R&D Integrated Space Experiments (RISE)

University Nanosatellite Program (UNP)

Statement of Work

Task Order 0003

19 July 2017

1.0 Scope

The objective of this task order is to provide the University Nanosatellite Program with research, hardware/software engineering, technical, and program management to perform aerospace technology research and development, analysis, assembly, integration, and test (AI&T) and evaluation. This support includes (1) Systems Engineering, (2) Design, Fabrication, Assembly, and Integration, (3) Space Worthiness Testing, (4) Mission Development including Post-Launch Support, (5) Program Management, and (6) Assembly, Integration and Test Laboratory Support. The objective of UNP is to train the future U.S.

aerospace workforce in conduct of AI&T, develop/demonstrate small satellite technologies, and develop space hardware laboratories at universities. UNP sponsors and manages a recurring competition every 2-3 years amongst approximately ten US universities. Following a competitive down-select decision, the winning nanosatellite(s) is/are brought to AFRL laboratory facilities for environmental and performance testing and eventually, integration to the launch vehicle at the launch site. The contractor’s support consists of maintaining nanosat-related information, conducting AI&T training, and contributing to the planning and execution of the competitions.

2.0 Compliance and Reference Documents

Compliance and Reference Documents are listed in Attachments 1 and 2 of the Basic Contract Statement of Work.

3.0 Requirements

3.1 Engineering

3.1.1 The contractor shall provide systems engineering support to include supporting university nanosat design development through a web based interchange (i.e. a web site), technical interchange meetings, and reviews and other unscheduled and scheduled interchanges (i.e. emails and teleconferences).

3.1.2 The contractor shall coordinate, analyze, and support the development of requirements documents based upon launch vehicle and university nanosat designs (i.e. University Nanosat Program User’s Guide, Interface Control Documents).

3.1.3 The contractor shall assist the UNP Program Office in configuration management and quality assurance efforts for university nanosat designs and procedures, in accordance with UNP

program requirements.

3.1.4 The contractor shall provide launch vehicle safety engineering support to include oversight and supervision of nanosat and launch adapter designs. The contractor shall coordinate launch vehicle documentation requirements with the participating universities and assist in the development of an integrated Payload Safety Package in accordance with the AFSPCMAN 91-710, as referenced in Attachment 2 of the Basic Statement of Work.

3.1.5 The contractor shall conduct a Satellite Fabrication Class once per competition cycle (every two years) for the competing universities. The purpose of the class will be to train a select group of students from each of the participating universities in the basics of satellite wire harnessing, soldering, mechanical assembly, test, cleanliness and electrostatic discharge. Instruction will include class presentations, design discussions, and hands-on training. Pertinent details of the class are as follows:

• Total number of participants: approximately forty students (two to three classes may be required due to laboratory limitations)

• Location: AFRL/RVE AI&T Laboratories, Kirtland AFB, NM

3.1.6 The contractor shall attend technical interchange meetings, design reviews, technical conferences, and other program events with participating universities, as scheduled by the UNP Program Office. The contractor shall review technical presentations made by participating universities, assess the technical efforts made by the participating universities, and report the findings to the UNP Program Office. Specific conference attendance will be determined later and require approval by the Government.

3.1.7 The contractor shall have a general knowledge of printed circuit board (PCB) design and fabrication software, mechanical and finite element analysis (FEA) software, thermal design software, and orbit analysis software.

3.1.8 The contractor shall validate the functional performance of the various UNP nanosat systems and subsystems to a relevant space environment. The contractor shall assess integration and test (I&T) data and experiment electronics/mechanisms operation; and compare actual performance data to the UNP nanosat requirements. As a result, the contractor shall recommend course(s) of action to the UNP Program Office.

3.1.9 The contractor shall attend and participate in technical and safety reviews associated with AFRL/RVE AI&T Laboratory support functions. Typical activities include: 1) researching, preparing and presenting formal briefings at program reviews; 2) reviewing briefings and related documents presented to the UNP Program Office, and 3) providing recommendations to the UNP Program Office to mitigate issues, streamline operations, and coordinate activities.

3.1.10 The contractor shall analyze UNP integration and test requirements, test plans, and test data to ensure the nanosats will be characterized and validated for launch vehicle integration and space-based operation, based upon input from the UNP Program Office. The contractor shall then make recommendations to the Government for the best courses of action to correct flaws uncovered by their analysis. The contractor shall work with the UNP Program Office to prioritize and implement the option(s) chosen by the UNP Program Office.

3.1.11 The contractor shall work with the UNP Program Office to ensure design and systems engineering requirements for the University nanosats are incorporated into the test plan

development process.

