SUBJECT: Request for Proposal (RFP) Force Protection Site Security System
Solutions (FPS4), Solicitation Number FA8730-19-R-0005
1. The Government is pleased to provide the attached RFP for the Force Protection Site Security Systems Solutions (FPS4) contract (Attachment 1). You are reminded that this final RFP takes precedence over any draft RFPs or updates provided prior to the final RFP.
2. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
3. The Government may use contractor and Federally Funded Research Centers (FFRDC) personnel in support of the acquisition process, to include proposal review. These contractors and FFRDC personnel are routinely required to execute non-disclosure agreements against the use or disclosure of proprietary information handled in the course of their duties. Each member of the FPS4 acquisition Source Selection Evaluation Board (SSEB) will also execute non-disclosure agreements specific to this acquisition. Any objections to the use of these companies shall be provided in writing to the PCO within 10 calendar days of RFP issuance.
4. The North American Industry Classification System (NAICS) for this acquisition is 561621. The small business size standard is $20M.
5. The For Official Use Only (FOUO)/Export Controlled bidder's library contents have not changed since 9 April 2019. If you have not been granted access to these documents, please see instructions on www.fbo.gov and submit a Bidder’s Library Request Form. If you have already received these documents, you do not need to request access again.
6. Proposal must be submitted by 2:00 PM (EST) on 22 July 2019. Delivery instructions for the paper and electronic copies of the proposal are specified in Section
2.2 of the Attachment 8, Instructions for Proposal Preparation (IFPP).
7.
