About this opportunity

The Department of Veterans Affairs Veterans Health Administration VISN 2 seeks construction of a new salt barn on the north side of the Batavia VA Medical Center campus, with written questions due November 30, 2026 and bids due December 7, 2026 at 11:00 AM Eastern. The Set Aside line reads "No Set-Aside Used," and the procurement is a sealed bid under NAICS 236220, Commercial and Institutional Building Construction.

Work is performed at the Batavia VAMC campus in Batavia, New York, with a pre-bid site visit on November 17, 2026 at 10:00 AM at the Building 2 Loading Dock. The performance period is 240 calendar days from Notice to Proceed, with work Monday through Friday, 8:00 AM to 5:00 PM Eastern. The magnitude of construction is $500,000 to $1,000,000, and the business size standard is $45 million.

Scope includes demolition of the existing salt barn, asphalt, and concrete, plus electrical service from Building 10; excavation and compacted stone base; 12-inch cast concrete walls with 5,000 psi air-entrained concrete and epoxy-coated rebar on three sides, open on the south side; an 8-inch pad with glass fiber-reinforced polymer rebar; a manufactured steel roof (Steel Master Model R30-15, 30 by 60 feet); and new electrical work including a NEMA 4X, 100-amp, 3-phase panel and lightning protection meeting NFPA 780, UL 96A, and LPI 175.

Contractors must perform an underground survey using electromagnetic and ground penetrating radar to locate existing electrical conduit and the main water pipe serving the campus. Submittals and shop drawings are required before mobilization, and a pre-construction work plan covering excavation, trenching, crane operations, and environmental controls requires approval before construction. Concrete requires third-party testing for air, slump, and cylinder breaks at 14 and 28 days minimum. Contractors must submit Vets4212 Reports, acknowledge all amendments, and include a Buy American Act Certificate as a separate attachment. Clause 852.232-70 caps retainage at 10 percent.

Bids are emailed to nicholas.winne@va.gov with copies of the original bid bond, and bid opening is December 7, 2026 at 10:00 AM via Microsoft Teams. Written questions go to the same address.
