R&D Integrated Space Experiments (RISE)
Space Experiment Assembly, Integration, and Test Laboratory Engineering, Operations, and Management
Statement of Work
Task Order 0001
19 July 2017
1.0 Scope
The objective of this task order is to research, develop, and equip AFRL/RVE’s laboratories for assembly, integration, and test (AI&T) of space flight experiments. The contractor shall provide research, analysis, and hardware and software engineering to ensure AFRL/RVE’s AI&T Laboratories are adequately instrumented to conduct AI&T on RVE’s or external customers’ experimental flight hardware and software. The contractor shall need to understand the particular AI&T requirements for each flight experiment or customer specifications, design and equip the laboratories to satisfy those requirements, maintain the laboratories in operational status, and operate the instrumentation during AI&T efforts per TO or customer specifications. Support requirements under this task order are (1) Laboratory Design and Hardware/Software Engineering, (2) Instrument Procurement or Equipment Fabrication and Assembly, (3) AI&T Planning and Laboratory Scheduling, (4) Test Preparation and Space Worthiness Testing (5) AI&T Laboratory Operations and Maintenance (6) Personnel Training and Safety, and (7) Laboratory Security. The contractor shall document any design specifications/solutions and/or changes related to the above support requirements in conjunction with the Task Order Manager. These items are detailed in Requirements Section 3, below.
2.0 Compliance and Reference Documents
Compliance and Reference Documents are listed in Attachments 1 and 2 of the Basic Contract Statement of Work.
3.0 Requirements
3.1 Laboratory Design and Hardware/Software Engineering Solutions
3.1.1 The contractor shall review and understand the vehicle, payload, and/or component AI&T requirements for each ground, high-altitude balloon, near-space, or on-orbit flight experiment as specified in task orders or per external customer specifications.
3.1.2 The contractor shall inspect the AFRL/RVE laboratories specified in the attachments to the Basic Statement of Work entitled “Base Support - AI&T Laboratory” for appropriate equipment and instrumentation, verify its operational status, and identify any insufficiencies to the Task Order Manager.
3.1.3 If any of the tools, hardware, equipment or fixtures are not fully operational or do not meet AI&T requirements, the contractor shall specify or design replacements and identify repairs or fixes to ensure the laboratory is ready for AI&T activities.
3.1.4 The contractor shall verify operational status of the space asset manager (SAM) ground system software and software test environment in each of the RVE AI&T Laboratories and modify it as necessary

to support AI&T requirements per TO or external customer specifications.
3.1.5 In consultation with the Program Manager and the Task Order Manager, the contractor shall implement solutions identified in 3.1.1-3.1.4.
3.2 Instrument Procurement or Equipment Fabrication and Assembly
3.2.1 The contractor shall procure material and/or instrumentation and assemble, and integrate test fixtures, hardware, and equipment to meet AI&T requirements for each flight experiment per TO or external customer specifications. The contractor shall coordinate procurement of equipment or instrumentation with the Contracting Officer via the Program Manager.
3.2.2 The contractor shall operate model shop equipment to fabricate or modify and subsequently assemble components or parts that are required to successfully perform AI&T efforts per TO or external customer specifications. Model shop equipment is listed in the attachment to the Basic Statement of Work entitled “Base Support - AI&T Laboratory”.
3.2.3 The contractor shall perform test setups, including the development of support/flight equipment, tooling, and jigs required for placing any item to be tested in/on the thermal vacuum chamber, thermal test chambers, bake-out belljar chambers, vibration table, electromagnetic interference test chamber, mass properties test instrument, and/or similar equipment as needed. A working knowledge of controllers for these equipment is required. The contractor shall document all processes and convey documented results to the Task Order Manager.
3.3 Test Preparation and Space Worthiness Testing
3.3.1 In consultation with the Task Order Manager, the contractor shall organize, coordinate, and manage a test schedule for all tests utilizing the AFRL/RVE AI&T Laboratories, to include de-conflicting and accommodating multiple flight programs’ test schedules in accordance with RVE set mission priorities.
3.3.2 The contractor shall execute test activities, and operate the AI&T laboratory equipment for integration and/or testing, per Task Order Manager’s specification, in conjunction with external customer requests, as required.
