About this file
This document is a federal contracting provision template titled "Buy American Certificate" (FAR 52.225-2, October 2022 version) prescribed for inclusion in solicitations under FAR 25.1101(a)(2).
The provision establishes certification and disclosure requirements for offerors regarding the domestic or foreign origin of end products. Offerors must certify that all end products are domestic end products, except those explicitly listed as foreign end products in the certificate. For domestic end products containing critical components, offerors must separately identify the corresponding line item numbers by reference to FAR 25.105. For foreign end products that are manufactured in the United States but do not qualify as domestic end products and do not consist wholly or predominantly of iron or steel, offerors must indicate whether the items exceed 55 percent domestic content, with the exception of COTS (Commercially Available Off-The-Shelf) items; if domestic content percentage is unknown, offerors must select "no." The provision includes a table format for offerors to list foreign end products by line item number, country of origin, and domestic content status. The provision specifies that the Government will evaluate offers in accordance with part 25 of the Federal Acquisition Regulation and references the related "Buy American-Supplies" clause for applicable definitions.
