About this file

This document is an addendum to FAR clause 52.212-2 establishing the evaluation criteria and approach for commercial products and commercial services quotations. The Government will award a purchase order to the responsible quoter whose conforming quotation is most advantageous to the Government, considering price and other factors.

Quotations will be evaluated using a comparative evaluation process based on three factors: Technical, Past Performance, and Price. For the Technical factor, quotations will be assessed on their ability to meet and/or exceed the Government's requirements as outlined in the solicitation and instructions to quoters. The Past Performance evaluation will assess relative risks associated with a quoter's likelihood of success in fulfilling solicitation requirements, based on the contracting officer's knowledge and prior experience, customer surveys, past performance questionnaire replies, Contractor Performance Assessment Reporting System (CPARS) data, or other reasonable sources. Price evaluation will be determined by totaling all line item prices. The Government reserves the right to select a quotation other than the lowest price if it provides additional benefits, and quotations may exceed minimum requirements. Each response must meet minimum solicitation requirements, and the Government is not requesting or accepting alternate quotations. The document is effective as of April 18, 2025 (Revision 02).
