1 RFP
Table 6 of the RFP and noticed a couple issues with the current IDSL for LINX Predator Elite (LPE) as well as the Wide Area Detection sensors. LPE has been approved for a Windows 10 configuration for over a year now, however these are not available options on the FPS4 RFP. Also, the current list of WADS lists the Ranger 1 radar as approved for Advantor 6.2 only. LPE Win 10 Approach Zone Operator (AZO) with the Ranger 1 Radar along with the DEFENDIR has been and currently is the only approved configuration for use within a Approach Zone.
We have been briefed by LCMC these items have been updated within the current IDSL for distribution. Is there a date we can expect updated list to be available for the FPS4 community? Why is the Table 6 IDSL using obsolete systems?
The Sample Problem in this RFP is a contrived example of an IDS/IVA/ACS scenario. The offerors shall use the equipment as described in Table 6 for the Sample Problem design solution without regard for future or past IDSEL equipment that may be required at the D.O. level contract awards.

Assume this is the RFP (posted today) tied to your previous Industry Day that does NOT cover the C-sUAS effort? Do you know timing for that portion? Believe you’d plan to have a fly-off/exercise in the Fall?
Going forward, we expect the Air Force C-sUAS program of record strategy to be an evolution of the strategy we used for the JUON and JEON efforts, not a single award to a Prime Contractor or industry-based System Integrator. The strategy and scope of effort will also be significantly influenced by FY21 budget outcomes.

Proposal must be submitted by 2:00PM (EST) on 22 July 2019.
The current due date is a Monday requiring shipment 5 days prior (Thursday, 18 July) to provide opportunity to ship back up if primary shipment is not delivered. Accepting either option proposed provides the offeror more time to execute quality control processes prior to submission.
Would the Government consider verified overnight shipment dated 22 July or extending the delivery date to 24 July?
RFP Amendment is forthcoming which will change response due date.

The offeror believes that the Government intended to Reference Attachment 7 – Small Business Participation Description. Will the Government confirm that the correct reference is Attachment 7 Small Business Participation Description?

2 Requirements 25 3.2
The solicitation states: The current IDS infrastructure as depicted in the Area 2 layout reflects the previous PL-3 security design with the Line of Detection (LOD) at the fence line and a Buried Line Sensor (BLS) on the south side. While the existing IDS sensors are approved for use, the existing sensor system processors are obsolete and not approved for current use at Air Force facilities. Clarification is needed for solution development. What is the sensor system and model currently installed on the fence line and on the southern, BLS, emplaced line-of-detection?

The Area 2 diagram shows BLS across the southern boundary. The current restricted area boundary line of detection consists of fence and BLS. Clarification is needed for solution development. Is the term “fence line” synonymous with restricted area boundary in sections 3.2 and 3.2.1.1?

Urlaub, Contracting Officer. Please clarify the name of the Contracting Officer for which questions should be submitted and for which the proposal should be addressed and/or shipped.

One item has an employment constraint. The other item appears to be the same equipment and does not have an employment constraint.
These appear to be duplicate entries. Why is there an employment constraint on one of these entries and not the other? Which is correct?

Paragraphs 4.1 – 4.4.3 indicate that the Sample Problem response is to include design, installation, verification and Interim Contractor Support (ICS) for a period of three (3) years after turnover. However, there are ambiguities as to the information to be provided in supporting attachments 3 (IMS), 4 (Risk Matrix) and 5 (BOE) required by paragraph 4.4 as follows: a) Attachment 3 (IMS) is only required to address installation work, b) Attachment 5 (BOE) requires BOEs for all work required to implement the Sample Problem and is to provide clear traceability back to the IMS. However, the IMS only addresses installation work, so providing traceability for design and ICS work is not possible. c) Attachment 4 (Risk Matrix) requires “identifying those significant risk or aspects of the sample Problem installation work considered to have the potential for disruption of schedule, increased cost or performance risk”. It is unclear whether design and /or ICS related risks should be included in the Risk Matrix. Does the Government desire design and/or ICS work to be addressed in the Sample Problem IMS (Attachment 3) and BOE (Attachment 5) in order to provide clear traceability between the two documents?

