About this file
This is a Buy American Certificate template (FAR 52.225-2, October 2022) used in federal procurement to certify the domestic content status of end products being offered.
The certificate requires offerors to identify each end product as either domestic or foreign, with specific documentation requirements for each category. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether the items exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. Offerors must also separately list line item numbers for domestic end products containing critical components as defined in the solicitation's "Buy American-Supplies" clause. The certificate includes designated sections for recording foreign end products with their country of origin and domestic content percentages, as well as a section for listing domestic products with critical components. Government evaluation of offers will follow the policies and procedures outlined in Federal Acquisition Regulation Part 25. This template is applicable to the Department of Veterans Affairs' Sources Sought Notice for Virtual Reality Digital Therapeutic Equipment at Rocky Mountain Regional VA Medical Center (Solicitation 36C25926Q0619), where country of origin and domestic product availability are evaluation considerations.
