed in Table AP1.T4 of the OEBGD. Munitions are excluded.
Hazardous Waste (HW)
Per the OEBGD, hazardous waste is a discarded material that may be solid, semi-solid, liquid, or contained gas, and either exhibits a characteristic of a hazardous waste as defined in section OEGBD AP1.1 or is listed as a hazardous waste in OEGBD Tables AP1.T1 through AP1.T4. Excluded from this definition are domestic sewage sludge, household wastes, and medical wastes.
HW Accumulation Point (HWAP)
Per the OEBGD, a site, shop, or other work center where hazardous wastes are accumulated until removed to a HW storage area or shipped for treatment or disposal. Each site may be used to accumulate no more than 208 liters (55 gallons) of HM/HW or one liter (one quart) of acute hazardous waste from each waste stream. The HWAP must be at or near the point of generation and under the control of the operator.
Hazardous Waste Log (HWL)
A listing of HW deposited and removed from an HWSA. Information such as the waste type, volume, location, and storage removal dates should be recorded.
Hazardous Waste Management Plan (HWMP)
In accordance with OPNAVINST 5090.1C, every Navy shore activity that generates HW shall develop and use a HW Management Plan or a HW management component in its P2 Plan and EMS. A HW Management Plan shall:
– Identify applicable federal, state, and local regulations pertaining to the generation and management of HW.
– Identify training requirements and describe procedures for obtaining training and maintaining training records.
– Assign responsibilities for the generation, designation, handling, storage, treatment, disposal, and all documentation.
– Describe all HW generation and management procedures.
– Include or reference the HW minimization plan and goals.
– Include or reference contingency plans and emergency response procedures.
The plan shall be kept up to date to include changes in HW generation and management procedures, as well as changes in applicable DoD OEGBD and DoD FGS regulations. The plan shall include or reference minimization procedures sufficient to achieve DOD minimization goals. Tenant activities may be covered by the host CO's HW Management Plan.
Hazardous Waste Profile Sheet (HWPS)
A document that identifies and characterizes the waste by providing user's knowledge of the waste, and/or lab analysis, and details the physical, chemical, and other descriptive properties or processes that created the hazardous waste.
Hazardous Waste Storage Area (HWSA)
One or more locations on a DoD installation where HW is collected prior to shipment for treatment or disposal. A HWSA may store more than 55 gallons of a HW stream and more than one quart of an acute HW stream.
Hazardous Waste Storage Area Manager (HWSAM).
A person, or agency, on the installation assigned the operational responsibility for receiving, storing, inspecting, and general management of the installation's HWSA or HWSA program.
Installation Environmental Office
The Government function on the installatio that has the authority to implement the Navy's environmental policies and decision-making regarding environmental compliance issues as well as environmental operational issues.
Installation Environmental Program Director (IEPD)
The Government function on the Installation that has the authority to implement the Navy's environmental policies and decision-making regarding environmental compliance issues as well as environmental operational issues. The IEPM is the primary liaison for all U.S. government officials unless otherwise specified in writing.
Memorandums of Agreement/Understanding
The installation commanding officer or his designated representative shall retain signature authority for all MOAs and MOUs.
Other Regulated Waste (ORW)
Wastes that are not hazardous under federal RCRA regulations, but may be regulated by other federal programs (e.g., TSCA, OSHA, CERCLA, DOT)
Overseas Environmental Baseline Guidance Document (OEBGD)
Document that establishes standards for environmental compliance at DoD controlled or operated installations in countries for which no Final Governing Standards have been established.
Sampling Plan
Plan and procedures to conduct sampling, field testing and laboratory analysis for a defined testing objective.
Spill Prevention and Response (SPR) Plan
Plan and procedures for the installation to exercise oil and hazardous substance (OHS) spill prevention measures and to provide effective countermeasures in the event of an OHS spill ashore.
Spill Prevention Control and Countermeasure (SPCC) Plan
Plan and procedures for the installation to exercise oil spill prevention measures and to provide effective countermeasures in the event of oil spill ashore. This may include field testing and inspection services to maintain compliance.

I&CO Projected Waste Stream
· In the tables below an estimate of the waste stream arising out of I&CO activities is presented. Materials and volumes presented are meant as a guide and actual materials or quantities used may vary.
· Of special note is the need to flush and rinse the pipes in the RDH associated with the ACS installation in fall 2020 to fall 2022. The volumes of materials used in this operation are substantial and merit special mention.
· The flushing rig will be set up in the DHSB mechanical room near the ACS Cooling Skids. The Contractor shall provide all labor and materials to receive flushing effluent from the DHSB: a 1-1/2” fire hose (with English-Metric adapters as required to complete the connection) will be required from that location out to the tanker truck or series of large tanks for disposal.
· Flushing will occur in fall 2020 as a risk mitigation effort in the High Bay and again at the DHSB when I&CO activities occur.
