M002 b4 states, “The ICS approach will be evaluated for traceability to the Sample Problem Requirements ……”. However, the Sample Problem Instructions (Attachment L-1) makes no reference to ICS requirements.
Furthermore, Section L (Attachment 8), paragraph 4.3, only requires a discussion of the offeror’s approach to organizational and depot level support including a discussion of how OEM and subcontractor relationships will be established to ensure robust organizational and depot level maintenance is provided. However, the PWS for FPS4 (Attachment 7) does provide ICS requirements including organizational level, help desk, on-site repair and maintenance, depot level and ICS/CLS spares and repair parts. Attachment 7 paragraph 3.1 also states that the specific level of support and performance objectives will be identified in the applicable DO PWS. Please provide the specific level of support and performance objectives required by the Sample Problem so that offerors responses may provide the desired traceability to those requirements.

Cybersecurity certification under sustainment support relates to cybersecurity of the system.

Section 2.1 Line 5 states: “All IDS/ACS (for the purposes of solicitation, the terms ACS and AECS are used synonymously) work performed at Sensitive Compartmented Information Facilities (SCIFS) shall adhere to IAW ICS 705- 1 Section G”. Section 3.1.6 states: “Design a communication network interface (only network interface to this building, no IDS/IVA) to this SCIF facility. The secure area within this building comprises of rooms 200 & 201 only.”
If any work performed at the SCIF shall adhere to IAW ICS 705-1 Section G, please confirm which statement takes precedence with regards to designing ACS/IDS to this SCIF facility.
There is no precedence issue. The requirement is accurately stated in 3.1.6.

Section M, Paragraph 4. Management then goes on to state that “The ICS approach will be evaluated for traceability to the Sample Problem requirements, organizational level sustainment plan, depot level sustainment plan, and Original Equipment Manufacturer (OEM)/sub-contractor sustainment plan”.
Is it the Government’s intention to provide these plans? If so, where will they be posted and when? If no, is the Government requesting that the Contractor develop and submit these plans as part of the RFP response? If so, within what section and what page limitations apply?

The Attachment 7 (Small Business Participation Description listed in Attachment 8, page 13) is the only section of Volume II that has a one-page count. Does the Government mean that Attachments 1-6 are excluded from page count, and that Attachment 7 is included in the 20-page count for Volume II Technical?

The DD Form 254 requires SECRET Safeguarding (Block 1b), and in the Continuation Pages (Ref Block 11h - COMSEC/Cryptographic) it states, "Safeguarding requirements apply." However, in Block 15 (Ref Block 11l) it states, "Contractor performance will occur at various military installations.
DSS is relieved of all inspection responsibilities for contractor performance on the installation. The local servicing security activity will maintain security oversite." Will safeguarding be required at the Contractor site?
The nature of the DO and safeguarding requirements will be determined at time of issuance. When DOs are issued the contractor will be required to fill out a DD254 which will reflect the level of safeguarding when appropriate.

(CWBS)
Attachment 6 states that offerors will adhere to the PWBS structure when developing a proposed CWBS and that beyond the summary PWBS, offerors have the flexibility based on the proposed implementation approach. It further states that when the offeror extends the CWBS below levels identified in attachment L-4, the offeror must amend the WBS dictionary to provide definitions at the lower levels. Since the L-4 dictionary does not provide definitions at the level 3 PWBS, we assume the flexibility to extend the PWBS includes adding level 3 tasks as well as levels below level 3 (levels 4 and 5). Please note that allowing the level 3 PWBS to be extended to include additional level 3 tasks will significantly reduce the size of the CWBS as well as the corresponding IMS and BOEs, easing Government review requirements substantially. For example under “1.1 PL-1 Restricted Area” adding 1.1.14 Management at Level 3 reduces the size of the CWBS because it would be very repetitive at the 4th level WBS. Please confirm that contractors have the flexibility to add tasks at the PWBS level 3, as well as adding tasks at the CWBS levels 4 and 5 if needed.
Yes, per Section L, Section 4.4.4 Attachment 6, offerors have flexibility in modifying the provided PWBS as long as rationale for the change is provided and that the CWBS format directly correlates with BOEs
