Navigation Technology Satellite – 3 (NTS-3)

Statement of Work

Task Order 0004

19 July 2017

1.0 Scope

The objective of this task order is to provide the Navigation Technology Satellite ‐3 (NTS‐3) program of AFRL/RVE with the required research, engineering, technical, and program management to perform aerospace technology research, analysis, integration, test and evaluation, and transition of NTS‐3 as an engineering prototype asset for residual operations. This effort includes (1) Engineering, (2) Design, Fabrication and Assembly, (3) Integration and Test to ensure space worthiness, (4) Mission Development including Post‐Launch Activities, (5) Program Management, and (6) Integration and Test Facility Support. The NTS‐3 on orbit mission is expected to last 3 (three) years, nominally 1 (one) year as an AFRL/RVE experiment and 2 (two) years as an engineering prototype asset for residual operations.

2.0 Compliance and Reference Documents

Compliance and Reference Documents are listed in Attachments 1 and 2 of the Basic Contract Statement of Work.

3.0 Requirements

3.1 Engineering

3.1.1 The contractor shall perform systems engineering, system engineering verification, and performance assessment of the NTS-3 system and subsystems.

3.1.2 Associated with this effort is the refinement of designs, requirements and requirements flow-down, interface definition, subsystem development, component selection, and performance testing that will ensure NTS-3 meets the mission success criteria. The contractor shall attend technical interchange meetings (TIM’s), design reviews, and other program events in support of NTS-3 engineering efforts.

The contractor shall attend the conferences listed below to support NTS-3 systems engineering activities.

The NTS-3 system is defined as: the spacecraft bus, payload suite, ground control segment, ground special test equipment, advanced SatNav signals, plus launch vehicle interface systems, such as release and separation hardware.

3.1.3 The contractor shall attend and participate in technical and safety reviews. Typical activities include: 1) researching, preparing and presenting formal briefings at program reviews; 2) the review of briefings and related documents presented to the NTS-3 Program Office; and 3) providing recommendations to the Government.

3.1.4 The contractor shall analyze system design and testing requirements, test plans and test data to ensure system reliability, availability, survivability, performance, cost and schedule, as well as developing necessary test plans and schedules. The contractor shall produce reports to document the results of analyses, design status, and development implementation to establish the best course(s) of action. The contractor shall then make recommendations to the Government for the best course(s) of action to correct deviations uncovered by their analysis. Finally, working with the NTS-3 Program Office, the contractor shall help prioritize and implement those options chosen by the Government program manager as necessary to correct.

3.1.5 The contractor shall develop and implement a configuration management program for the NTS-3 system.

3.1.6 The contractor shall identify and analyze safety and environmental hazards in the work area, both real and potential, for their elimination or control, and shall prepare all necessary related documentation.

3.1.7 The contractor shall perform frequency management and COMSEC engineering.

3.2 Design, Fabrication and Assembly

3.2.1 The contractor shall provide any harnesses, cables, and other flight-support hardware, specialized fixtures, integration and test ground-support equipment, and any specialized ground operations equipment necessary to successfully integrate, test, and operate the NTS-3 system. The contractor shall analyze the requirements for any such fixtures and equipment and document those requirements and associated recommendations to the NTS-3 Program Office. The contractor shall document recommendations to the NTS-3 Program Office on the best approach to providing the fixtures and equipment to include whether it is more cost effective for the Government to have the contractor purchase or build the required fixtures or equipment. The contractor shall also provide shipping container/transporter modifications and maintenance for the NTS-3 spacecraft.

3.2.2 The contractor shall procure necessary hardware and components for the NTS-3 system design, fabrication, and assembly activities.

3.2.3 The contractor shall integrate government furnished subsystems as required to complete the overall NTS-3 system assembly. The contractor shall conduct testing of these subsystems to verify performance within the overall NTS-3 system.

3.3 Integration and Test

To ensure the space worthiness and performance of the NTS-3 spacecraft, the contractor shall lead Integration and Test (I&T) activities conducted in AFRL/RVE’s AI&T Laboratories and/or other government facilities, or participate in I&T activities at the payload component, payload, or spacecraft bus contractor’s facility, including the following:

3.3.1 The contractor shall provide I&T leadership to include I&T planning and preparation and day to day performance of I&T activities to meet NTS-3 program needs currently defined as: ground-control systems integration, ground-control system-to-ground special test equipment integration, payload-to-advanced SatNav signal integration, payload/advanced SatNav signal-to-ground control/special test equipment integration, payload-to-bus integration, spacecraft-to-ground-control systems integration, system-level performance verification, system-level environmental testing, and spacecraft-to-launch vehicle integration. Extensive liaison contact with other contractors and Government agencies is expected, as the contractor will act as the lead for I&T coordination across the NTS-3 program.

