Advanced GPS Technologies (AGT) Program

Statement of Work

Task Order 0005

19 July 2017

1.0 Scope

The objective of this task order is to provide AFRL/RVE with the required research, engineering, technical, and program management to perform aerospace technology research, analysis, integration, and test and evaluation for Positioning, Navigation, and Timing (PNT) experiments and demonstrations. This support includes (1) Engineering, (2) Design, Fabrication, and Assembly, (3) Integration and Test to establish performance, raise TRL and/or ensure space worthiness, (4) Mission Development, (5) Program Management, and (6) Integration and Test Facility Support. This Task Order will support the evaluation and review of PNT related ground experiments and ground based analyses or studies to their completion, or to the end of the RISE contract’s period of performance, whichever is earlier. Activities conducted will support development, evaluation, and test of a PNT payload that could be considered for a spaceflight experiment. To accomplish this, specific tasks will include:

2.0 Compliance and Reference Documents

Compliance and Reference Documents are listed in Attachments 1 and 2 of the Basic Contract Statement of Work.

3.0 Requirements

3.1 Engineering

3.1.1 The contractor shall perform systems engineering for mission definition, to include refining objectives for flight experiments, ground experiments, or component development.

3.1.2 The contractor shall research, survey and articulate stakeholder objectives and requirements;

identify mission constraints; refine mission and system requirements; develop Concepts of Operations; and establish mission alternatives.

3.1.3 The contractor shall perform requirements analysis, verification and validation, to include capturing, articulating, and refining primary system requirements, and establish traceability to mission objectives.

3.1.3.1 The contractor shall derive (alternately referred to as decompose or flow-down) system requirements and mission constraints to segment, subsystems, and lower-level components to support design and evaluation of government reference designs.

3.1.3.2 The contractor shall review, critique, and evaluate requirements derived by other organizations from requirements allocated to those organizations; and validate primary and derived requirements.

3.1.3.3 The contractor shall perform requirements traceability and impact analyses, develop functional and physical architectures, and allocate requirements to support detailed requirements development.

3.1.4 The contractor shall support the system architecture design by developing alternate design solutions; establishing, refining and maintaining functional and physical design baselines for the preferred solution; and performing detailed design of hardware, firmware, software, operating procedures, and support equipment.

3.1.5 The contractor shall perform evaluations and analyses through computer simulation and/or analysis tools, with capabilities that include structural and dynamics modeling; mechanical and structural solid-modeling; thermal modeling (including radiative and conductive transfer); PNT payload component or overall payload performance modeling.

3.1.6 The contractor shall develop, refine and maintain system, subsystem, and lower-level design documents for hardware, firmware, software, operating procedures and support equipment; and develop, refine and maintain interface control documents.

3.1.7 The contractor shall perform technical management processes, to include decision analysis. This includes conducting trade-off studies, feasibility studies, or cost-benefit-risk analyses to evaluate technical options available for mission or system development, and providing the results to the PNT Program Office. This also includes analyzing the requirements for system or support equipment (including all hardware firmware, or software), and recommending to the PNT Program Office whether purchasing or building the equipment will be more cost effective for the Government.

3.1.8 The contractor shall support technical planning activities, to include estimating the cost and schedule associated with mission, system development, or experiment activities; developing technical planning tools and documents, including integrated schedules, master plans, and work breakdown structures; and estimating, recommending, and acquiring resources needed to execute a mission, system development, or an experiment, including tools, facilities, and personnel.

3.1.9 The contractor shall provide technical assessments to the Program Office. This includes:

3.1.9.1 Analyzing the complete system design results to ensure mission success criteria and/or system performance requirements can be met.

3.1.9.2 Assessing the structural, mechanical, electronic, and software components for reliability and suitability to the application environment.

3.1.9.3 Assessing the PNT Program’s system design, components, payloads, test equipment, and/or experiment plans for compatibility with currently defined program baseline schedule and cost constraints.

3.1.9.4 Conducting research, prepare and present formal briefings at program and technical reviews.

3.1.9.5 Reviewing briefings and technical documents presented to the PNT Program Office and evaluate the implications of the content for mission success or system performance.

3.1.9.6 Collect and analyze applicable data for the space and ground systems to ensure that then overall mission objectives or system performance requirements are satisfied.

3.1.10 The contractor shall support requirements management, to include implementing and maintaining a version-controlled database of mission objectives and system requirements; developing and implementing a process for requesting, reviewing, granting and tracking waivers to system requirements; and performing traceability and impact analysis between mission objectives, system requirements, design, requirement waivers, material nonconformance, test failures, and system anomalies.

