Raw Water, Water Treatment and Distribution Systems Description

Raw water system:

Two redundant well water pumps shall maintain the required amount of water in a water tank and in two fire tanks. Level transmitter shall provide level indication at each tank. A primary selector at the BAS shall allow the operator to select which pump shall start initially. Each well pump shall be supplied with motor starter and h-0-a switch. In the hand position the pump shall start and continue to run until manually stopped. With the switch in the auto position, the BAS shall start the primary well pump when the level in the water tank and/or either fire tank falls below the low level set point. The pump shall run until the level in all tanks reaches high liquid level. If the primary pump fails during operation, the stand by pump shall be energized to start and run. If the water level in either tank exceeds low-low or high-high level setpoint, an alarm shall be annunciated at the BAS. A normally closed motorized valve at the discharge of the well pumps shall provide isolation of the well pumps during shutdown. The valve shall open when the level in the potable water tank falls below low level set point. When the high level setpoint in the potable water tank is reached, the valve shall close. If after an adjustable time delay the valve is not proven open, an alarm shall be annunciated at the BAS. An independent float control valve, located at the inlet to the potable water tank shall stop flow to the tank, when the water reaches 0.25 m below the overflow level. If the well pump continues to run, a high-high pressure switch shall stop the pump. The pressure switch shall reset when the high level alarm resets to normal.

Potable water pressurization:

The pressure in the potable water system shall be maintained with two 50% tanks and two redundant pumps. The pumps shall be supplied in a skid, complete with h-0-a switch, indication lights and audible alarm, magnetic motor contactors, motor overload and lead/lag alternator. The pumps shall be alternated by the ddc at each startup to equalize runtime. The selected lead pump shall start when the pressure at either tank falls to 450 kpa and remain operational until the pressure in both tanks reaches 580 kpa. Each pump shall be provided with an integral controller that modulates the pump's speed to maintain differential pressure. This setpoint shall be manually set by the user at the pump. If running pump trouble is detected, the pump is disabled, an alarm is activated and the lag pump is enabled. If the lead pump is operational and cannot supply enough flow and the system pressure continues to fall, the lag pump shall start and run. Both pumps shall then run until the pressure in both tanks reaches 580 kpa setpoint. If the pressure at the operating pump suction falls below setpoint, a low pressure switch shall shut down the pump and indicate failure.

Pump trouble shall be detected either by general pump signal or system trouble at low and/or high high pressure. If during automatic operation the pump(s) fail to shut down, a high-high pressure switch shall activate an alarm at the BAS and stop the pump(s). A low-low pressure switch shall indicate failure of the pump(s) and activate an alarm at the BAS.

Sodium hypochlorite system:

The potable water shall be treated with sodium hypochlorite in two locations: before the tank to 5 ppm concentration and leaving the building to 2 ppm concentration. The sodium hypochlorite solution shall be stored in a tank and injected to each location with a dedicated metering pump on a fixed ratio. The ratio shall be adjustable and shall be provided by the BAS to the variable speed pump controller. Each pump shall be enabled by a signal from the BAS upon registering minimum water flow with flow meter. Each set point shall be manually set by the user at the pump. The sodium hypochlorite tank shall have a level transmitter to provide level indication at the BAS and permissive to the metering pumps.

Building and tanks heating system:

The building hot water system is designed to provide heating for the building and to protect the fire and potable water storage tanks from freezing. The system is primary, consisting of one electric hot water boiler, two pumps: lead and lag, and a piping loop, unit heaters and tank heaters. The boiler shall be provided with factory installed outdoor reset, leaving water temperature sensing, and capability to maintain temperature output by staging its electric elements.

Unit heaters shall maintain each room indoor temperature at setpoint of 7 deg c (adjustable). A dedicated room thermostat shall modulate the three way valves to all unit heater coils, located in that room. Immersion tank heaters shall maintain the stored water at setpoint of 5.6 deg c (adjustable). For each tank, a temperature transmitter on the return line shall open/close the associated three way valve to the associated heater.

The heating water system shall be controlled by the BAS. The system shall be enabled when either room temperature falls below setpoint and/or the outside air temperature falls to 2 deg c lower than the maximum active setpoint of 14 deg c (adjustable). The heating mode shall be disabled if all temperatures are 2 deg c above setpoint, and the outside air temperature rises above 2 deg c higher than the maximum active setpoint temperature of 14 deg c (adjustable) for a period of more than 5 min.

When the BAS places the system in the heating mode the lead pump shall start and run continuously. Whenever the cumulative run-time of the lead pump exceeds the cumulative run-time of the lag pump by 168 hours, the lead and lag pumps shall alternate function, with the lead becoming the lag pump, and the lag pump becoming the lead pump. During switchover, a time delay of 30 seconds shall be provided between stopping and starting of the pumps. An adjustable current switch shall prove system flow.

Once flow is proven, the BAS system shall start the boiler. When energized, the boiler shall operate under its factory installed internal safeties and controls to maintain the hot water supply temperature in accordance with a linear reset schedule. The boiler sequence controller shall simultaneously adjust capacity staging in order to achieve the heating water supply setpoint. If the boiler fails to start upon request and/or flow cannot be proved, the BAS system shall signal a boiler and/or pump failure alarm and time-stamp and store the event. Boiler temperature and pressure as indicated on the build-in temperature/pressure gauge shall not exceed normal operating limits (94 deg c and 205 kpa).