3.3.2 The contractor shall assume the lead in a contractor/Government Integrated Product Team (IPT) for all integration activities.

3.3.3 The contractor shall procure necessary hardware and components for the NTS-3 integration and testing activities.

3.3.4 The contractor shall perform the following efforts, as necessary, to successfully accomplish the NTS-3 I&T effort:

3.3.4.1 Develop and conduct functional and performance verification tests that provide a verification of NTS-3 performance parameters and document the results and provide to the NTS-3 Program Office.

3.3.4.2 Develop environmental test plans and procedures that will be utilized to qualify experiment hardware and to assure component manufacturing and workmanship quality of experiment hardware. Design and conduct environmental tests to include thermal cycle, thermal vacuum, vibration, acoustics, Electromagnetic Inference/Electromagnetic Compatibility (EMI/EMC) and other environmental tests for the purposes of qualifying experiment electronics and mechanisms. Document the results of all tests and provide to the NTS-3 Program Office.

3.3.4.3 Operate and maintain ground-support equipment and mission unique equipment used to perform functional testing, performance testing, environmental testing, handling, lifting and all activities required to integrate flight hardware.

3.3.4.4 Develop, operate and maintain ground-support equipment used to perform propellant loading, pressurization, and propulsion system functional testing of the NTS-3 spacecraft.

Propellant loading is performed at the launch site only.

3.3.4.5 Participate in launch integration activities and launch operations including launch site payload testing, launch base compatibility testing, propellant loading and pressurization of the NTS-3 spacecraft, stacking operations, launch rehearsals and launch preparation, and post-launch activities associated with NTS-3.

3.3.4.6 The contractor shall transport the NTS-3 spacecraft and ground-support equipment (GSE) to the launch site, utilizing Government-procured transportation; and prepare/package the return of GSE. The contractor is authorized use of vehicles/heavy-duty equipment as identified in the attachment to the Basic Statement of Work entitled, “Base Support at AFRL/RVE AI&T Laboratories.” The contractor shall adhere to the instructions listed in Air Force Manual 24-301, Vehicle Operations, as referenced in Attachment 1 of the Basic Statement of Work.

3.4 Mission Development

3.4.1 The contractor shall provide launch integration support in conjunction with the payload and/or spacecraft and launch vehicle contractors to meet project needs in the areas of spacecraft to launch vehicle integration and spacecraft preparedness. Launch requirements/constraints will be analyzed and documented to assure that the spacecraft meets launch countdown timeline criteria.

3.4.2 The contractor shall participate in launch integration and mission operations planning activities conducted at various sites including vendor, launch preparation site, launch site, and mission operations center.

3.4.3 The contractor shall perform evaluations and analyses, as necessary to support mission development, through experimental testing and computer simulation and/or analysis tools. Capabilities shall include: structural and dynamics modeling, mechanical and structural solid-modeling, thermal modeling (radiative and conductive transfer), and general spacecraft/payload state-of-health and data reduction and analysis. The contractor shall provide or arrange for appropriate equipment and software support.

3.4.4 The contractor shall work with the NTS-3 Program Office to provide the following mission operations activities for the AFRL/RVE experiment and experimental/prototype residual operations:

3.4.1.1 Contribute to the development of preliminary mission operations plans which will include day-to-day, launch and early orbit, and contingency operations.

3.4.1.2 Attend mission Concept of Operations (CONOPS) IPT, and Mission Operations Working Group (MOWG), NTS-3 Science IPT, NTS-3 Mission Planning meetings and residual operations planning and execution meetings.

3.4.1.3 Review and refine requirements and recommendations for Go/No-Go criteria, operations rules, operations “contingency” plans, and mission timeline.

3.4.1.4 Contribute to the development of mission time-lines, spacecraft/payload operations procedures, and On-Orbit Operations Handbook (OOH) and the Space Vehicle Handbook

(SVH).

3.4.1.5 Develop safe and effective maintenance of the health and status of the NTS-3 spacecraft/payload consistent with NTS-3 mission success criteria. This includes performing real-time mission data analysis and data trending for spacecraft health monitoring.

3.4.1.6 Refine command, control and telemetry databases; satellite resource management requirements; and communications requirements to effectively manage the NTS-3 on-orbit operations.

3.4.1.7 Attend anomaly reviews and anomaly resolution planning meetings. Develop recommended courses of action for anomaly resolution and provide analyses necessary to the development of those recommendations.