3.1.11 The contractor shall support risk management activities, to include developing and implementing a risk management program; identifying, analyzing, and reporting risks; developing, selecting, and implementing risk handling options; and monitoring the implementation and effectiveness of risk handling options.

3.1.12 The contractor shall support configuration management activities, to include:

3.1.12.1 Developing and implementing a configuration control program for the system, payloads, flight software, ground test and operations software, and ground-based experiments.

3.1.12.2 Identifying changes to the mission or system baseline, performing traceability and impact analyses to system requirements, design and verification, and ensuring the changes properly implemented in all regimes of system development.

3.1.12.3 Developing and implementing a configuration control process for all technical documents and data.

3.1.13 The contractor shall conduct data management, which will include developing and implementing a data control plan; and specifying, procuring, installing, certifying, administering, and operating systems to perform data collection, storage, processing, protection, and distribution.

3.1.14 The contractor shall provide interface management, to include:

3.1.14.1 Defining, developing, maintaining, and distributing interface definitions between the

Government and each mission stakeholder, provider, or receiver (1) at all levels of system organization, and (2) for mechanical, electrical, software, or virtual (logical) interfaces.

3.1.14.2 Designing, developing, maintaining, and creating programs and test facilities for the purpose of facilitating interface development or verifying interface compliance.

3.1.15 The contractor shall conduct mission and/or quality assurance, to include:

3.1.15.1 Support developing and implementing a mission assurance program throughout procurement, fabrication, coding, assembly, integration, and test commensurate with the program schedule and cost constraints and risk profile.

3.1.15.2 Applying selection, screening and/or certification criteria to segments, subsystems, components, parts, or other materials as appropriate.

3.1.15.3 Assessing and reporting the reliability of the system and/or its constituent partitions.

3.1.16 The contractor shall provide the following specialty engineering support, to include:

3.1.16.1 System Safety: The contractor shall address system safety engineering in the design of all system and support equipment; develop and implement safety measures into all procedures;

and conduct and/or support safety reviews.

3.1.16.2 Security: The contractor shall ensure compliance with all applicable communications security (COMSEC) and cryptographic requirements and contribute to Information Assurance (IA) accreditation for the system’s space, ground, and support equipment.

3.1.16.3 Radio Frequency Management: The contractor shall contribute to the frequency coordination for the system’s space, ground, and support equipment, especially in obtaining approval for RF emissions from the appropriate level of authority; and implement designs and/or corrective measures to ensure the system’s space, ground, and support equipment are compliant with the NTIA Redbook.

3.1.16.4 Environmental Compliance: The contractor shall contribute to environmental assessments or environmental impact determinations for system or support equipment or mission operations; and implement designs and/or corrective measures to achieve compliance with environmental regulations.

3.1.17 The contractor shall procure, develop and/or present technical education and training resources on PNT-related systems and techniques.

3.1.18 The contractor shall research, identify, and establish technical partnerships with other organizations (including US Government, foreign government, and US and foreign commercial and non-governmental organizations) to obtain technical advice, resources, and assistance beneficial to the PNT research effort.

3.1.18.1 The contractor shall attend technical interchange meetings and design reviews as scheduled by the AGT Program Office. The contractor shall review technical presentations, assess the technical efforts made/proposed, and report the findings to the AGT Program Office. The contractor shall attend the conferences listed below to support AGT systems engineering activities.

3.2 Design, Fabrication and Assembly

3.2.1 The contractor shall design, develop, and assemble spaceflight equipment (PNT payloads);

including interfaces related to thermal, electrical power, avionics, guidance, navigation, propulsion, attitude control and communication subsystems; and associated harnesses, cables, and other flight hardware.

3.2.2 The contractor shall design, fabricate, and assemble ground systems for payload command and control, operations, experiments, and for mission data analysis, including:

3.2.2.1 Specifying, procuring, installing, and integrating ground system equipment, especially antennas, radiofrequency equipment, data processing equipment, data storage, and software.

3.2.2.2 Implementing as developed in 3.1.16.2 applicable COMSEC and cryptographic requirements and measures for IA certification during fabrication and assembly.

3.2.2.3 Developing, installing, and refining command and telemetry databases.

3.2.2.4 Developing, installing, and refining software to generate, verify, validate, authenticate, and archive history of commands.

3.2.2.5 Developing, installing, and refining software to limit-check, display, archive, and perform trend analysis on state-of-health data.

