Campus Propane Delivery – Questions & Answers
1. Can the Government provide any available as-built drawings, utility maps, or known routing information associated with existing underground propane lines and regulators serving the campus tanks?
Unfortunately, we have no drawings showing buried propane lines.
2. Can the Government clarify whether the contractor’s maintenance responsibility for underground propane lines is intended to include complete replacement of existing underground infrastructure in the event of catastrophic failure or latent underground conditions?
In the event of a failure of latent defect, the contractor will only be responsible for repairing what failed.
3. Are the existing propane tanks currently contractor-owned or Government-owned, and will the existing tanks remain in place for contractor use or be removed/replaced by the awarded vendor?
Existing tanks are a mixture of government owned and owned by the current propane supplier. Awarded propane supplier will either have to place their own tanks, or purchase existing tanks from current supplier.
4. Can the Government provide any historical maintenance records, known deficiencies, or prior repair history associated with the propane systems, underground piping, or regulators?
During the previous contract, tanks and supply lines were pressure tested annually.
5. Can the Government clarify whether there are any required response times for non-emergency maintenance or repair requests beyond the stated 24-hour emergency fuel delivery requirement?
We have no response time defined for non-emergency matters.
6. Does the Government anticipate any site access restrictions, escort requirements, or after-hours access limitations that may impact emergency delivery or repair operations?
There are no escort requirements for delivery drivers. Deliveries can be made 24/7.
The 1000 gallon tanks have chain link fences around them secured with a padlock. Combo will be given to awarded contractor.
7. Can the Government clarify whether the awarded contractor will be permitted to use existing tank pads, foundations, and utility connections where compatible with the contractor-provided equipment?
Existing tank pads, foundations and utility connections can be used by the awarded contractor.