3.4.1.8 Participate in exercise and rehearsal activities for NTS-3 mission operations to ensure the safe and effective operation of the NTS-3 spacecraft. Assist in development / delivery of space vehicle training to all ops and mission planning team members. Develop and deliver detailed ground system training to pertinent mission operators. Complete any applicable operations certification criteria.

3.4.2 The contractor shall coordinate development of plans and schedules between the ground control systems and the spacecraft and between the various ground elements to properly and effectively manage system operations for the AFRL/RVE experiment and experimental/prototype residual operations.

3.4.2.1 The contractor shall participate in the development of a multi-level mission operations center architecture(s), including space and communication requirements, COMSEC implementation, connectivity to external networks, and overall layout/seat requirements for mission operations.

3.4.2.2 The contractor shall participate in planning and implementation of mission operation center risk reduction and compatibility testing.

3.4.2.3 The contractor shall participate in installation and maintenance of all mission operations hardware and software into the NTS-3 mission operations center(s).

3.4.2.4 The contractor shall perform NTS-3 ground software build-up, or complete remaining software upgrades to the ground control system to support the NTS-3 mission (dependent upon selected ground software). Participate in the preparation of telemetry screens for the launch and early orbit check out of the spacecraft and payload, and for normal operations.

3.4.2.5 The contractor shall participate in the development, installation and maintenance of the NTS-3 data center.

3.4.3 Post-Launch Activities for the AFRL/RVE experiment and experimental/prototype residual operations:

3.4.3.1 The contractor shall provide engineering and technical effort to the NTS-3 program for thirty six (36) months after launch.

3.4.3.2 The contractor shall perform the following:

3.4.3.2.1 Systems engineering / mission operations activities in the planning and conduct of mission operations, troubleshoot and correct on-orbit anomalies, review telemetry and trending data for the purposes of assessing spacecraft health and status, and submit and implement mitigating action when required.

3.4.3.2.2 Mission Operations Center (MOC) maintenance of computer workstations and hosted software as well as all MOC hardware. Develop, test and install patches and upgrades to MOC command and telemetry consoles.

3.4.3.2.3 Develop, test, modify, troubleshoot and update new mission planning tools to implement lessons learned during Launch and Early Orbit (L&EO) activities and nominal mission operations.

3.4.3.2.4 Plan and conduct mission operations and develop and update operations procedures.

3.4.3.2.5 Accomplish satellite commanding and telemetry analysis. Establish and maintain AFSCN connections.

3.4.3 The contractor shall participate in development of cybersecurity documentation for the NTS-3 system, as well as accreditation maintenance.

3.4.4 The contractor shall procure necessary hardware and software for the NTS-3 mission development activities.

3.5 Program Management

3.5.1 The contractor shall perform Program Management requirements in accordance with Section 3.5 of the Basic Statement of Work.

3.6 Integration and Test Facility Support

The contractor shall perform the following: planning and scheduling of facilities, facility operation, facility safety, facility maintenance planning, and maintenance of the integration and test equipment as identified in the contract base support lists, to accomplish the specific tasks in Sections 3.1 through 3.4 of this Statement of Work.

3.7 Associate Contractor Agreements

3.7.1 The Contractor shall enter into Associate Contractor Agreements (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government's requirement. The agreements shall include the basis for sharing information, data, technical knowledge, expertise, and/or resources essential to the integration of the R&D Integrated Experiments (RISE) program, which shall ensure the greatest degree of cooperation for the development of the program to meet the terms of the contract. Associate Contractors are listed in 3.7.8 below.

3.7.2 ACAs shall include the following general information:

(1) Identify the associate contractors and their relationships.

(2) Identify the program involved and the relevant Government contracts of the associate Contractors.

(3) Describe the associate contractor interfaces by general subject matter.

(4) Specify the categories of information to be exchanged or support to be provided.

(5) Include the expiration date (or event) of the ACA.

(6) Identify potential conflicts between relevant Government contracts and the ACA; include agreements on protection of proprietary data and restrictions on employees.

3.7.3 A copy of such agreement shall be provided to the Contracting Officer for review before execution of the document by the cooperating contractors.

3.7.4 Nothing in the foregoing shall affect compliance with the requirements of the clause at 5352.209- 9002, Organizational Conflict of Interest.

3.7.5 The Contractor is not relieved of any contract requirements or entitled to any adjustments to the contract terms because of a failure to resolve a disagreement with an associate contractor.

3.7.6 Liability for the improper disclosure of any proprietary data contained in or referenced by any agreement shall rest with the parties to the agreement, and not the Government.

3.7.7 All costs associated with the agreements are included in the negotiated cost of this contract.

Agreements may be amended as required by the Government during the performance of this contract.

3.7.8 The following contractors are associate contractors with whom agreements are required:
