A 480 VAC 3 phase, 60 Amp. power panel is to be used for all area 1 Sample Problem lighting needs. It is located in building 904 (ECF), room 103. Can this power also be used for the IDS/IVA system? Also is it on generator backup? See Section L, Attachment L-1 Sample Problem paragraph 2.1.11.

308 Attachment 8 12 Attachment 3, IMS

In Amendment 3, the Government has now included the requirement for contractors to outline planning, resources, and activity timing for the sample project design phase through installation and verification. Amendment 3 added language stating “…assume no Government vector checks will be required.”

Should the Government’s language in Attachment 8, page 12, Attachment 3 – Integrated Master Schedule (IMS) which states “…assume no government vector checks will be required” be interpreted to imply that the IMS should not include time or resources for design review milestones such as described in SOW section 2.2.3.2.2?

Correct.

309 Attachment 8 12 Attachment 3, IMS

Amendment 3 added the following: “In addition to providing a MS Project file, print a Gantt Chart displaying the following columns: Indicator (notes, information), ID, CWBS, Task Name, Duration, Predecessor, Successor, Start, Finish, Resource, and Timeline.”

May contractors eliminate the ID column between Indicator and CWBS since MS Project automatically prints the schedule’s ID column as the first, far left column?

This will prevent duplication and provide additional schedule spacing.

Section L paragraph 4.4.4, Attachment 3 remains unchanged.

Item #4 strikes the “Construction for the Sample Problem …” replacing it with “The Sample Problem begins ….”

CWBS

Amendment 3 added WBS element 1.5, Verification – System Test and Evaluation with WBS sub-element 1.5.1, Contractor Verification Test & Evaluation (CVT).

On the following page the Government Contract WBS Dictionary outlined the definition for CVT and assigned it as WBS 1.5, but omitted the WBS Dictionary Definition for Verification. In addition, there is no WBS sub-element specified for Government Acceptance Testing.

• Is it the Government’s intent to have contractors develop the definition for element 1.5 Verification?

• Is it the Government’s intent to omit contractor support of Government Acceptance Testing and therefore, essentially end the project at the conclusion of

CVT?

312 3.2.4 Area 2 Access Control There are 5 doors in the Bldg 700 hangar. Are all 5 doors required to have a maglock device?

The RFP contains AFFARS clauses 5352.209-9000 (OCT 2010) and (OCT 2010)

– ALTERNATE V (OCT 2010). Those clauses were superseded by Policy Memo 10-C-15). Would the Government please provide the full text of the revised clauses in accordance with the interim change?

Volume III – Contract Documentation requires that offerors provide a signed copy of the SF33 and Sections A through K. A conformed copy of the model contract, Sections A through K was not provided in Amendment 3, rather some revised sections were provided in their entirety, some change pages were issued and some sections were not provided at all. Would the Government please provide a conformed copy of the entire model contract that shall be included in Volume III?

Please release a fully conformed RFP in PDF format (does not need to be editable), inclusive of all changes via amendments 1 through 3, for Sections B-I. We request this be released sometime before September 1.

As stated Area 2 is not manned 24 hours, seven days a week. What sensor is being used to secure this Sector for ECP entry, and what FDB does this report to

Funtional IVA system for Area 2 has been removed from the SOW. Is there adequate power available at the FDB level to handle the fixed cameras required around the Area 2 perimeter?

Attachment 8 26 3.2

States that Area 2 IDS/IVA system shall annunciate in the BDOC (Room 101 of Building 500). This location is the communications room of Building 500, should this instead be room 100 of Building 500?

A forthcoming Amendment will correct typographical error to correct room number to 100..

325 Attachment 8 32 3.3.2

Statement that the entire building 500 facility has existing backup power of sufficient capacity for all equipment necessary for this sample problem was removed. However, in the chart Section 3.3.4 it states building 500 120VAC1P power is supplied by a standby/emergency generator with sufficient capacity for the projected loads of the new BDOC. Please clarify if backup power is provided at this location, this will affect UPS battery requirements.

327 Attachment L-1 3.1.10 provides new details for an existing power panel in B904 but says it’s to be used for the “… area 1 Sample Problem lighting needs”. There is no mention of how the FDBs or the storage buildings (IDBs) get power. Is this power panel only to be used for the lighting or can it also be used to provide power to the Area 1

FDBs/IDBs? If the panel is to be used for lighting only, where then is the power panel located for the FDB/IDB power?

Question #68 provided in Posting #4

In Question #68 offeror requested that specific levels of ICS support and performance objectives be provided to clarify the topic’s to be addressed in the

ICS technical response (section L, Paragraph 4.4.3). The government response to this request was “information forthcoming in Amendment”. However, subsequent Amendment did not make any changes to section L with regards to specific levels of ICS support and/or performance objectives for the Sample Problem. The only changes related to Sustainment/ICS were the deletion of SOW (Attachment 1) and PWS (Attachment 7) which provided the holistic set of sustainment activities under the contract from which requirements the government would select on an individual

DO basis.

330 Attachment L-1 Paragraph 2.2 and 3.1

Attachment L-1, Paragraph 2.2 has been revised to state “For the purpose of the Sample Problem, all “Alarm Panels” depicted in the Government supplied network diagram documentation shall be considered non-compliant for use”. However, Attachment L-1 paragraph 3.1.6 requires offerors to “Design a communication network interface (only network interface to this building, no IDS/IVA) to this

SCIF facility”.

Since the new SCIF network must be integrated with the GFE alarms/IDS/IVA recently installed in the newly constructed SCIF. Please confirm that this GFE is considered compliant for use with the new network design.