3.3.3 The contractor shall prepare lessons-learned and document them in monthly Status Reports and in applicable briefings. Per the Task Order Manager’s needs, the contractor shall brief those research results applicable to AFRL/RVE’s AI&T Laboratories and other AFRL/RV organizations related to space systems integration and testing, as needed.
3.4 AI&T Laboratory Operations and Maintenance
3.4.1 The contractor shall verify the operational status of the base support equipment as listed in the attachment to the Basic Statement of Work entitled “Base Support - AI&T Laboratory”, and maintain the program critical equipment in a state that meets mission requirements. The contractor shall perform routine and unscheduled maintenance and upkeep requirements for AI&T laboratory equipment.
3.4.2 The contractor shall maintain the space asset manager (SAM) ground system software and software test environment to support AI&T requirements in each of the RVE AI&T Laboratories.
3.4.3 The contractor shall comply with DoD, NASA, and commercial regulations and standards in the operation and maintenance of spacecraft integration and test equipment and shall establish, modify, and maintain the following AFRL-mandated programs:
Lock-Out Tag-Out Program Notebook for Occupational Health Notebook for MSDS Notebook for Safety Lessons and Safety Book Lab Maintenance Tracking (AFTO Form 244) Applicable Lab Safety Signs Machine Shop Information Notebook Hazardous Waste Program Notebook Hazardous Communication Program Notebook Air Quality Compliance Program
3.5 Personnel Training and Safety
3.5.1 The contractor shall provide technical expertise and personnel to conduct AI&T of satellite, missile, and balloon systems, payloads, subsystems, assemblies, and components. This effort shall include expertise in flight software integration and testing as well as the assembly of mechanical and electrical hardware.
3.5.2 The contractor shall provide program safety, environmental safety, and configuration management under this task order. This effort includes:
Maintaining certification on all test equipment and personnel for flight hardware operation, handling, and testing.
Maintaining laboratory cleanliness, including specialized cleaning requirements for clean rooms and laboratory spaces, and instructing users of the laboratory to organize and maintain their work areas in accordance with safety compliance regulations.
Maintaining operating instructions or operating procedures for all equipment, including environmental control. Write new operating instructions or procedures for instrumentation or fixtures developed during the life of this task order.
Establishing and maintaining a schedule of required AFRL safety briefings and providing these safety briefings to all personnel who utilize test equipment.
3.6 Laboratory Security
The contractor shall establish and implement information and physical security programs governing their efforts in accordance with the applicable DD254 Contract Security Classification Specification. Contractor personnel shall have a minimum of a Secret clearance. Where certain AI&T Laboratories have higher security requirements, the contractor personnel shall have a current DoD Top Secret/SCI clearance or higher, per TO specifications.
3.7 Associate Contractor Agreements
3.7.1 The Contractor shall enter into Associate Contractor Agreements (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government's requirement. The agreements shall include the basis for sharing information, data, technical knowledge, expertise, and/or resources essential to the integration of the R&D Integrated Space Experiments (RISE) program, which shall ensure the greatest degree of cooperation for the development of the program to meet the terms of the contract. Associate Contractors are listed in 3.7.7 below.
ACAs shall include the following general information:
(1) Identify the associate contractors and their relationships.
(2) Identify the program involved and the relevant Government contracts of the associate Contractors.
(3) Describe the associate contractor interfaces by general subject matter.
(4) Specify the categories of information to be exchanged or support to be provided.
(5) Include the expiration date (or event) of the ACA.
(6) Identify potential conflicts between relevant Government contracts and the ACA;
include agreements on protection of proprietary data and restrictions on employees.
3.7.2 A copy of such agreement shall be provided to the Contracting Officer for review before execution of the document by the cooperating contractors.
3.7.3 Nothing in the foregoing shall affect compliance with the requirements of the clause at 5352.209- 9002, Organizational Conflict of Interest.
3.7.4 The Contractor is not relieved of any contract requirements or entitled to any adjustments to the contract terms because of a failure to resolve a disagreement with an associate contractor.
3.7.5 Liability for the improper disclosure of any proprietary data contained in or referenced by any agreement shall rest with the parties to the agreement, and not the Government.
3.7.6 All costs associated with the agreements are included in the negotiated cost of this contract.
Agreements may be amended as required by the Government during the performance of this contract.
3.7.7 The following contractors are associate contractors with whom agreements are required:
