R&D Integrated Space Experiments (RISE)

Small Satellite Portfolio (SSP)

Statement of Work

Task Order 0002

19 July 2017

1.0 Scope

The objective of this task order is to provide the Small Satellite Portfolio (SSP) with research and development, systems engineering, mission development, assembly, integration and test (AI&T) capabilities, and program management for Cubesat and SmallSat class space experiments and satellite programs. The objective of the SSP is to conduct innovative space vehicle research, development, and transition of advanced space power, structures, mechanisms, optics, electronics, guidance, navigation, and controls, in addition to system integration and test. These efforts involve spacecraft and launch vehicle component design, optimization and analyses, analytical and experimental testing, and integration of technologies and/or components into system-level spaceflight (or near-space) experiments, including system-level functional and environmental testing, launch vehicle integration, mission operations support, data processing, and analysis. This effort includes (1) Hardware and Software Engineering, (2) Design and Fabrication, (3) Assembly, Integration, and Test (AI&T) (4) Space Worthiness Testing, (5) Mission Development including Post-Launch Support, (6) Program Management, and

(7) AI&T Laboratory Support.

2.0 Compliance and Reference Documents

Compliance and Reference Documents are as listed in Attachment 1 and 2 of the Basic Contract Statement of Work.

3.0 Requirements

3.1 Engineering

3.1.1 The contractor shall perform systems engineering, system engineering verification, and performance assessment of all (payloads and/or spacecraft, ground segments, launch vehicles) flight experiment systems and subsystems. Associated with this effort is the refinement of designs, requirements and requirements flow-down, configuration control, interface definition (specifically in the areas of Interface Control Documents (ICDs), interfaces between the Government and mission operators, and space-to-ground data interfaces), sub-systems development, component selection and development, test planning, and testing.

3.1.2 The contractor shall attend and participate in technical and safety reviews and conferences.

Typical activities include: 1) researching, preparing and presenting formal briefings at program reviews and papers at technical conferences; 2) the review of briefings and related documents presented to the SSP Program Office, and 3) providing recommendations to the Government.

Specific conference attendance will be determined later and require approval by the Government.

3.1.3 The contractor shall analyze the complete system design and testing results to ensure system

UNCLASSIFIED/Distribution D reliability, mission operability, and performance requirements are met. The contractor shall produce reports to document the results of the analyses, design status, and development implementation to establish the best course(s) of action for SSP missions. Working with the SSP Program Office, the contractor shall help prioritize and implement those options chosen by the Government program manager as necessary to correct any deficiencies or shortfalls. The contractor shall perform other engineering tasks to include frequency management and COMSEC engineering. The contractor shall assess AI&T data, experiment electronics and mechanisms, comparing actual performance to the mission requirements and make recommendations for course(s) of action to the SSP Program Office.

3.1.4 The contractor shall analyze applicable data for the space and ground systems to ensure that the overall mission objectives are sufficiently met. The contractor shall capture the results of actual performance to the predicted performance requirements in reports. Those reports shall also document the contractor’s assessment of the implementation, consequences of, and recommendations for the best course(s) of action for SSP missions in order to provide the best value performance.

3.1.5 The contractor shall develop and implement a configuration control program for all SSP missions, to include payloads, spacecraft, ground-based experiments, and space-based experiments, to ensure that each system and experiment meets the requirements of the SSP missions. This activity includes capturing requirements (both inherent and derived), capturing and tracking action items, and implementing a closure system to ensure changes in the mission properly flow to the systems and subsystem levels throughout the experiment.

3.1.6 The contractor shall perform an assessment of components, payloads, test equipment, experiment plans, and/or spacecraft designs to meet the mission architecture as currently defined and evaluate components against other available payloads and/or spacecraft component designs and technologies.

3.1.7 The contractor shall provide space segment system engineering recommendations to include refining system requirements, conducting bus trade-off studies, and defining the bus/payload interface control documents, integration and test plans, comprehensive ground-based test bed plans, and risk management plans. The contractor shall include cost and schedule estimates as part of these plans.

3.2 Design, Fabrication and Assembly

3.2.1 The contractor shall provide any harnesses, cables, and other flight hardware, specialized fixtures, integration and test ground-support equipment, and any specialized ground operations equipment necessary to successfully assemble, integrate, test, and operate the SSP payloads, spacecraft, and/or systems, and related hardware and software.

3.2.2 The contractor shall analyze the requirements for fixtures, equipment, and software, and document any recommendations to the SSP Program Office, to include whether it is more cost effective for the Government to have the contractor purchase or build the required fixtures or equipment.

3.2.3 The contractor shall design, fabricate and assemble all mechanical and electrical ground support equipment (including test fixtures) to support AI&T activities.

3.3 Assembly, Integration and Test

To ensure the space worthiness and performance of the payloads and/or spacecraft system, the contractor shall lead AI&T activities conducted in AFRL/RVE’s AI&T Laboratories or participate in AI&T activities at the payload component, payload, or spacecraft bus contractor’s facility, including the following:

3.3.1 The contractor shall provide AI&T leadership to include AI&T planning in conjunction with the payloads and/or spacecraft contractor to meet SSP mission needs in the areas of space vehicle integration, experiment integration, and spacecraft-to-ground systems validation, payload and/or system-level performance verification, and space vehicle level environmental testing. Extensive liaison contact with other contractors and Government agencies is expected, as the contractor will act as the lead for Integration and Test coordination across the SSP program.

3.3.2 The contractor shall develop a performance assurance program for all phases of system and subsystem integration and test, meeting minimum mission assurance requirements. This includes utilizing documented and standardized processes to reduce loss of knowledge due to personnel changeovers throughout the experiment series.

3.3.3 The contractor shall perform functional, environmental, and performance verification tests that will be conducted at the payload and/or spacecraft developer’s site (or in AFRL/RVE’s AI&T Laboratories), and provide an independent assessment to the SSP Program Office.

3.3.4 The contractor shall provide engineering and technical efforts that include test planning and test plan development, test procedure development, safety planning and procedures, environmental compliance, mission risk analysis and risk management, vehicle and experiment operations, pre-launch and launch support operations, on-orbit/in-use operations, mission management, and test data gathering, reduction, analysis/verification.

3.3.5 The contractor shall participate in a contractor/Government Integrated Product Team (IPT) for all integration activities.

3.3.6 The contractor shall develop and conduct functional and performance verification tests to verify performance parameters. Develop environmental test plans and procedures that will qualify and assure component manufacturing and workmanship quality of experiment hardware. Design and conduct environmental tests to include thermal cycle, thermal vacuum, vibration, and other environmental tests for the purposes of qualifying experiment electronics and mechanisms.

Document the results of all tests.

3.3.7 The contractor shall operate and maintain ground support equipment used to perform functional bench testing, environmental testing, handling, lifting and all activities required to integrate flight hardware. Operate environmental chambers and vibration table during environmental test events.

3.3.8 The contractor shall perform launch integration activities including launch site payload testing, launch base compatibility testing, stacking operations, launch rehearsals and launch preparation, and post-launch activities associated with residual hardware.

3.3.9 The contractor shall maintain the spacecraft through launch, and the test-bed(s) through the end of the technical period of performance.

3.4 Mission Development

3.4.1 The contractor shall perform mission analysis and documentation for flight and/or ground experiments, such as definition of mission objectives, mission constraints, mission alternatives, and refining mission and system requirements. The contractor shall perform engineering and

UNCLASSIFIED/Distribution D technical efforts that include: test planning and test plan development, test procedure development, safety planning and procedures, environmental compliance, mission risk analysis and risk management, vehicle and experiment operations, pre-launch and launch integration, on-orbit/in-use operations, mission management, and test data gathering, reduction, analysis/verification. Review and refine mission operations plans for both dedicated and commercially hosted SSP missions, including development of the Ground-Support Requirements Document and the Ground Segment ICD.

3.4.2 The contractor shall participate in mission Concept of Operations (CONOPS) and Mission Operations Working Group (MOWG) meetings and, if applicable, participate in mission rehearsals.

3.4.3 The contractor shall participate in planning and implementation of compatibility tests at the contractors’ sites (other contractors related to the program).

3.4.4 The contractor shall review and refine requirements and recommendations for Go/No-Go criteria, operations rules, normal operation and contingency plans, mission time-line, and participate in the development of the On-orbit Operations Handbook (OOH) and the Space Vehicle Handbook.

3.4.5 The contractor shall coordinate the development of plans and schedules between the ground systems and the payloads and/or spacecraft and between the various ground elements to properly and effectively manage system operations.

3.4.5.1 The contractor shall develop top-level mission operations center architectures showing space and communication requirements, COMSEC implementation, connectivity to an external data center network, and overall layout / seat requirements for mission operations. Refine command and telemetry databases, satellite resource management requirements, and communications requirements to effectively manage on-orbit operations.

3.4.5.2 The contractor shall participate in exercise and rehearsal activities for SSP mission operations to ensure the safe and effective operation of the SSP experiment.

3.4.5.3 The contractor shall develop safe and effective maintenance of the health and status of the systems consistent with the mission success criteria. This includes performing real-time mission data analysis and data trending for experiment health monitoring.

3.4.6 The contractor shall participate in launch integration and mission operations activities conducted at various sites including vendors’ sites, the launch integration site, the launch site, and the mission control center.

3.4.7 The contractor shall perform evaluations and analyses through experimental testing and computer simulation and/or analysis tools. The contractor shall provide or arrange for appropriate equipment and software support. The contractor shall document this support.

