Section L Comments
| Section | Paragraph Reference | Comment/Question | Response/Resolution | To be fixed prior to Legal Review | |
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 2.2 | Please confirm that the table in Section 2.2 should be labeled as Table 2.2.a. | Correct. The table should be labeled as 2.2.a. The document has been corrected. | ||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 2.2 | Daylight Savings Time begins in the middle of March. In order to avoid any confusion, we respectfully recommend that references to 'MST' be changed to 'MT' instead. | The anticipated release date of the RFP will occur in Daylight Savings Time. | ||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 2.2.1 and 4.2 | Section L, paragraph 2.2.1 states: "The following will not be counted towards total page count limitations: cover pages, tables of contents, separator tabs, glossaries, acronym lists, list of figures, and resumes." Similarly, Section L, paragraph 4.2 states: "The Technical Volume shall not exceed one hundred (100) pages total. Cover pages, tables of contents, separator tabs, glossaries, acronym lists, list of figures, and resumes shall not be counted against prescribed page limits." These are the only reference to resumes in both Sections L and M. Please clarify if key personnel resumes are required as part of the proposal submission and if these are the only resumes desired. If so, please clarify which subfactor they will be evaluated. | Yes - Key Personnel resumes are required as part of the proposal. These are the only resumes required. Inclusion of resumes has been added to the Volume Organization section of Section L. | ||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 2.3 | Section L, paragraph 2.3 states: "The Offeror shall submit proposal volumes I through IV in electronic format, using recordable compact disks (CD-R, DVD-R)." The table in Section L, paragraph 2.2 indicates electronic copies of Volume V are also required. Please clarify the electronic submission for Volume V. | Paragraph 2.3 has been corrected to include Volume V. | ||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 3.0 | Section L, paragraph 3.0 states: "Provide a concise narrative summary of the entire proposal, highlighting key or unique features, excluding cost/price, and addressing any significant risks. The salient features discussed in the executive summary shall tie to the evaluation factors and subfactors identified in Section M." It’s not clear if the Government wants the Executive Summary to only address the Technical Factor and Subfactors, or also address the Cost/Price Factor (key and unique features, and significant risks) without revealing the specific cost/price proposed. Please clarify if the Cost/Price Factor should be discussed in the Executive Summary without the specific cost/price proposed (since Cost/Price is one of the factors identified in Section M), or should the Executive Summary only discuss the Technical Factor and Subfactors? | Included language to clarify that the executive summary is intended for overview purposes only and shall not be evaluated. No cost/price information should be included in the executive summary. A statement to that effect has been incorporated into Paragraph 3.0. | ||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 4.6 | Section L, paragraph 4.6, first bullet states: "Meet the requirements as specific in the Basic SOW" The corresponding paragraph in Section M limits the evaluation to Basic SOW 4.0. Please confirm that our overarching technical approach is only required for Basic SOW 4.0. | This paragraph has been reworded for consistency. | ||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 5.4.1 | Section L, paragraph 5.4.1 states: "Separately price and identify the Total Task Order Summary. Provide a cost summary by major cost elements by Offeror Fiscal Year (OFY), for each separately priced CLIN, and roll-up to Total Task Order Summary, using a format similar to the one shown below." Please clarify if the Government requires pricing of each Task Order for all seven years of contract performance. If so, please confirm that Table 5.4.1 - Cost Summary by Cost Elements should be replicated seven times to account for each OFY during the performance period. | Each TO shall be priced for the period of performance specified in each particular task order. | ||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 5.4.3 | Please confirm that the Government will be providing plug numbers for Travel, ODC, and Materials in the Final RFP to be used by all Offerors. | Yes, the Government will complete all TBD entries prior to final RFP release. | ||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 2.2.7 | There are two sections labeled 2.2.7. Please confirm that the Cross Referencing section should be 2.2.8 instead. | Yes, the paragraph for Cross Referencing should be Subparagraph 2.2.8. The document has been corrected. | ||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 2.3 | Section 2.3 references MS Office Suite 2013, but Section 5.6 references Excel 2007. Please confirm Excel 2013 should be referenced in Section 5.6. | Section 5.6 revised to clarify Excel 2013. | ||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 5.2 | 5.2, Section 2, makes reference to Cost Accounting Standards (CAS). Since the resultant contract will not be subject to CAS (because RISE is a small business set-aside), we respectfully request that the reference to CAS be removed. | Reference to CAS has been removed in paragraph 5.2, Section 2. | ||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 5.4.1 | Section 5.4.1 states: "Explain how the proposed labor hour skill mix has been derived." The Government has not provided sufficient data to estimate the labor hour skill mix for each of the three TOs (e.g., number and complexity of satellites and systems). Please provide specific workload data for use by all Offerors to normalize TO labor hour skill mix derivation and provide the Government the opportunity to perform a fair “apples-to-apples” comparison for the Cost/Price Factor evaluation (versus evaluating the reasonableness of each Offerors assumed workload). | The Government intends to provide additional data in the final RFP such as estimates of number and/or types of satellites/experiments in each task order. | ||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 5.4.1 and 5.3.4 | Section 5.4.1 includes the following provision: “Subcontractors and Inter-Divisions are required to submit fully disclosed proposals in the same format as required of the prime contractor.” We would suggest that the threshold for this requirement be any subcontractor whose anticipated effort is greater than 10% of the total Task Order labor price. | |||
| Additionally, as the prime contractor is responsible for the overall performance of the contract/task order, we suggest that the information required by Section 5.3.4 regarding the estimating methodology for labor hours and skill mix be submitted in the prime submission ONLY and not be required in any subcontractor submissions. | The requirement to submit fully disclosed proposals at all tiers remains as originally drafted. Equally, both the prime and subcontractors are required to provide their estimating methodology as outlined in 5.3.4. | ||||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 5.4.2 | Section 5.4.2 provides a different CLIN structure than Sections B and F as noted below: |
CLIN Section 5.4.2 Sections B and F CLIN 0001 Labor Labor CLIN 0002 Travel Data and Reports CLIN 0003 ODCs Travel CLIN 0004 Materials ODCs CLIN 0005 -- Materials
| Please clarify the correct CLIN assignments, particularly in regard to completion of the Cost Model. | Section 5.4.2 has been corrected to clarify CLIN assignments | |||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 6.2 | Section 6.2 specifies that the completed pricing information be provided in Section B. Please confirm that the information to be provided is the total of Task Orders 1, 2 and 3. | Section 6.2 has been clarified to provide pricing information using the format at Attachment 2 to Section L. | |
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 6.3 | Section L, paragraph 6.3 states: "Performance Period: 01 April 2019 – 30 June 2026." In addition, Basic SOW paragraph 5.2.4 states: "The contractor will be given a transition period of up to 30 calendar days to provide qualified personnel that meet or exceed the stated qualification requirements per Section 4. The Transition Period will begin from the Basic Contract Order award date." |
Please confirm that the Basic Contract Order award date (and the beginning of the Transition Period) is 01 April 2019.