3.2 Design, Fabrication and Assembly

3.2.1 The contractor shall design, fabricate, and assemble all mechanical ground support equipment (MGSE), electrical ground-support equipment (EGSE), and a specialized shipping container to support the transportation of each integrated Nanosat spacecraft. The contractor will also participate in the design, fabrication, and testing of instruments or subsystems for UNP nanosats or satellites supporting UNP technologies.

3.2.2 The contractor shall analyze the requirements for fixtures, equipment, and software, and document any recommendations to the UNP Program Office, to include whether it is more cost effective for the Government to have the contractor purchase or build the required fixtures or equipment.

3.2.3 The contractor shall provide any harnesses, cables, and other flight hardware, specialized fixtures, integration and test ground support equipment, and any specialized ground operations equipment necessary to successfully assemble, integrate, test, and operate the UNP nanosats.

3.3 Integration and Test

To ensure the space worthiness and performance of the UNP spacecraft systems, the contractor shall lead I&T activities conducted in AFRL/RVE AI&T Laboratories, including the following:

3.3.1 The contractor shall provide I&T leadership to include I&T planning and preparation and day-to- day performance of I&T activities to meet the UNP program office needs for ground-support systems integration, bus integration, payload-to-bus integration, spacecraft-to-ground support systems integration, system-level performance verification, system-level environmental testing and spacecraft-to-launch vehicle integration.

3.3.2 The contractor shall develop and conduct functional and performance tests that provide a verification of UNP nanosat performance parameters and shall document the test results.

3.3.3 The contractor shall operate UNP ground-support equipment used to perform functional bench testing, environmental testing, handling, lifting and all activities required to integrate flight hardware.

The contractor shall operate the environmental chambers and vibration table during environmental testing. The contractor shall also perform inhibit verification, shock testing, mass properties (mass, center of gravity, moments of inertia), thermal-vacuum testing, and electromagnetic interference/electromagnetic compatibility (EMI/EMC) testing of the UNP nanosat.

3.4 Mission Development

3.4.1 The contractor shall transport the spacecraft and ground-support equipment (GSE) to the launch site, utilizing Government-procured transportation; and prepare/package the return of GSE to Kirtland Air Force Base.

3.4.2 The contractor shall participate in all UNP nanosat launch activities at the launch site. These activities include: post-ship functional testing, interface verification testing, payload integration, and launch support.

3.4.3 The contractor shall provide (i.e. oversight and review) ground segment check out and mission operations support for the UNP nanosats.

3.5 Program Management

The contractor shall perform Program Management requirements in accordance with Section 3.5 of the Basic Statement of Work.

3.6 Assembly, Integration and Test Laboratory Support

The contractor shall perform the following: planning and scheduling of the AFRL/RVE AI&T Laboratories, laboratory operation, safety, maintenance planning, and maintenance of the integration and test equipment as identified in the attachment to the Basic Statement of Work entitled, “Base Support at AFRL/RVE AI&T Laboratories”, to accomplish the specific tasks in Sections 3.1 through 3.4 of this Statement of Work.

3.7 Associate Contractor Agreements

3.7.1 The Contractor shall enter into Associate Contractor Agreements (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government's requirement. The agreements shall include the basis for sharing information, data, technical knowledge, expertise, and/or resources essential to the integration of the Research and Development Integrated Space Experiments (RISE) program, which shall ensure the greatest degree of cooperation for the development of the program to meet the terms of the contract. Associate Contractors are listed in

3.7.8 below.

3.7.2 ACAs shall include the following general information:

(1) Identify the associate contractors and their relationships.

(2) Identify the program involved and the relevant Government contracts of the associate Contractors.

(3) Describe the associate contractor interfaces by general subject matter.

(4) Specify the categories of information to be exchanged or support to be provided.

(5) Include the expiration date (or event) of the ACA.

(6) Identify potential conflicts between relevant Government contracts and the ACA;

include agreements on protection of proprietary data and restrictions on employees.

3.7.3 A copy of such agreement shall be provided to the Contracting Officer for review before execution of the document by the cooperating contractors.

3.7.4 Nothing in the foregoing shall affect compliance with the requirements of the clause at 5352.209- 9002, Organizational Conflict of Interest.

3.7.5 The Contractor is not relieved of any contract requirements or entitled to any adjustments to the contract terms because of a failure to resolve a disagreement with an associate contractor.

3.7.6 Liability for the improper disclosure of any proprietary data contained in or referenced by any agreement shall rest with the parties to the agreement, and not the Government.

3.7.7 All costs associated with the agreements are included in the negotiated cost of this contract.

Agreements may be amended as required by the Government during the performance of this contract.