3.2.2.6 Developing, installing, and refining capabilities to process, parse, reduce, analyze, display, archive, and distribute mission data. Analysis capability shall include evaluating actual mission performance to verify performance requirements or to assess the validity of predictive models.

3.2.2.7 Developing, installing, and refining software to generate, packetize, verify, validate, and archive history of mission data uploads.

3.3 Integration and Test

3.3.1 The contractor shall lead the Assembly, Integration, and Test (AI&T) Integrated Product Team

(IPT) comprising contractor, AFRL/RVE, and other participants from US Government, foreign government, and US or foreign commercial vendors.

3.3.2 The contractor shall perform AI&T activities at Kirtland AFB Building 595, Building 277, or at one or more facilities provided by a US Government agency, a foreign government agency, or a commercial vendor.

3.3.2.1 The contractor shall design, develop, maintain, operate, and use ground test beds, software-in-the-loop simulators, hardware-in-the-loop simulators, development units (a.k.a.

development models), engineering models (a.k.a. engineering models), and qualification units (a.k.a. qualification models) or other specialized equipment to facilitate AI&T.

3.3.2.2 The contractor shall conduct receiving inspections and tests to verify the integrity of segments, subsystems, components, software, parts, or other materials received from other participating agencies.

3.3.2.3 The contractor shall transport, arrange for shipping, or otherwise transfer segments, subsystems, components, software, parts, and/or other materials to designated locations for

3.3.2.4 The contractor shall lead the assembly and integration of the system including lower-level assembly and integration, to include developing and performing the assembly and integration plans and procedures; and performing interface audits and verifications.

3.3.2.5 The contractor shall lead testing of the baseline systems, including functional tests, performance tests, environmental tests, compatibility tests, and end-to-end system tests. The contractor shall also develop test plans and procedures, establish pass/fail criteria for tests, direct and/or conduct tests, and collect test data, perform data reduction and analysis, and track requirement verification.

3.3.2.6 The contractor shall lead the resolution of anomalies encountered during AI&T activities.

3.3.3 The contractor shall integrate and assemble the experimental systems, to include:

3.3.3.1 Acquiring the segments, subsystems, components, software, parts, supplies, stock, or other materials needed to implement the baseline system. The contractor shall also develop and fabricate (or code) these items using either in-house methods, procured items as commercial-off-the-shelf or by acquisition if readily available, or, where options exist, perform cost-benefit-risk analyses to support the preferred integration path.

3.3.3.2 Assembling and/or integrating segments, subsystems, components, software, parts, and other materials to implement the baseline system.

3.3.3.3 Designing, fabricating and assembling all mechanical and electrical ground support equipment (including test fixtures) to support AI&T activities.

3.3.3.4 Developing, refining, maintaining, distributing, and enforcing hardware handling procedures for system and support equipment, especially to address contamination control, electrostatic discharge control, and security concerns. Systems of interest include:

3.3.3.4.1 PNT payloads.

3.3.3.4.2 Structural and mechanical, thermal, electrical power, avionics, and communication subsystems.

3.3.3.4.3 Harnesses, cables, and other flight hardware.

3.3.3.4.4 Specialized fixtures, shipping containers, integration and test ground-support equipment, or specialized ground operations equipment necessary to successfully assemble, integrate, test, and operate the PNT payloads and/or systems, and related hardware and software.

3.3.3.4.5 Ground systems (including control, user, and/or experimental equipment) necessary to perform the PNT experiments.

3.3.4 The contractor shall design and conduct environmental tests on space-bound equipment to verify the workmanship and environmental suitability of space-rated systems, and to qualify space-bound electronics and mechanisms. Environmental tests include, but are not limited to, thermal cycle tests, thermal vacuum tests, random vibration tests, acoustic tests, shock tests, static loads tests, and electromagnetic compatibility tests.

3.3.5 The contractor shall integrate and test ground systems, including:

3.3.5.1 Integrating, testing, certifying, administering, and operating ground system equipment, especially antennas, radiofrequency equipment, data processing equipment, data storage, and software.

3.3.5.2 Installing, refining, testing, verifying and validating command and telemetry databases

3.3.5.3 Testing and verifying software to generate, verify, validate, authenticate, and archive history of commands

3.3.5.4 Testing and verifying software to limit-check, display, archive, and perform trend analysis on state-of-health data

3.3.5.5 Testing and verifying capabilities to process, parse, reduce, analyze, display, archive, and distribute mission data. Analysis capability shall include evaluating actual mission performance to verify performance requirements or to assess the validity of predictive models

3.3.5.6 Testing and verifying software to generate, packetize, verify, validate, and archive history of mission data uploads.

