About this file

This is an amendment to a combined synopsis-solicitation for commercial products and commercial services issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 (Togus VAMC) in Augusta, Maine. The solicitation, numbered 36C24126Q0426, seeks a qualified vendor to repair and replace the compressor for Air Handler Unit (AHU) 21 Chiller at the Togus VA Medical Center. The procurement is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSBC) concerns, with a NAICS code of 811310 and a small business size standard of $12.5 million. The FSC/PSC code is Z1DA. Responses must be submitted by May 19, 2026 at 5:00 PM Eastern Time, with a mandatory site visit scheduled for May 14, 2026 at 10:00 AM at Building B200E, Togus VA Medical Center.

The amendment addresses a contractor question and clarifies critical technical requirements for the work. Specifically, the compressor cannot be isolated during replacement; the entire refrigerant circuit must be recovered and cannot be reused due to the nature of the failure. The oil equalizer line must be drained and fresh oil added to ensure proper system functionality. Contractors are required to contact the Contracting Officer Representative (COR) after award but prior to fieldwork to review proposed methods, plans, and infection control procedures. Interested parties should direct questions to Kenya R. Mitchell, Contract Specialist, at Kenya.Mitchell1@va.gov or 860-666-6951. The place of performance is Togus VAMC, 1 VA Center, Augusta, ME 04330.

2.Respond to question received:

I am writing to request clarification regarding the compressor replacement for AHU 21 Chiller. Specifically, we would like to confirm whether the compressor can be isolated during the replacement process, or if the addition of new refrigerant will be required.

Isolating the compressor during replacement is not possible. The refrigerant from the entire circuit must be recovered and, because of the nature of the failure, cannot be reused. Additionally, during installation, the oil equalizer line will need to be drained, and fresh oil should be added to the circuit to ensure proper system functionality