Also, please indicate the first day the RISE contractor will have responsibility for the three initial task orders.
In addition, given that the performance period includes 87 months and the transition period is 1 month (30 days) and the task order execution period is 84 months (7 years), please explain the additional 2 months in the performance period. Transition period now references the contract effective date. The period of performance is anticipated to begin on 01 May 2019. Task Order responsibility is anticipated to begin 01 June 2019. The period of performance will be as specified in each particular Task Order. The dates do not match up.
6.3 Section F - Deliveries or Performance
Overall Performance Period: 01 May 2019 – 30 April 2026 (7 years) o Technical Period: 01 May 2019 – 31 January 2026 (6 years, 9 months) Transition Period: 01 May 2019 – 31 May 2019 (1 month) o Final Reporting Period: 01 February 2026 – 30 April 2026 (3 months)
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 6.9 | Contractors have numerous Government Paying Offices. How are Offerors supposed to know which Government Paying Office will be making payments under the resultant contract? | ||
| We respectfully request that the requirement to provide the mailing address, telephone and fax numbers and facility codes for the Government Paying Office be removed. | This requirement has been removed from Section L. | |||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 6.12 | The first paragraph of Section 6.12 makes reference to the Basic OCI clause and Alternates III, IV, and VI. However, all AFFARS 5352.204-9000 OCI clauses are no longer valid due to an Interim Change. Policy Memo 10-C-15 is referenced instead. Please clarify. | No action taken. The OCI clauses are all still valid clauses as outlined in the policy memo. If you cannot access the memo through the FAR site, please see acquisition.gov. The clause and alternates are described within the memo. | |
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 6.13 | The last sentence in the last paragraph of Section 6.13 (on Page 30 of 32) references paragraph 6.13 (OCI). Please confirm the reference should be to 6.12 instead. | Yes, the reference paragraph should be 6.12. Document has been corrected. | |
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | 6.14 | The last sentence in the last paragraph of Section 6.14 references Table 6.3. Please confirm the reference should be to Table 6.14.a instead. | Yes, the reference table should be 6.14.a. Document has been corrected. | |
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP.pdf | Attachment 1 | Please confirm that the Government will fill in the "TBD" entries in the Cross Reference Sample Document and the Offeror is responsible for filling in the "TBD by KTR" entries. | Yes, the Government will complete all TBD entries prior to final RFP release. | |
| Attachment_1_-_RISE_Basic_SOW_20_Oct_2017_Final_DRAFT_RFP and | ||||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP | Section 2.1/2.1.3 and Section L, 7.0 | States the risk classification guidelines can be found in Aerospace Report TOR-2011(8591)-21 or in NPR 8705.4. | 7.0 Compliance and Reference Documents |
A list of Compliance and Reference Documents has been provided to the Offerors as Attachments 1 and 2 (respectively) to the Basic SOW. The Offeror shall provide a list of any Offeror, industry, commercial, and tailored Government standards, specifications, processes, and/or practices selected as compliance documents. The Offeror shall also provide a list of all Government reference documents intended to be used as compliance documents during the course of this contract. The Offeror shall submit a list of these documents, including any tailoring instructions, as an annex to the SOW. The Offeror shall submit the completed Proposed Compliance Documents as a separately bound volume.
| Will the RISE program have a defined process to apply either or both? | See the comment/resolution under the SOW tab of this Comment Resolution Matrix. | ||
| Since section L, 7.0 pg. 31 states the offeror shall provide a list of standards, specifications, processes and/or practices selected as compliance documents, is it required or desired for the offeror to make a choice of guideline or is it dictated by the government? | See the comment/resolution under the SOW tab of this Comment Resolution Matrix. | ||
| RISE_Section_L_20_Oct_2017_Final_DRAFT_RFP | Section 4.4 | States, “the Offeror shall substantiate any experience referenced in the technical proposal by providing corroborating documentation.” While there is a page limitation of 25 pages there is no reference to “recent and relevant” terms typical of FAR evaluations of experience and/or past performance. | |
| How will the Government assess experience, contracts, and past performance related to the RISE RFP? | Past performance is not an evaluation criteria for RISE. Subfactors have been rewritten to eliminate references to experience. | ||
| Will the citations and examples provided be accepted at face value or will they be assessed against the program, project, or contract success and ratings of the Offerors? | Subfactors have been rewritten to eliminate references to experience. | ||
| Section 4.6 | States, “. . . proven . . . “. | ||