3.4.8 The contractor shall attend anomaly reviews and anomaly resolution planning meetings.

Develop recommended courses of action for anomaly resolution and provide analyses necessary to the development of those recommendations.

3.4.9 The contractor shall perform launch integration leadership to include launch site AI&T planning and execution in conjunction with the payload(s)/spacecraft/launch vehicle contractors to meet program needs in the areas of space vehicle to launch vehicle integration and space vehicle

UNCLASSIFIED/Distribution D preparedness including battery charging, fueling, aliveness testing, and launch readiness verification. Launch constraints will be analyzed and documented to assure that the space vehicle is ready for launch, in concert with the launch vehicle and other payloads.

3.4.9.1 The contractor shall contribute to the transition from Mission Operations Planning to Mission Operations. This includes verifying that rehearsals have been completed and that adequate resources have been certified for operations through the exercise / rehearsal process. The contractor will participate in mission operations training activities.

3.4.9.2 The contractor shall participate in early mission operations activities including initial verification of space vehicle performance.

3.4.9.3 The contractor shall participate in the planning and implementation of mission operations activities. This includes the preparation and review of mission scripts to include communications link budgets and mission activity opportunities.

3.4.9.4 The contractor shall manage changes to the On Orbit Handbook for each mission through a structured configuration management system, in order to minimize the risk of repeating a situation that leads to anomalous conditions.

3.4.9.5 The contractor shall manage plans and schedules between the ground systems and the spacecraft and between the various ground elements to properly and effectively manage mission operations.

3.4.10 The contractor shall perform systems engineering / mission operations activities to help plan and conduct mission operations, troubleshoot and correct on-orbit anomalies, review telemetry and trending data for the purposes of assessing spacecraft health and status, and submit and implement mitigating action when required.

3.4.11 The contractor shall contribute to the Mission Operations Center (MOC) maintenance of computer workstations, data archiving, and hosted software, as well as all MOC hardware. This effort includes developing, testing and installing patches and upgrades to the command and telemetry consoles.

3.4.12 The contractor shall develop, test, modify, troubleshoot and update mission planning tools in support of implementing lessons learned during Launch and Early Orbit (L&EO) activities and nominal mission operations.

3.4.13 The contractor shall participate in the planning and conduct of mission operations and the development and updating of operations procedures.

3.4.14 The contractor shall transport the SSP spacecraft and ground-support equipment (GSE) to the launch site, utilizing Government-procured transportation; and prepare/package the return of GSE to Kirtland Air Force Base. The contractor is authorized use of vehicles/heavy-duty equipment as identified in the attachment to the Basic Statement of Work entitled “Base Support at AFRL/RVE AI&T Laboratories”. The contractor shall adhere to the instructions listed in Air Force Manual 24- 301, Vehicle Operations, as referenced in the Basic Statement of Work.

3.5 Program Management

The contractor shall perform Program Management requirements in accordance with Section 3.6 of the Basic Statement of Work.

3.6 Integration and Test Laboratory Support

The contractor shall perform the following: planning and scheduling of laboratories, operation, safety, maintenance planning, and maintenance of the integration and test equipment as identified in the contract base support lists, in support of the specific tasks in Sections 3.1 through 3.4 of this Task Order Statement of Work.

3.7 Associate Contractor Agreements

3.7.1 The Contractor shall enter into Associate Contractor Agreements (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government's requirement.

The agreements shall include the basis for sharing information, data, technical knowledge, expertise, and/or resources essential to the integration of the Research and Development Integrated Space Experiments (RISE) program, which shall ensure the greatest degree of cooperation for the development of the program to meet the terms of the contract. Associate Contractors are listed in

3.7.8 below.

3.7.2 ACAs shall include the following general information:

(1) Identify the associate contractors and their relationships.

(2) Identify the program involved and the relevant Government contracts of the associate Contractors.

(3) Describe the associate contractor interfaces by general subject matter.

(4) Specify the categories of information to be exchanged or support to be provided.

(5) Include the expiration date (or event) of the ACA.

(6) Identify potential conflicts between relevant Government contracts and the ACA;

include agreements on protection of proprietary data and restrictions on employees.

3.7.3 A copy of such agreement shall be provided to the Contracting Officer for review before execution of the document by the cooperating contractors.

3.7.4 Nothing in the foregoing shall affect compliance with the requirements of the clause at 5352.209-9002, Organizational Conflict of Interest.

3.7.5 The Contractor is not relieved of any contract requirements or entitled to any adjustments to the contract terms because of a failure to resolve a disagreement with an associate contractor.

3.7.6 Liability for the improper disclosure of any proprietary data contained in or referenced by any agreement shall rest with the parties to the agreement, and not the Government.

3.7.7 All costs associated with the agreements are included in the negotiated cost of this contract.

Agreements may be amended as required by the Government during the performance of this contract.

3.7.8 The following contractors are associate contractors with whom agreements are required:
