About this file
This is a Buy American Certificate form (FAR 52.225-2, October 2022 version) that serves as a template for offerors to certify compliance with Buy American requirements in federal procurements. The certificate requires offerors to certify that each end product is domestic unless otherwise listed, and to identify any foreign end products manufactured in the United States that do not qualify as domestic. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. Offerors must also separately list line item numbers for domestic end products containing critical components as defined in the solicitation's "Buy American-Supplies" clause.
The certificate includes designated sections for listing foreign end products with their country of origin and domestic content percentages, as well as a section for identifying domestic end products containing critical components. The form notes that the Government will evaluate offers in accordance with Federal Acquisition Regulation (FAR) Part 25 policies and procedures. This template is not tied to a specific product or service requirement but rather serves as a compliance documentation tool that would be included in solicitations to ensure adherence to domestic sourcing preferences in federal contracting.
