About this file
This document provides standard operating procedures (SOPs) for liquid natural gas (LNG) offloading at Naval Station Guantanamo Bay, Cuba. The SOPs require compliance with all safety and security protocols during LNG transfer operations, including maintaining communication systems between the vessel and shore, posting proper warning signs, certifying personnel have required training and experience, conducting pre-transfer inspections of equipment and cargo, executing a declaration of inspection, providing an operations manual outlining procedures and duties, ensuring general training on hazards and emergency response, collecting cargo measurement data, designating vehicle parking areas, and having the operations and emergency manuals on hand. Adhering to the SOPs aims to safely transfer LNG while protecting personnel and facilities.
The related federal contract opportunity is a draft solicitation for base operations support services at Naval Station Guantanamo Bay. The services include family housing, facility management, investment and maintenance, custodial services, integrated solid waste management, grounds, utilities, and vehicles/equipment. The solicitation is seeking proposals from contractors to provide the outlined support services to the base. The Department of the Navy Naval Facilities Engineering Command is the contracting agency.
