About this file

This is an evaluation provision (FAR 52.212-2 addendum) for commercial products and commercial services procurements. The Government will award a purchase order to the responsible quoter whose conforming quotation provides the most advantageous value, considering price and other factors. All quotations must meet minimum solicitation requirements; alternate quotations are not accepted.

Quotations will be evaluated using three factors: Technical, Past Performance, and Price. Technical evaluation assesses the extent to which a quotation meets or exceeds Government requirements as specified in the solicitation and instructions to quoters. Past Performance evaluation examines relative risks associated with a quoter's likelihood of successful performance based on the quoter's record, which may include the contracting officer's prior knowledge, customer surveys, past performance questionnaire replies, Contractor Performance Assessment Reporting System (CPARS) data, or other reasonable sources. Price evaluation is calculated by totaling all line item prices. The Government reserves discretion to select a quotation other than the lowest price if it provides additional benefits, and may select quotations exceeding minimum requirements without being obligated to do so. The comparative evaluation process follows FAR 13.106-2(b)(3).
