About this opportunity
The USDA Office of Contracting and Procurement is soliciting quotations on behalf of the Agricultural Research Service for 125 tons of Cow Cake, with quotes due November 11, 2026. This is a Total Small Business Set-Aside, issued as a commercial-item Request for Quotation under FAR Part 12 with NAICS 311119 and a 650-employee size standard.
Delivery is to the Fort Keogh Livestock and Range Research Laboratory, 243 Fort Keogh Road, Miles City, Montana 59301. Semi-load bulk deliveries run from November 16, 2026 through February 28, 2027, Monday through Friday from 7:30 a.m. to 3:30 p.m. local time, with emergency weekend or holiday deliveries permitted on prior notification to the Technical Monitor. The contractor must notify the Technical Monitor three workdays before shipment with anticipated tonnage and carrier information. The firm-fixed-price contract is FOB Destination.
Pellets are 3/4 inch, average approximately 20% crude protein, and range from 13% to 28% individually. They must be formulated from alfalfa, barley, corn, peas, canola, and wheat or similar ingredients without added vitamins or minerals, and must not be hot at delivery. State Certified Weight Tickets must be established at the contractor's facility before shipment and confirmed at destination, identifying each load by ticket number.
Evaluation uses lowest price technically acceptable. Technical acceptability requires confirmation of capability to meet specifications, protein pellet specifications, delivery requirements, and delivery times. Past performance is rated acceptable, neutral, or unacceptable based on prior contract history and CPARS data. The Technical Capability Narrative may not exceed two pages.
Submissions require an SF 1449 with pricing, Attachment 2 (Buy American Certificate, FAR 52.225-2), and Attachment 3 (Place of Manufacture, FAR 52.225-18).
