Ref. the statement, “List all locations where work is to be performed”;
should this be interpreted as locations where work “may” be performed throughout the duration of the contract? Clarification is needed as to the intent of the requirement, as work locations would likely be determined on a delivery order (DO) basis.
Each contractor must list locations of their facilities. Specific places of performance will be determined at D.O/T.O Level.

Attachment 3 – Integrated Master Schedule (IMS): Can offerors include, as an appendix item to Volume II, a description of Project Management Plan/Approach? The IMS is a critical component of a successful Project Management Plan. Context of a company’s PMP is necessary to understand/evaluate how the IMS was developed and will be executed.
No. IMS should have a logical flow and should follow a disciplined technical approach thus making it understandable for the project. The IMS should incorporate the Offeror' s understanding and soundness of approach.

Ref. the statement, “The [narrative verification] plan shall include a description of proposed verification methods including … Quality Control approach …”. Can offerors include, as an appendix item to Volume II, a narrative description of overall Quality Control plan/approach?
Describing QC of verification methods is difficult without putting it in context of an overall Quality Control plan/approach. Allowing offerors to provide a QC Approach would help put the required descriptions in the necessary context.
No additional appendix is needed. See Section L Section 2.2 Table 2.

Volume III – Model Contract, Section J Attachments: The list of Section J attachments is inaccurate. (Sections L and M should be Attachments 8 and 9, respectively; Attachment 6 (OCONUS T&C’s) and Attachment 7 (PWS) are not listed.) Specifically, which Section J Attachments need to be submitted with the Model Contract? Alternatively, is it acceptable to only submit those attachments that had changes required by RFP instructions (Attachment 2, DD Form 254)? Please confirm that DFAR 252.225-7021 TRADE AGREEMENTS (DEC 2017), DFAR 252.225-7002 QUALIFYING COUNTRY SOURCES AS
SUBCONTRACTORS (DEC 2017) and 252.225-7012 PREFERENCE FOR CERTAIN DOMESTIC COMMODITIES (DEC 2017) are applicable to this procurement, and items/materials supplied must qualify as “domestic end products,” “qualifying country end products,” or “designated country end products”.
As stated in Section L, Paragraph 5.1.5, All clauses from the FPS4 IDIQ contract automatically carry over to the subsequent DOs issued. These clauses may be applicable to such DOs and therefore are included in the IDIQ

Section L, Section L Para 4.4.4 Attachment 3 IMS, states "The IMS shall be defined to no more than five (5) levels of detail to which the offeror plans to manage execution of the Sample Problem installation work" and goes on to use the specific term "installation work" multiple times. However, the sample problem WBS Dictionary appears to require much more than just installation (i.e. it mentions design in every element). Will the government please confirm that the IMS, CWBS, and associated BOEs should include installation activities and labor only? Clarification of instructions.

Section L Para 2.0 General Instructions states, "The offer shall be compliant with the requirements as stated in the Statement of Work (SOW), Model Contract, including all Exhibits and Attachments thereto, and all attachments to these Instructions For Proposal Preparation (IFPP), which includes supplemental instructions contained herein." Yet Para
4.4.1 states, "The intent is to measure the offeror’ s ability to answer the Sample Problem and only the Sample Problem. Limit the contents of this response to the specifically identified Sample Problem assumptions and requirements." This appears to be in direct conflict with paragraph 2.0.
Can the government please clarify what parts of the SOW, CDRLs, etc. we should be demonstrating on the sample problem to demonstrate compliance? Instruction conflict

For example, should the definition for Sample Task WBS 1.1.3 (delay/denial) be the same as Task Order WBS

That is correct…that is meant as a placeholder for system level labor and ODCs at the 1.1 level. Two lines is not mandatory, it was meant to show there would be system level data without taking up too much space on the page.

Yes. The original should be a complete proposal (see Section L para 5.1 and para 2.2, Table 2). Electronic signature is acceptable if it is certified signature similar to DoD Public Key Infrastructure certificate using a Common Access Card.

Section M states that the Government “will evaluate the extent to which offerors identify and commit to small business participation for the sample problem in accordance with the FPS4 Small Business Participation Goals included in Section L of this solicitation.” The location of the sample problem is broadly defined (“Northern CONUS tier’) and small businesses typically operate within relatively small geographical regions (such as local to specific AF base). Please confirm if offerors must identify specific small businesses that would be used as part of the solution of the sample problem. If specific small businesses must be identified, request that the Government provide more specificity with respect to location of the work associated with the sample problem.

Could you please clarify as to what the Model Contract should include with the proposal? In 5.1, the instructions state: “shall include one signed copy of the SF33 and Sections A-K.” Sections that follow in the RFP exclude Sections B, C (blank), D (blank), and E. Additional Sections e.g., F, G, and I instructions refer to subsequent Delivery Orders (DOs).
Including Section J involves returning items such as Labor Categories, CDRLs, and Section L&M. Clear that offerors will need to include signed SF33, completed DD254, Section K/SAM review/actions, and provide all the information listed in 5.2, Other Information. Will these artifacts be sufficient for the Model Contract Submission? Please confirm/clarify if additional data is needed.

Will the Government allow Offerors to hand deliver the proposals versus mailing? What are the acceptable hours for receipt of proposals?
No. For security reasons all packages must be sent to the location listed in Section L Para 2.2.7.

Subparagraph states, "Pricing information will be contained in the individual DOs. " Please confirm that the response at the IDIQ level, including the Sample Problem, does not require pricing and Section B (CLINS) will be completed post award?