Sections 2.2 & 3.1.6 are correct as written. Also see response to previously posted Question Number 72 in Posting 3.

331 Attachment 8 12 4.4.4 What does the government mean by “no vector checks will be required”? Does this refer to network intrusion attempts or some other form of testing?

332 Attachment 8 12 4.4.4 Does the government want the IMS to include any other DESIGN & VERIFICATION PHASE deliverables (CDRLs) other than A023? Provide only what is required in CRDL A023.

This section states, “The offeror shall design a fiber optic cabling communications network as necessary to Field Distribution Boxes (FDB) around the RA perimeter and for building 700 (hangar).” However, in section 3.2.7.2 Area 2 – Available Communication Lines, subsections 3.2.7.2.4 Building 700 (Hangar) and 3.2.7.2.5

Six Perimeter FDBs (FDB 1-6) state that there is available fiber reserved for use in related areas. Our interpretation is that we should use cables in place, and that no fiber optic cabling design or installation is required for Area 2. Is that correct?

334 Attachment 8 22 3.1.5.1 This section states, "The ECF personnel portals shall be Architectural Barriers Act (ABA) Article 404.3 compliant." Our interpretation is that Area 2 and Area 3 are already ADA compliant. Is that correct?

Section 3.3 does not state how many fiber strands are available for use, but the drawings for Building 500 between Comm room 101 and SSO office (room 30) show 12 strands. Our interpretation is that all 12 strands are available for use for this Sample Problem. Is that correct?

336 Attachment 8 19 2.2 Our interpretation is that 256-bit AES encryption strongly preferred--but not required--for all MACSEC links--and that 128 bit would be acceptable if 256 is not available. Is that correct?

The description on the interface to the VMS is shown as WUG-M. Is this the correct description and, if so, what does it stand for? Are there any other services that are included on the attached server?

A forthcoming administrative Amendment will correct typographical error for incorrect labeling. Network Configuration SW-A3-500 G1/0/05 will be corrected to VMS.

339 Attachment 8 31 3.3

This section states, "assume that all BDOC IDS, IVA, and VMS equipment described in the existing communications topology is NOT usable for the sample problem solution." Our interpretation is that the IDS server, SSO IDS server, and

VMS server currently shown in the network architecture drawings are still connected to the interfaces they are currently shown to use in the network drawings and that these servers can still be utilized as part of the solution to the Sample Problem. Is that correct?

340 Attachment 7, PWS (original) 155 of 253 3.2.4

The last sentence in the paragraph appears to be incomplete. It states "Depot shall furnish all required serviced labor tools, material and equipment necessary to manage and provide Depot Level ICS/CLS for all contractor furnished and installed level maintenance shall consist of the activities described below:" Please clarify what is missing between "furnished and installed" and "level maintenance."

A forthcoming administrative Amendment will correct PWS to "...for all contractor furnished and installed equipment, infrastructure and integrated GFE to provide level maintenance which shall consist of the activities described below."

31 3.2.7.5

Revised document has a blue bar in left margin indicating that the PL-2 Hangar (Area 2) Layout drawing changed. Text labels in the drawing consist of "xxxxx" and are not legible. A revised drawing was not provided with the Amendment 003 package. Please confirm that the original Area 2 drawing is still accurate and correct or provide a new drawing file in PDF and Visio formats.

The opening sentence of the paragraph states to design an Automated Control System (ACS) for personnel at the Entry Control Facility (building 904) that complies with AFI 31-101, Section 7.7 for a PL-1 site. The sentence uses the acronym ACS for Automated Control System is ACS. This creates ambiguity because Attachment L-7 defines the ACS acronym as Access Control System and AFI 31-101 uses the ACS acronym for agile combat support. Furthermore, AFI 31- 101 does not contain any references to Automated Control System. Shall offerors assume that the Automated Control System (ACS) referenced herein (3.1.5.1) that offerors need to design is the same as AECS referenced in AFI 31-101 7.7.1? If not, please clarify requirements.

One statement calls for IDS/ACS etc. but the other only references the network interface.

Is the statement directing the offeror to install more fiber in the empty conduits or only install fiber if it is needed?

2 strands are available and reserved for use as stated in 3.2.7.2.2 in Section L.

Area 3 BDOC has 12 strands of fiber between the BDOC and the SSO office. But there is no mention of this fiber in section L. The only place it is referenced is the previous Drawing Package, 500) Network Drawings. If this fiber exists, are there spare strands available for use?

1 and 2? AFI 6.3.13 states that IDS will have an alternate power source using stand-by generators and/or batteries. CCTV and lighting do not require battery backup but require stand-by generator backup.

But in section 3.1.12 page 25 it states the equipment in building 904 shall serve as a monitoring only service, with no operator input allowed. All area 1 IDS/IVA alarm acknowledgement, ACS control and IVA will be performed at the BDOC in building 500. Do you want Bldg 904 ECF to have the ability to arm/disarm the PL-

1 buildings alarms?

375 Model Contract

RFP Section 5.0, Volume III – Contract Documentation requests offerors to fill in all blanks in the Model Contract and Sections A through K, as applicable, and submit with the proposal in order to provide information to the Government for preparing the contract document and supporting file, as a formal contractual offer to the Government.

The RFP Model Contract is protected using a password, and will not allow offerors to fill in the blanks.

In addition, the password protection prevents offerors from incorporating Amendment 0003 Section B change pages to the Model Contract, and the Section B change pages provided in Amendment 3 do not allow for a page by page replacement on the Model Contract due to pagination.

Would the Government please provide offerors a conformed RFP for the Model Contract that incorporates all changes and allows offerors to fill in the blanks as requested?
