Does the Government desire each proposal to contain the model contract sections A thru K inclusive of all Section J attachments without hole punches or is that guidance solely applicable to the SF 33? Is electronic original signature on the SF 33 acceptable for submission?
UPDATED GOVERNMENT RESPONSE: Yes. The original should be a complete proposal (see Section L para 5.1 and para 2.2, Table 2).
Electronic signature is acceptable in accordance with the definition at FAR 2.101 - “Signature” or “signed” means the discrete, verifiable symbol of an individual that, when affixed to a writing with the knowledge and consent of the individual, indicates a present intention to authenticate the writing. This includes electronic symbols.
SF 33, DD254, Schedule B and
Section K n/a n/a
Can you provide the password for the Model Contract Amendment 0003 for the subject RFP so that the required submissions can be extracted and updated, or provide unlocked versions of the SF33, DD254, Schedule B, and Section K as denoted in the Q & A?
Yes. The Government will post unsecured documents to FBO.
299 CRM n/a n/a
Typically, the government has provided a matrix (Conflict Resolution Matrix, CRM) which directly answers each question that was asked. There does not look to be corresponding CRM with this Amendment 3 with the direct answers to the questions that had been unanswered on the previous CRM (attached for reference).
Will the CRM corresponding to these Amendment 3 changes be issued? So we can confirm that each of our questions were answered as part of this recent Amendment.
The Government does not plan to provide another CRM. Changes to the RFP are bar-marked and the previously posted questions and answers matrix provide RFP references for each question.

We are working on a solution to a Sample Problem presented in the Force Protection Site Security System Solutions (FPS4) Final Request for Proposal (RFP) Solicitation Number: FA8730-19-R-0005. We are working on responding to test plans sited in AFI31-101 in Chapter
6. Paragraph 6.3.16 (Copied below) gives this email address to request the documents.

The Electronic Security Equipment (ESE) Master Installation Acceptance Test and Turnover Plan (TP-0023) is not required for completion of the sample problem and will not be provided.