Attachment 3 (IMS) requires depiction of calculated slack. However, Attachment L-1 (Sample Problem Instructions), paragraph 2.1, item 4 only provides a Sample Problem start date of 1 October 2020. In order to calculate slack a required end date is needed. Request that Government provide required end date(s), as well as work to be completed (see question 1 above) in order for offerors to depict calculated slack.
Offeror to determine end date to complete Sample Problem work and determine if slack is in their IMS.

Section L, paragraph 2.2, Table 2, Row 2 lists page limitation for Volume II Technical Narrative of 20 pages. This page limitation will prevent non-incumbent Offerors, whose management/Quality systems are unfamiliar to AFLCMC, from providing details of Quality Control/Management processes to be used in our Sample Problem approach. Request an additional 5 pages (25 pages total for Volume II) be added to the Technical Narrative page count limitation to adequately address how our processes will be used to meet Sample Problem requirements.
The page count will be revised to 25 pages.

Question: Content in the above statements about controls at the ECF seem to be in conflict. Please, clarify the desired ECF operational controls for Area 1.

Area 1 RA Perimeter Access Control: Ref. the statement, “The ECF personnel portals shall be Architectural Barriers Act (ABA) Article 404.3 compliant.” With respect to the “ECF personnel portals” (plural), the Area1-Overall Drawing only indicates two turnstiles at the ECF. Please clarify the intent of the requirement. Need to determine if ABA access is the more accurate requirement, rather than the turnstile indication on the drawing.

If just the processors need to be replaced, the Sample Problem does not provide enough detail to design the solution.

The paragraph provides the option to upgrade the existing Hangar IDS/IVA GFE components, however no details or assumptions are provided about the existing IDS. What are the existing GFE IDS/IVA components that can be used/upgraded for Hangar?

It could be interpreted to provide a network interface in Bldg. 904, or Bldg. 910, Room 101, or Bldg. 901, Room 201.

Volume II – Design/Install Approach: Ref. the statement, “Provide a narrative description of the proposed security system conceptual design, installation, and integration solution to the Sample Problem.” The instruction indicates that the sample problem design is “Conceptual.” However, the General Communications Network Requirements section 2.2 requires details of a final design. For a conceptual design, the actual network configuration data and configuration files would not be provided.
Your assessment is correct., the RFP is asking for more detail in the communications area.

As part of the proposal submittal of the Sample Problem solution, does the government require network configuration files for each network device or the configuration instructions if leveraging existing network infrastructure?

General Communications Network Requirements: Ref. the statement, “Logically separate data traffic at the appropriate layer based on data type and asset protection level. Remote device management shall be restricted to a dedicated management Virtual Local Area Network (VLAN) accessible only via a specified interface on the core switch.
Physical/console access shall be protected via username and password combinations that differ from manufacturer default and meet minimum security requirements. Unused ports shall be disabled and set to a non-routed VLAN.” If the contractor is not defining the core switch, will the government specify the core switch in the existing network? Clarification needed for who is responsible for defining the core switch.

Area 1 Communications Infrastructure: Does the government require a network-managed device in the FDBs like the diagrams (the Network Diagrams in the Bidders Library)? If utilizing single mode fiber with a powerful CISCO fiber SFP and optimal splicing/terminations, then a fiber distribution box would suffice in the FDBs. However, you would not have that CISCO device closer to the end device to monitor the status.
Government is unable to answer the question because it is unclear. Diagrams are not located in the Bidders Library. Diagrams on FedBizOps - See Design Package.

Does it mean rack is not enclosed, or is it open for utilization by us? Does it mean rack space is available and sufficient to support our design? Clarification needed on what is meant by “open” in this context.