3.4 Mission Development

3.4.1 The contractor shall operate and maintain ground control, user, and experiment systems, including:

3.4.1.1 Developing and implementing corrective and preventative maintenance plans for the ground systems.

3.4.1.2 Maintaining configuration control of the ground system, including devising and implementing controlled upgrades.

3.4.2 The contractor shall perform ground experiments.

3.4.2.1 The contractor shall develop ground experiment systems in support of ground experiments:

3.4.2.1.1 The contractor will support security requirements of M-code transmitters and receivers.

3.4.2.1.2 The contractor shall plan and materially provide approaches for end-to-end testing and validation of the payload.

3.4.2.1.3 The contractor shall provide or arrange for appropriate equipment and software support for any overall experiment, to include information assurance management of such equipment and software.

3.4.2.1.4 The contractor shall manage and lead component and system level evaluations of radio frequency systems or space systems in anechoic, thermal, or vacuum ground test facilities.

3.4.2.2 The contractor shall conduct component, subsystem, and system level experiments for ground research and development efforts:

3.4.2.2.1 The contractor shall perform evaluations and analyses through computer simulation and/or analysis tools. Capabilities shall include: structural and dynamics modeling, mechanical and structural solid-modeling, thermal modeling (radiative and conductive transfer), performance modeling, and general state-of-health and system data reduction and analysis.

3.4.2.2.2 The contractor shall manage a science-based team to perform detailed analyses of the system architecture and required capabilities for a ground system for the PNT experiments.

3.4.2.2.3 The contractor shall provide analyses of the capabilities of existing and planned MUE/M-code receivers, with assessments of their suitability for PNT experiment ground systems.

3.4.2.2.4 The contractor shall provide test planning, modeling, and simulation for optimized or actual constellations or systems; to ensure their ability to meet the goals of the experiments; and to indicate how such alternatives provide enhanced understanding of advanced PNT systems.

3.4.3 In support of Technology Maturation and Transition, the contractor shall:

3.4.3.1 Coordinate system operations with designated external activities to facilitate experiments, demonstrations, or evaluations

3.4.3.2 Plan and execute the collection, processing, and distribution of experiment, demonstration, or evaluation data to designated stakeholders.

3.4.3.3 The contractor shall receive, analyze and apply Global Positioning System performance requirements and reconcile them with PNT program constraints, acquisition strategy, technology limitations, and operational considerations.

3.5 Program Management Support

3.5.1 The contractor shall perform Program Management requirements in accordance with Section XXX of the Basic Statement of Work.

3.6 Integration and Test Facility Support

3.6.1 The contractor shall perform the following: planning and scheduling of facilities, facility operation, facility safety, facility maintenance planning, and maintenance of the integration and test equipment as identified in the contract base support lists, in support of the specific tasks in Sections 3.1 through 3.5 of this Statement of Work.

3.7 Associate Contractor Agreements

3.7.1 The Contractor shall enter into Associate Contractor Agreements (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government's requirement. The

UNCLASSIFIED/Distribution D agreements shall include the basis for sharing information, data, technical knowledge, expertise, and/or resources essential to the integration of the R&D Integrated Experiments (RISE) program, which shall ensure the greatest degree of cooperation for the development of the program to meet the terms of the contract. Associate Contractors are listed in 3.7.8 below.

3.7.2 ACAs shall include the following general information:

1) Identify the associate contractors and their relationships.

2) Identify the program involved and the relevant Government contracts of the associate

Contractors.

3) Describe the associate contractor interfaces by general subject matter.

4) Specify the categories of information to be exchanged or support to be provided.

5) Include the expiration date (or event) of the ACA.

6) Identify potential conflicts between relevant Government contracts and the ACA;

include agreements on protection of proprietary data and restrictions on employees.

3.7.3 A copy of such agreement shall be provided to the Contracting Officer for review before execution of the document by the cooperating contractors.

3.7.4 Nothing in the foregoing shall affect compliance with the requirements of the clause at 5352.209-

9002, Organizational Conflict of Interest.

3.7.5 The Contractor is not relieved of any contract requirements or entitled to any adjustments to the contract terms because of a failure to resolve a disagreement with an associate contractor.

3.7.6 Liability for the improper disclosure of any proprietary data contained in or referenced by any agreement shall rest with the parties to the agreement, and not the Government.

3.7.7 All costs associated with the agreements are included in the negotiated cost of this contract.

Agreements may be amended as required by the Government during the performance of this contract.

3.7.8 The associate contractors with whom agreements are required are identified below:
