This file is a Question and Answer (Q&A) document for a National Geospatial-Intelligence Agency (NGA) solicitation for ISO 9001 certification auditing services. The contract (Solicitation Number HM157525R0010) seeks an independent Certification Body to audit the NGA Aeronautical Safety of Navigation Office and verify conformance to ISO 9001:2015 standards. Key details include a question deadline of April 16, 2025 at 5:00 PM CT, with specific requirements for the Certification Body to be accredited by the International Accreditation Forum and have auditors certified as Lead Auditors.
The Q&A document reveals important administrative and technical nuances, including surveillance audit requirements in calendar years 2025 and 2026, technical proposal page limit changes (amended to 6 pages), and specific outsourcing processes to be reviewed (including software development, product finishing, and content distribution). The contract involves multiple option years, with the agency's current certification valid until September 12, 2027. Q&A
| ID | Question | Response |
What processes do you outsource, if any, to a third party? | Software Development, Product Finishing, Finishing/Dissemination, Vertical Obstructions, Airfield Infrastructure, EIPL, Content Distribution, Printing, Replication
What legal obligations and other US government regulations specifically apply to ISO 9001 beyond the requirements stated in ISO 9001? | Must abide to government security policies as listed in the SoW
How many MAJOR nonconformances have been cited by the previous Certification Body (CB) in the past three years? | Zero
The term “Registrar” is no longer used in our industry. ISO 17021 governs certification activities. This standard refers to organizations certifying organizations to management system standards as “Certification Bodies (CB)”. Since there are CB’s with the name “Registrar” in their company name, it is prejudicial and limits fair and open competition to utilize this outdated term. | Registrar is synonymous to CB within the scope of this SOW.
State whether the organization has in its possession the previous 3 years of audit reports (yes or no). | Yes
State whether the organization has in its possession the previous 3 years of corrective actions issued by the CB (yes or no). | Not applicable - we did not have any corrective actions
State whether the organization has all previously issued ISO 9001 certificates in its possession (yes or no). | Yes
State whether the organization has ever had a lapse in certification (yes or no). If yes, state how many times and during what year(s). | No
ISO 17021 requires a surveillance audit occur once per calendar year and not annually. The PWS refers to surveillance audits as being conducted annually. This should be changed. Provided that a surveillance audit occurs in calendar year 2025 (and not by August 2025), there is no issue with the audit timing. | To mitigate any risk of the organization's lapse in certification, it is required as part of this SoW that the audits occurs before the expiration of the certificate.
There are no requirements for the Offeror or its auditors. To ensure that [ ] receives services from an accredited Certification Body, the PWS should state, “The Offeror shall be a Certification Body accredited to ISO 17021 by a member of the International Accreditation Forum (IAF) with a scope of membership that includes ISO 9001. The Offeror’s auditors shall be certified as Lead Auditors by either Exemplar Global or the International Registry of Certificated Auditors. Copies of the Certificate of Accreditation and each auditor’s certification must be provided with the Technical Proposal.” Without these requirements, [ ] could award a contract to an unaccredited company. | It is required that the CB shall be a accreditated by an Accreditation Board as a member of the IAF that adheres to the mandatory requirements demonstrating a current participation and conforming status whose scope includes the current version of the ISO 9001 standard. Adherence to the IAF requirements shall be demonstrated through the approved Certificate of Accreditation.
Section B of solicitation doesn’t match the statement of work (attached). We are supposed to enter the pricing in Section B. | Updated all the CLIN descriptions. See Amendment 0001.
Is there a due date for questions? | Yes, the deadline for questions is April 16, 2025 by 05:00 CT. See Amendment 0001.
There are 3 items for Option Year 3. What is Item 3003 for? | This appears to be an oversight; Please see Amendment 0002 to remove CLIN 3003.
The instructions to Offerors limits the Technical Proposal to 3 pages. It is not possible to provide an adequate response and include required information within three pages (e.g., our Certificate of Accreditation is more than 3 pages). Separately, the Price Proposal has no page limit. We are requesting that the Technical Proposal have no page limit and that the Price Proposal be limited to the pages provided by the Agency to use to populate the CLIN structure. | Amened RFP has changed the maximum page limt to 6 pages. See Amendment 0003.
Please note that Certification Bodies (CB) are required to have specific information in a Technical Proposal for government clients. A typical Technical Proposal for us is 90 pages and includes a copy of our Certificate of Accreditation which is 6 pages alone. | Adherence to the subject RFP technical proposal submission requirements can be accomplished without furnishing actual industry documents associated with compliance to IAF, ISO 17021, Accreditation Body, etc. For example, submission of a Certificate of Accreditation (6+pgs) itself is not required in order for one to potentially adequately provide a supporting technical narrative around how that respective company has a Certificate of Accreditation from [insert governing body] and intends to utilize those approved processes in accomplishing respective SOW areas. References can be made to those respective documents and/or processes without having to be included in totality
The Agency’s certificate does not expire until September 12, 2027. Surveillance audits must occur in 2025 and 2026. As stated in ISO 17021, surveillance audits must occur once per calendar year. Provided that surveillance audits occur in calendar years 2025 and 2026, there is no risk or threat to the Agency’s certification. We again ask that the wording be changed and that the requirement to conduct such an audit by August 2025 be removed | NGA understands that the ISO 17021 surveillance audits shall be conducted once a calandar year; however, NGA will move forward with the Current SOW requirement to ensure there is appropiate oversight and timely completion of when we want to get the audits completed. No SOW change will be made.
